FDOT Broward County Traffic Impact Report October 23, 2020 Through October 30, 2020 For Immediate Release Contact: Guillermo Canedo October 23, 2020 (954) 777-4090 [email protected] FDOT Broward County Traffic Impact Report October 23, 2020 through October 30, 2020 FORT LAUDERDALE, Fla. – Construction and maintenance-related lane closures on state highways in Broward County are expected during the week of October 23 – October 30. Weather permitting, work will be done at the following locations throughout the county. For updated lane closure information, please refer to www.d4fdot.com. CONSTRUCTION PROJECTS Interstates 1. I-95 from south of Hollywood Boulevard in the City of Hollywood to south of Broward Boulevard in the City of Fort Lauderdale and I-595 from I-95 to SR-7 in the Town of Davie (95 Express Phase 3C) Description: Work on this 9-mile 95 Express project includes extending the existing Express Lanes north from just south of Hollywood Boulevard to just south of Broward Boulevard in Broward County. One lane will be added and the High Occupancy Vehicle (HOV) lane will be converted to create two Express Lanes in each direction. The number of General Use lanes will remain the same. Other project improvements include construction of I-95/I-595 Direct Connectors between 95 Express Lanes and I-595, as well as reconstruction, milling, resurfacing and widening of I-595 from SR-7 to I-95 and along I-95 from south of Hollywood Boulevard to south of Broward Boulevard. Additional work includes bridge widening along I-95 at several locations, painting of 17 bridges within project limits, I-95/SR 84 interchange modifications, Integrated Intelligent Transportation System (ITS) Installation, including cameras, detectors and dynamic message signs to optimize traffic operations, tolling/gantry construction, ramp signalization implementation at the interchanges, lighting, signage and drainage installation and construction of shoulder–mounted sound walls and retaining walls. Cost/Completion: $457 million / spring 2025 I-95 Traffic Impact: I-95 northbound, from the SR 84 exit ramp to just north of SR 84, has a new traffic pattern to allow for roadway and bridge construction. This pattern is anticipated to be in place through summer 2021, weather permitting. I-95 in each direction, from Pembroke Road to south of Davie Boulevard, may have up to three lanes closed, nightly as needed, Sunday through Thursday. The first lane will close at 9:30 p.m., the second lane will close at 10 p.m. and the third lane will close at 11 p.m. All lanes will be open by 5:30 a.m. I-95 in each direction, from Griffin Road to South of Davie Boulevard, will have shoulder closures, daily and nightly, as needed. I-595 Traffic Impact: I-595 in each direction, from east of SR-7 to Anglers Avenue, may have up to three lanes closed nightly as needed, Sunday through Thursday. The first lane will close at 9:30 p.m., the second lane will close at 10 p.m. the third lane will close at 11 p.m. All lanes will be open by 5:30 a.m. I-595 in each direction, from SR-7 to I-95, will have shoulder closures, daily and nightly, as needed. Advanced Notice: I-595 westbound over Pond Apple Slough will have one inside lane closed nightly as needed, 9:30 p.m. until 5:30 a.m., Friday, Oct. 30, Friday, Nov. 6, Saturday, Nov. 7, and Friday, Nov. 13 for concrete pile deliveries. Ramp Impact: The I-595 eastbound and westbound entrance ramp from I-95 southbound will have one lane closed nightly as needed, 10 p.m. until 5 a.m., Sunday through Thursday. The I-95 northbound entrance ramp from I-595 westbound will have one lane closed nightly as needed, 10 p.m. until 5 a.m., Sunday through Thursday. The I-595 westbound entrance ramp from I-95 southbound will have one lane closed nightly as needed, 10 p.m. until 5 a.m., Sunday through Thursday. The SR-84 ramp from south of Marina Mile to Anglers Avenue will have one lane closed in each direction nightly as needed, 10 p.m. until 5 a.m. Sunday through Thursday. The I-595 eastbound entrance ramp from I-95 northbound will have one lane closed nightly as needed, 10 p.m. until 5 a.m., Sunday through Thursday. The I-595 westbound entrance ramp from I-95 northbound will have one lane closed nightly as needed, 10 p.m. until 5 a.m., Sunday through Thursday. The I-95 southbound entrance ramp from I-595 westbound will have one lane closed nightly as needed, 10 p.m. until 5 a.m., Sunday through Thursday. The I-95 southbound entrance ramp from I-595 eastbound will have one lane closed nightly as needed, 10 p.m. until 5 a.m., Sunday through Thursday. The I-595 eastbound exit ramp to Griffin Road will be closed overnight, 11 p.m. until 5 a.m. Monday through Thursday for drilled shaft installation and barrier wall modification. Motorists will be detoured via I-95 southbound, Stirling Road, Anglers Avenue and Griffin Road. FHP will be onsite to assist motorists. The I-595 eastbound exit ramp to I-95 southbound will have the outside lane closed nightly as needed, 11 p.m. until 5 a.m., Monday through Thursday. Arterial Traffic Impact: SW 30th Avenue to Marina Mile will have one lane closed in each direction daily, 9:30 a.m. until 4 p.m. and nightly, 10 p.m. until 5 a.m., Sunday through Thursday. Advanced Notice: SR-7/ 441 at the I-595 overpass will have one inside lane closed in each direction daily, 9 a.m. until 4 p.m., Monday through Thursday, beginning Monday, Nov. 2. 