FDOT Palm Beach County Traffic Report January 15 through January 22, 2021

PALM BEACH COUNTY, Fla. – Palm Beach County traffic will be affected this week by ongoing construction projects and maintenance work, Florida Department of Transportation (FDOT) officials report. Closures will be in effect on I-95 and in other areas throughout Palm Beach County for construction activities.

CONSTRUCTION PROJECTS

INTERSTATE 95

1. I-95 from south of SW 10th Street in the City of Deerfield Beach to south of Glades Road in the City of Boca Raton (95 Express Phase 3B-1) Description: Work on this 4.8-mile 95 Express project includes widening and converting the existing I- 95 HOV to Managed Lanes which will result in two tolled Express Lanes in each direction; the number of General Use lanes will remain the same. Other project improvements include bridge widenings at Palmetto Park Road and Camino Real, complete bridge replacement at the Hillsboro Canal, noise wall construction, portable traffic monitoring sites, toll gantry installation, Intelligent Transportation System (ITS) installation, ramp signaling at the I-95 entrance ramps from Palmetto Park Road, Express Lane markers and landscape relocation. Traffic Impact: I-95 will have three lanes closed in each direction nightly, as needed, Tuesday through Thursday nights, with the first lane closing at 9:30 p.m., the second lane closing at 10:30 p.m., and the third lane closing at 11:30 p.m. until 5:30 a.m. I-95 northbound from SW 18th Street to south of Glades Road has a new traffic pattern which is anticipated to be in place until spring 2021. I-95 Northbound Full Closure Notice: I-95 northbound lanes at Hillsboro Boulevard will be closed to traffic overnight, Thursday, Jan. 21 and Monday, Jan. 25 for overhead sign structure installation. The first lane will close at 9:30 p.m., the second lane will close at 10:30 p.m., and all lanes will be closed by 11:30 p.m., reopening by 5:30 a.m. each morning. Traffic will be detoured via the northbound exit ramp to Hillsboro Boulevard west, Military Trail and Palmetto Park Road. FHP will be onsite to assist motorists. Full Sidewalk Closure Notice: Palmetto Park Road, between SW 12th Avenue and Military Trail, will have the south sidewalk closed completely for reconstruction of the Shared Use Path through Friday morning, Jan. 22. Pedestrians and cyclists will be detoured to Camino Real via S. Military Trail and SW 12th Avenue. Please see detour flyer attached. Palmetto Park Road at I-95 will have two lanes closed in each direction nightly, as needed, Tuesday through Thursday. The first lane will close at 9 p.m., and the second lane will close at 10:30 p.m. All lanes will be opened by 5:30 a.m. Palmetto Park Road at I-95 will have one lane closed in each direction daily, as needed, 9:30 a.m. until 3:30 p.m., Tuesday through Friday. Camino Real at I-95 will have one lane closed in each direction daily, as needed, 9:30 a.m. until 4 p.m., Tuesday through Friday. Ramp Impact: The I-95 southbound exit ramp to Palmetto Park Road will be closed nightly, 11 p.m. until 5 a.m., Tuesday through Thursday. Motorists will be detoured via I-95 southbound, Hillsboro Boulevard, Military Trail and Palmetto Park Road. FHP will be on site to assist motorists. FHP will be on site to assist motorists. *Please note that ramp closures will be performed as needed per nighttime construction operations; consecutive ramps will not be closed at the same time.

