ENHANCING SECURITY IN THE

Objective: Through two complementary initiatives, funded by the Government of Japan, “Coordinated Border Management in , Mali, and ” and “Immigration and border Management in Niger” IOM seeks to contribute to the objectives of policies and strategies defined at the sub-region level by the G5 countries Sahel (Mauritania, Mali, Niger, Burkina Faso and ) through the enhancement of regional security in the Sahel by strengthening operational and strategic capacities as well as regional approaches on immigration and border management.

Implementation period: April 2015 – March 2016

Main beneficiairies: Immigration, border and law enforcment authorities of Niger, Mali, Mauritania and Burkina Faso. Cross-border communities in the Sahel region.

Activities: The project activities have been designed to promote synergies and to respond to both regional and national priorities: Comprehensive assessments will be conducted during the inception phase to ensure relevance and convergence of the various concrete measures, building on existing structures. At the same time, IOM will seek to foster regional cooperation and information exchange to harmonize best practices in the Sahel.

I. Enhancement of migration management procedures, including border management mechanisms as well as modern investigation and risk analysis techniques  Mapping of actors, existing mechanisms/equipment and priorities at regional and national levels  Provide a platform for regional exchange of best practices  Development of training material on examination procedures, investigation and risk analysis techniques  Training and training of trainers

II. Enhancement of data collection, storage and analysis at borders  Rehabilitation and equipment of key border posts in Niger, Mali and Burkina Faso  Equipment of selected border posts and ministry HQ with the IOM border management information system (MIDAS) to be interconnected at national level as well as with other databases such as  Training on use and maintenance of IT equipment

III. Promoted engagement of cross-border communities, including on security, local mobility and development  Provision of technical support to cross-border communities in selected areas  Strengthen local cross-border awareness and cooperation through awareness campaigns and working groups  Identification of sources of tension in border communities.

IV. Preparedness for sudden changes in cross-border movements whilst balancing human rights and security imperatives  Development of national standard operating procedures (SOPs) and cross-border cooperation mechanisms Study on Integration, Hate Crimes & Discrimination of Vulnerable Groups  National and bilateral trainings and drills on implementation of SOPs and cross-border coordination
