MINUTES VAAL DAM RESERVOIR FORUM 28 August 2014 DWA Offices, Deneysville 10:00 – 13:00 No Item Action 1. Welcome Chairperson • R. Hariram welcomed everyone to the forum meeting and requested everyone to introduce themselves. 2. Introduction All • All the attendees introduced themselves. 3. Minutes of the previous meeting. • There were no changes. 5. Matters Arising from the Previous Minutes • DWS and Rand Water were tasked to find out if there is any DWS/RW improvement at Standerton sewage works and will give feedback in the next meeting. • Rand Water responded that they received an email from Aurecon the contractor on site indicating that they have started with refurbishment of the plant. • F Mamabolo mentioned that on the 13 August 2014 DWS conducted inspection at Standerton WWTW, during the inspection DWS find out that at Standerton WWTW there were busy testing their blowers. • DWS was supposed to have a meeting on the 29 August 2014 with Local Municipality in order to discuss Standerton WWTW; however the meeting has been postponed to September 2014. • R Hariram mentioned that the municipalities need to improve security at Standerton WWTW. • Rand Water replied that Metsimoholo conducted the inspection RW and is currently waiting for the report from the municipality. Items for discussions Water Quality Monitoring and Assessment – 7.1 DWS • F Mamabolo mentioned that DWS monitoring results are still with CSIR, once finalized they will be send to Rand Water for distribution. • R Hariram wanted to know if the long term contract has been finalized. • F Mamabolo answered that DWS will soon resume monitoring with Rand Water while working on a long term contract. Email has been circulated to DWS officials to start monitoring. Water Quality Report – Rand Water 7.2 • F Mamabolo mentioned that DWS will have a meeting with Rand DWS Water in September 2014. Feedback will be given in the next meeting 7.3 DWS Solid Waste Management • Absent without apology. 8 Catchment Activities (Feedback from Stakeholders) 8.1 Phumelela Municipality • F Mamabolo reported that the municipality is trying their best to look at WWTP by using WSSA. • The Municipality is struggling to keep the operators on site because that area is too rural. 8.2 Lekwa Municipality • Representative mentioned that they have experienced many fish kills below the Grootdraai dam and treatment plant. Currently they are not sure of the cause. • Lekwa municipality requested DWS to find out if Noble resource is DWS still discharging at Lekwa WWTW. 8.3 Metsimoholo Municipality • Absent without apology 8.4 Mafube Municipality • Apology Page | 2 8.5 Early Bird Farm • Representative gave an apology. 8.6 Grootvlei Power Station • Representative mentioned that they are still struggling to engage with Dipaleseng municipality. • F Mamabolo indicated that DWS will arrange a meeting with Dipaleseng municipality in order to address issues concerning Vaal dam catchment. 8.7 Dipaleseng Municipality • Addressed under 8.6. 8.8 Midvaal LM • The Municipality is in final process to evaluate the tender for civil and mechanical works. The aim is to refurbish the whole plant. The project will be finalized in 2015. • The forum advised Midvaal Local Municipality to upgrade the plant. 8.9 Fezile Dabe DM • Addressed under nr 10. 8.10 Gert Sibande Municipality • The municipality received lot of complains regarding the pollution from Balfour WWTW. The meeting will be arranged between the municipality and Balfour official in order to address this matter. 9 Water Use License DWS • Transnet Section 21 (c and i) – WULA still in process. • Memel WULA – still under assessment. 10 Pollution Incidents • Fezile Dabi: On the 28th August we received a sewerage spillage Nomvula from a manhole near the police station in Villiers. The matter was reported to Mr. Radebe the supervisor for wastewater in Villiers. Feedback will be given in next meeting 11 CMA Process DWS • Feedback will be given in the next meeting. 12 Discussion of Additions to the agenda 12.1 Grootvlei Solar PV WULA • Eskom intends to implement the PV Solar projects (120 150 MWp) in the next few years to further diversify its energy mix, reduce carbon footprint and support the Demand side management energy efficiency Programme. • Installation of Solar PV Projects at Eskom sites form Page | 3 Part of Eskom’s renewable projects. • Eskom existing Solar PV pilot projects ‐ Kendal Power Station (620 kWp), Lethabo Power Station (575 kWp) and Sunning hill and Megawatt Park offices (400 kWp). • The proposed project will occupy a total footprint of about 17 ha and generates approximately 10 MW of Electricity. • A 6.6 kV power line will be constructed to connect the Solar PV facility to the Grootvlei power station. • Four sites were identified for the processes of site selection through the Basic Assessment process as required by NEMA (Act No. 107 of 1998) 12.2 Election of the new chairperson • R Hariram mentioned that he has been the chairperson of Vaal Dam forum meeting for more than three years; he will like to step down as the chairperson of Vaal Dam forum meeting. • F Mamabolo requested R Hariram to continue as the chairperson for the reminder of the year. However in the next meeting a chairperson will be elected. 12.3 Proposed construction of the new Mamello Outfall Sewer, in the Vaal Marina area by Jeffares & Green • Construct an outfall sewer between the new Mamello Housing Development, and the Vaal Marina Waste Water Treatment Works (WWTW). • The Mamello Housing Development –separate project, undertaken by the Gauteng Department of Housing. Separate Environmental Authorisation Process was undertaken for this development. • Mamello informal settlement does not have proper sanitation services. The proposed new Mamello Bulk Sewer is required to provide sanitation services to the proposed new Mamello Housing Development. • The proposed outfall sewer will consist of the following: The construction of a 4 km bulk outfall sewer pipeline, ranging from 160mm to 250 mm diameter, including manholes and associated structures. • A rising main which will be situated on the Erf zoned for the construction of the new Mamello Low Cost Housing Development. • The construction of a sewage pump station and a 110mm diameter, approximately 800m long, rising main including valves, air valves and associated structure constructed within the boundaries of the Erf zoned for the Mamello Low Cost Housing development • A road crossing at Anchovy Road by means of Pipe Jacking. • The Vaal Marina WWTW is reasonably old but in a generally good condition and performing reasonably well. A refurbishment of the WWTW is required. • Jeffares & Green (Pty) Ltd was appointed by GIBB as the Independent Environmental Assessment Practitioner to undertake the Basic Environmental Impact Assessment and Water Use Licence Application process for the proposed construction of the new Mamello outfall sewer. • GIBB was appointed by the Midvaal Local Municipality to undertake the Engineering designs on the project.