2. I-95 from south of Glades Road to south of Linton Boulevard and SR 808/Glades Road from NW 22nd Way to West University Drive in the Cities of Boca Raton and Delray Beach (95 Express Phase 3B-2) Description: 95 Express Lanes Phase 3B-2 will extend the existing Express Lanes north from just south of Glades Road to just south of Linton Boulevard in Palm Beach County. One lane will be added and the High Occupancy Vehicle (HOV) lane will be converted to create two Express Lanes in each direction. The number of General Use lanes will remain the same. Access to the Express Lanes will be provided via two designated ingress and egress locations—between Glades Road and and between Yamato Road and Linton Boulevard. The scope of work includes reconfiguration of the SR 808/Glades Road to a Diverging Diamond Interchange (DDI). Additional project improvements include overhead sign structure installation, Intelligent Transportation System (ITS) and Express Lane markers, new signalization, lighting, signing and pavement markings and ramp signalization at five interchanges from Glades Road to Linton Boulevard. Shoulder-mounted sound barrier walls will be constructed along I-95 northbound between Clint Moore Road and Linton Boulevard, ground-mounted sound walls will be installed on the south side of Yamato Road east of I- 95 adjacent to the University Heights Community and along I-95 northbound south of Linton Boulevard adjacent to the Tierra Verde Community. The Clint Moore Road Bridge over I-95 will be fully reconstructed and the Glades Road bridge over the South Florida Regional Transportation Authority (SFRTA) railroad tracks and Military Trail and the I-95 bridge over the C-15 Canal (between Peninsula Drive and Linton Boulevard) will be widened. Traffic Impact: I-95 will have up to four lanes closed in each direction nightly as needed for paving, 9 p.m. until 6 a.m. Tuesday through Thursday. The first lane will close at 9 p.m., the second lane will close at 9:30 p.m., and the third and fourth lane will close at 10 p.m. I-95 northbound from Yamato Road to Linton Boulevard is in a new traffic pattern with traffic shifted to the outside to allow for median construction. This configuration is anticipated to be in place through summer 2021. Ramp Impact: The I-95 northbound entrance ramp from westbound Glades Road will be closed nightly as needed for paving, 11 p.m. until 5 a.m., Tuesday through Thursday. Traffic will be detoured via Powerline Road and Jog Road. FHP will be on site to assist motorists. The I-95 northbound exit ramp to Spanish River Boulevard will be closed nightly as needed for paving, 11 p.m. until 5 a.m., Tuesday and Thursday. Traffic will be detoured via I-95 north, Yamato Road east, US-1 and Spanish River Boulevard. FHP will be onsite to assist motorists. The I-95 northbound entrance ramp from Congress Avenue and Peninsula Corp. Drive will be closed nightly as needed, 11 p.m. until 5 a.m., Tuesday and Thursday. Traffic will be detoured via I-95 and Yamato Road. FHP will be on site to assist motorists. The I-95 northbound exit ramp to Congress Avenue will be closed nightly as needed for paving, 11 p.m. until 5 a.m., Tuesday and Thursday. Traffic will be detoured via I-95 and Linton Boulevard. FHP will be on site to assist motorists. Consecutive ramps will not be closed at the same time. The I-95 northbound entrance ramp from eastbound Glades Road will be closed nightly as needed,11 p.m. until 5 am., Tuesday and Thursday. Traffic will be detoured via Glades Road east, N. Federal Highway and Yamato Road. FHP will be on site to assist motorists. The I-95 southbound entrance ramp from westbound Glades Road will be closed nightly as needed, 11 p.m. until 5 a.m., Tuesday and Thursday. Traffic will be detoured via Glades Road west, Powerline Road and Palmetto Park Road. FHP will be on site to assist motorists. Advanced notice: The I-95 southbound entrance ramp from eastbound Yamato Road/Spanish River Boulevard will be closed nightly as needed, 11 p.m. until 5 a.m., Sunday through Thursday, beginning Sunday, Jan. 25. Traffic will be detoured via Yamato Road east, Federal Highway/U.S. 1 south and Glades Road. FHP will be on site to assist motorists. Advanced notice: The I-95 northbound exit ramp to Yamato Road will be closed nightly as needed, 11 p.m. until 5 a.m., Sunday through Thursday, beginning Sunday, Jan. 25. Traffic will be detoured via Congress Avenue, Peninsula Corp Drive, Congress Avenue and Yamato Road. FHP will be on site to assist motorists.

3. I-95 Interchange Improvements at Atlantic Avenue in the City of Delray Beach Description: Work includes widening the I-95 northbound entrance ramp from Atlantic Avenue, creating a dedicated lane for I-95 northbound and southbound access from westbound Atlantic Avenue, construction of two turn lanes from westbound Atlantic Avenue; one to northbound Congress Avenue and one to southbound Congress Avenue, milling, resurfacing, pavement markings for improved safety and visibility, realigned crosswalks for improved pedestrian safety, internally illuminated and electronic display signs, signalization, pedestrian detectors, and traffic monitoring sites. Atlantic Avenue from 13th Avenue to NW 23rd Avenue will have two through lanes closed daily, as needed, 10 a.m. until 2:30 p.m. and nightly, as needed, 9 p.m. until 5 a.m., Tuesday through Saturday. Westbound Atlantic Avenue approaching I-95 has a new permanent configuration. The northernmost, or far right lane, of westbound Atlantic Avenue which begins just west of NW 12th Avenue is now designated as I-95 entrance ramp ingress only. Vehicles traveling in this lane will not be able to perform a through movement to continue west on Atlantic Avenue due to the installation of a concrete traffic separator; this lane is exclusively designated for vehicles wishing to access I-95 northbound or southbound. Please note that motorists must decide on their selected movement before they reach NW 12th Avenue. The Atlantic Avenue north sidewalk from 12th Avenue to NW 23 Avenue is closed completely for roadway reconstruction. Pedestrians will be detoured to the south sidewalk via existing crosswalks. Congress Avenue from NW 1st Street to Lowson Boulevard may have one lane closed daily in each direction, as needed, daily, 10 a.m. until 2:30 p.m. and nightly, 9 p.m. until 5 a.m., Tuesday through Saturday. NW 12th Avenue will have the westbound turn lane closed, nightly as needed, 9 p.m. to 5 a.m., Tuesday through Saturday. The I-95 northbound entrance ramp from Atlantic Avenue will have one lane closed nightly, as needed, 9 p.m. until 5 a.m., Tuesday through Saturday.