2. I-95 from south of Broward Boulevard to north of Commercial Boulevard in Fort Lauderdale (95 Express Phase 3A-1) Description: Work on this 6.7-mile 95 Express project includes widening and converting the existing I-95 HOV Lanes to Managed Lanes which will result in two tolled Express Lanes in each direction; the number of General Use lanes will remain the same. Other work includes: widening bridges, sound wall construction, installation of Intelligent Transportation System (ITS) and tolling equipment and ramp signaling at the I-95 entrance ramps at Davie Road, Broward Boulevard, Sunrise Boulevard, Oakland Park Boulevard and Commercial Boulevard. Cost/Completion: $150 million / fall 2021 Traffic Impacts: I-95 will have three lanes closed in each direction, 9 p.m. until 5:30 a.m., Sunday through Thursday. The first lane will close at 9 p.m., the second lane will close at 9:30 p.m. and the third lane will close at 10 p.m. I-95 northbound, from south of Davie Boulevard to south of Oakland Park Boulevard, has a new traffic pattern with traffic shifted to the outside to allow for median construction. This configuration is expected to be in place through summer 2021. I-95 in both directions, from south of Davie Boulevard to north of Commercial Boulevard, will have intermittent shoulder and ramp shoulder closures, as needed, daily and nightly. I-95 Southbound Full Closure Advanced Notice: I-95 southbound lanes at Commercial Boulevard will be closed to traffic overnight, Tuesday, Nov. 3 and Wednesday, Nov. 4 for overhead sign structure installation. The first lane will close at 10 p.m., the second lane will close at 11 p.m., and all lanes will be closed by 11:30 p.m., reopening by 5:30 a.m. each morning. Traffic will be detoured via the southbound exit ramp to Commercial Boulevard, Powerline Road and Oakland Park Boulevard. FHP will be on site to assist motorists. Arterial Road Traffic Impact: Prospect Road at I-95 will have one lane closed daily, 7 a.m. until 4 p.m., Monday through Friday. NW 6th Street at I-95 will undergo a full nightly closure, 7 p.m. until 6 a.m., Sunday through Thursday as needed for bridge construction. Traffic will be detoured via NW 27th Avenue, NW 15th Avenue and Broward Boulevard. FHP will be on site to assist motorists. Powerline Road at I-95 will undergo a full nightly closure, 10 p.m. until 6 a.m., Sunday through Thursday as needed for bridge construction. Traffic will be detoured via Commercial Boulevard, N. Dixie Highway and Oakland Park Boulevard. Commercial Boulevard will undergo a full nightly closure, 10 p.m. until 6 a.m., Sunday through Thursday as needed for bridge construction. Traffic will be detoured via North Dixie Highway, Oakland Park Boulevard and Powerline Road. NW 38th Street at I-95 will undergo a full nightly closure, 10 p.m. until 6 a.m., Sunday through Thursday as needed for bridge construction. Traffic will be detoured via NW 10th Ave and Powerline Road. FHP will be on site to assist motorists. NW19th Street at I-95 will undergo a full closure, 10 p.m. until 6 a.m., Sunday through Thursday as needed for bridge construction.     BOYNTON INLET BRIDGE Florida’s State Road A1A is designated a National Scenic Byway, but over the years corrosive conditions had left the coastal highway’s fixed span bridge across Boynton Inlet in need of a major restoration with a high-performance protective coating system from Tnemec. “The bridge was in really bad shape,” Tnemec coating consultant Mike Kendig said. “They were having trouble with pitting and severe corrosion issues. The project was fairly extensive and required the bridge to be shrouded while all of the existing coatings were blasted off during application of the new coating system.” Structural steel on the bridge was prepared in accordance with SSPC-SP5/NACE No. 1 White Metal Blast Cleaning to remove the old coatings, mill scale, rust, oxides and corrosion from the surface. Containment prevented blasted materials and overspray from recreational boaters passing under the bridge, as well as the steady stream of vehicles driving over it. The steel was primed with 122 gallons of Series 90-97 Tneme-Zinc, an advanced technology two-component, moisture-cured zinc-rich polyurethane, which offers ease of application and rapid curing. Approximately 90 gallons of Series 135 Chembuild, a modified polyamidoamine epoxy, were used as an intermediate coat, followed by 53 gallons of Series 1070 Fluoronar, a high-solids fluoropolymer coating that offers an ultra-durable finish. “The finish coat was Safety Blue,” Kendig noted. “They wanted good corrosion protection for the PROJECT INFORMATION bridge members and good color and gloss retention. Since October 1, 2019, the Community Shuttle Bus Program has been funded through the 30-year Penny for Transportation Surtax. The new funding scheme requires the City’s, more than ever before, careful adherence to the implementation of transit service as outlined in the ILA. On March 2, 2020, in a meeting with City and County staff, the County identified “non-compliance” concerns of the contractual terms of the ILA including: • Inconsistency with Florida law Title XXVI Public Transportation, Chapter 341, Section 9: Downtown Fort Lauderdale Transportation Management Association (TMA) is not responsible in overseeing provision of transportation services • Selection of transit service vendor, First Transit, is inconsistent with Federal Transit Administration (FTA) Circular 4220.1F for Third Party Contracting • FTA’s Title VI program prescribes compliance with a standard complaint system • The TMA engages in revenue generating activities including advertising, sponsorship, and fare collection • “Wave and Ride” service is in violation of the City – County ILA as all Community Shuttle Bus service is to be Fixed Route and presents liability and risk to Broward County Transit’s compliance with the Federal Transit Administration’s Americans with Disabilities Act As a response, the City prepared a document that summarizes our ongoing efforts in addressing these concerns (please see enclosure).
