NOTE TO ACO:  All shipments of alfalfa hay bales, cubes, and pellets must be double compressed and all provisions of the protocol have to be followed.  A negative test result for Verticillium albo-Atrum must be presented by the exporter for certification.  The Facility Name, USDA Registration Number, in block 12, "Distinguishing marks".  The County and State (origin) must be stated on the PC. NOTE TO EXPORTER:  All shipments of alfalfa hay must be sampled and tested for Verticillium albo- Atrum. A negative test result must be presented to the ACO for certification.  If an IP is not presented, all phytosanitary requirements may not be met and shipment may be subject to delays or refused entry.  A Certificate of Free Sale is required for all animal feed shipments, please contact the FDA for more information.

Import Permit and Federal Phytosanitary Certificate required. All plant and plant products not listed as prohibited or unrestricted require a federal phytosanitary certificate and an Import Permit or a “contract of sale” which is similar to an import permit when the importer is a Government buying agency. The import permit will specify the import requirements.

Import Permits/ Contract of Sale (Contracts of Sale contain entry requirements for Government buying agencies) must be obtained in advance of shipments destined to the People’s Republic of China. The China Animal and Plant Quarantine Service (CAPQ) determines entry requirements on a case by case basis.

SUMMARY INFO – Federal Phytosanitary Certificate Required. The shipment must be free from soil, Ceratitis capitata, Rhagoletis indifferens, Rhagoletis fausta, and Cydia pomonella. Contact our office to determine any other pests or protocols.

NOTE TO EXPORTER: The packages should indicate the fruit name, origin county, name or code of packaging plant in Chinese or English.

AD Required: “All fruit in this shipment has been grown in accordance with relevant regulations of China and within the approved growing sites.”

Inspection of the fruit shall be conducted and completed at the packing facility before loading of any cartons into the transportation vans. Lots certified as free from plant pests will be loaded into containers or closed trucks and sealed. The container number MUST be written in distinguishing marks of the phyto.

SUMMARY INFO- Phytosanitary Certificate (PC) is required. Fruit originating in Kern & Tulare County, if fruit is not origination in one of these two counties please call the office to verify that it can be shipped to China.

AD Required: All fruit in the shipment complies with relevant regulations of the PRC and complies with the California Citrus Protocol. This shipment complies with “The Protocol of Phytosanitary Requirements of California Citrus Exported to China”, “Supplementary Inspection and Quarantine Requirements for California Citrus to be exported to China” and “Supplementary Inspection and Quarantine Requirements for California Citrus to be exported to China II”. The fruit in this shipment originated from an approved County and was packed in _enter the name of packing house, enter the county of packing house, California.

Additional information:  ACO must inspect 2% of each shipment & fruit must come from approved counties (3% of each shipment if the fruit is originated in Tulare County).  All shipments must be certified in accordance with the Citrus Work plan - California and the Supplementary Inspection and Quarantine Requirements for California Citrus to be exported to China.  The name of the facility listed in the AD must be on the approved facility list and match the label on the box and the name on the AD of the PC.  All shipments must list the sea container on the Phyto.  The package should indicate the fruit name, origin, name or code of packaging plant in Chinese or English.  There will be a 0% tolerance for decay during an inspection. Any grower lots displaying decay of any kind will be rejected  Mandatory pre-harvest copper fungicide treatment just after first rain  Fruit must be harvested at or above 50cm (approx.20 inches) from ground  If transiting through a Med Fly quarantine, the fruit must be in a sealed container.

IMPORTANT NOTE: Grapes are allowed to be shipped from designated vineyards only from Fresno, Kern, Kings, Madera, Riverside and Tulare Counties. In order to export grapes to China - shippers MUST register with The California Table Grape Commission (559) 447-8350 ([email protected]). Registration MUST be done well ahead of the shipping date in order for the approved list to be sent to USDA, to China for approval and to the County ACOs in the field. ONLY Companies (and City) names that appear on the carton label and that match the approved China Registration list may be certified.

ACO: Inspect 100% of all fruit from 1% of cartons approved for export. ACOs MUST check this list prior to certifying grapes to China and if the company is not listed, DO NOT CERTIFY the grapes. NOTE: It takes some time for China to add a shipper name and city to the approved list. Our main office sends out the most updated list to ACOs. If you have any questions, please ask your supervisor or the deputy.

SUMMARY INFO – Federal Phytosanitary Certificate Required. The shipment must be free from pest & soil. Each pallet should have a pallet tag. If upon arrival in China, identity of grower or vineyard on the cartons or pallet is not found, the shipment will be rejected. If the grapes from unapproved growers or vineyards are found on arrival, the shipment will not be allowed to enter. If the shipment transits a regulated Medfly area, the shipment must be in a sealed container.

If going by sea, the container number MUST be written in distinguishing marks of the phyto. If going by air, the shipment must enter one of the two approved airports.