4. I-95 Northbound Sound Wall Extension at Diane Drive in the City of Boynton Beach Description: This 0.59-mile project includes extending the existing ground mounted sound wall along I-95 northbound at Diane Drive approximately 500 feet to the north and south, placing sod along the new sound wall, performing utility adjustments and removing the existing fence behind the new sound wall. Traffic Impact: No closures anticipated.

5. I-95 Milling and Resurfacing from North of Gateway Boulevard to Lantana Road in the City of Boynton Beach and Town of Lantana Description: This 2.35-mile project includes milling and resurfacing I-95 in both directions as well as the entrance and exit ramps at Hypoluxo Road and Lantana Road. Cost/ Completion: $11.9 million. Completion is expected in spring 2022. I-95 Traffic Impact: I-95 in each direction will have intermittent shoulder closures, daily and nightly, as needed, Tuesday through Thursday. Ramp Impact: The I-95 southbound exit ramp to Gateway Boulevard will be closed to traffic nightly as needed, Tuesday through Thursday for survey and paving activities. Traffic will be detoured via the I-95 southbound exit ramp to Hypoluxo Road. Motorists can access Gateway Boulevard by traveling eastbound to US-1/Federal Highway or westbound via Congress Avenue then south to Gateway Boulevard. FHP will be onsite to assist motorists. The I-95 northbound entrance ramp from Gateway Boulevard will be closed to traffic nightly, as needed, 9:30 p.m. until 5 a.m., Tuesday through Thursday for survey and paving activities. Motorists traveling westbound on Gateway Boulevard will be detoured via Congress Avenue and the I-95 northbound entrance ramp from Hypoluxo Road. Eastbound Gateway Boulevard traffic will be detoured via US-1/Federal Highway and the I-95 northbound entrance ramp from Hypoluxo Road. FHP will be onsite to assist motorists. The I-95 southbound entrance ramp from Hypoluxo Road will be closed to traffic nightly, as needed, 9:30 until 5 a.m., Tuesday through Thursday for survey and paving activities. Westbound Hypoluxo Road traffic will be detoured via Congress Avenue and the I-95 southbound entrance ramp from Gateway Boulevard. Eastbound Hypoluxo Road traffic will be detoured via Federal Highway/US-1 and the I-95 southbound entrance ramp from Gateway Boulevard. FHP will be onsite to assist motorists. The I-95 northbound entrance ramp from Hypoluxo Road will be closed to traffic nightly, as needed, 9:30 p.m. until 5 a.m., Tuesday through Thursday for survey and paving activities. Westbound Hypoluxo Road traffic will be detoured via Congress Avenue and the I-95 northbound entrance ramp from Lantana Road. Eastbound Hypoluxo Road traffic will be detoured via Federal Highway/US-1 and the I-95 northbound entrance ramp from Lantana Road. FHP will be onsite to assist motorists. The I-95 northbound exit ramp to Hypoluxo Road will be closed nightly, as needed, 9:30 p.m. until 5 a.m., Tuesday through Thursday for survey and paving activities. Traffic will be detoured via the I-95 northbound exit ramp to Gateway Boulevard. Motorists can then access Hypoluxo Road by traveling eastbound to US-1/Federal Highway or westbound to Congress Avenue and north to Hypoluxo Road. FHP will be onsite to assist motorists. The I-95 southbound exit ramp to Hypoluxo Road will be closed nightly, as needed, 9:30 p.m. until 5 a.m., Tuesday through Thursday for survey and paving activities. Traffic will be detoured via the I-95 southbound exit ramp to Gateway Boulevard. Motorists can then access Hypoluxo Road by traveling eastbound to US-1/Federal Highway or westbound to Congress Avenue and north to Hypoluxo Road. FHP will be onsite to assist motorists. The I-95 northbound exit ramp to Lantana Road will be closed nightly, as needed, 9:30 p.m. until 5 a.m., Tuesday through Thursday for survey and paving activities. Traffic will be detoured via the I-95 northbound exit ramp to Hypoluxo Road. Motorists can then access Lantana Road by traveling eastbound to US-1/Federal Highway or westbound to Congress Avenue and north to Lantana Road. FHP will be onsite to assist motorists. The I-95 southbound exit ramp to Lantana Road will be closed nightly, as needed, 9:30 p.m. until 5 a.m. Tuesday through Thursday for survey and paving activities. Westbound Lantana Road traffic will be detoured via Congress Avenue and the I-95 southbound entrance ramp from Hypoluxo Road. Eastbound Lantana Road traffic will be detoured via Federal Highway/US-1 and the I-95 southbound entrance ramp from Hypoluxo Road. FHP will be onsite to assist motorists. Please note that ramp closures will be closed as needed per paving production; consecutive ramps will not be closed at the same time. 6. I-95 Bridge Beam Replacement at 10th Avenue North in the City of Lake Worth Beach Description: This 0.095-mile project includes removing and replacing the existing damaged bridge beam and replacing the bridge deck and barrier wall on the 10th Avenue North bridge over I-95 northbound. Traffic Impact: I-95 in each direction will have the inside and outside shoulders closed as needed, nightly, 9 p.m. until 6 a.m., Tuesday night through Thursday night. I-95 northbound at 10th Avenue North will have up to three lanes closed nightly, Tuesday through Thursday. The first lane will close at 9 p.m., the second lane will close at 10 p.m., and the third lane will close at 11 p.m. until 5 a.m. All lanes will reopen by 6 a.m. I-95 northbound between 6th Avenue South and 10th Avenue North will have restricted access while mainline closures are in place, 8:30 p.m. until 6 a.m., Tuesday through Thursday night. To ensure safety, motorists will travel north in the auxiliary lane and access I-95 northbound via the 10th Avenue North interchange. Ramp Impact: The I-95 northbound exit ramp to 10th Avenue North will be closed nightly as needed, Tuesday through Thursday, 8:30 p.m. until 5 a.m. Motorists will be detoured via the I-95 northbound exit ramp to westbound Forest Hill Boulevard, I-95 southbound and 10th Avenue North. Arterial Road Impact: 10th Avenue North at I-95 will have one eastbound lane closed nightly, 9 p.m. until 5 a.m., Tuesday through Thursday. To ensure pedestrian and cyclist safety, 10th Avenue North at I-95 will have the eastbound bicycle lane and south sidewalk closed for the duration of the project. Pedestrians will be detoured to the north sidewalk and bicyclists will temporarily share the eastbound general traffic lane for a 150-foot section.

7. Westbound SR 704/Okeechobee Boulevard to Southbound SR 9/I-95 Bridge Rehabilitation and Painting Project Description: This 0.17-mile project in West Palm Beach began July 2, 2020. Improvements consist of cleaning and painting the steel and concrete portions of the ramp connecting westbound Okeechobee Boulevard to southbound I-95 as well as conducting minor repairs on the bridge drainage system. Cost/Completion: $1.2 million / Spring 2021 Traffic Impact: All lanes are open. 8. SR 9/I-95 over Donald Ross Road Bridge Painting Project Description: This project in Palm Beach Gardens and Jupiter began Sept. 9, 2020. Improvements consist of cleaning and painting the steel and concrete portions of the northbound and southbound I- 95 bridges over Donald Ross Road. Cost/Completion: $613,162 / Spring 2021 Traffic Impact: Two eastbound lanes will be closed on Donald Road at the I-95 overpass 8 p.m. to 6:30 a.m. Tuesday through Thursday for painting activities. Two westbound lanes will be closed on Donald Road at the I-95 overpass 8 p.m. to 6:30 a.m. Tuesday through Thursday for painting activities. Two lanes of the southbound I-95 exit ramp to eastbound Donald Ross Road will be closed 8 p.m. to 6:30 a.m. Tuesday through Thursday for painting activities. One lane of the northbound I-95 exit ramp to westbound Donald Ross Road will be closed 8 p.m. to 6:30 a.m. Tuesday through Thursday for painting activities. 9. I-95 Lighting and Roadway Improvements Project from south of State Road 706/ to County Road 708/SE Bridge Road Description: This 11.59-mile I-95 improvements project started September 9, 2020 in Jupiter and Hobe Sound. Work includes installing new roadway lighting with LED luminaires, replacing the high mast lighting system with a conventional LED roadway lighting system, extending the northbound I-95 merge lane just north of Indiantown Road, extending the deceleration distances for the I-95 northbound to westbound Indiantown Road exit ramp and the I-95 southbound to eastbound Indiantown Road exit ramp, and installing wrong way vehicle detection systems at the Indiantown Road and SE Bridge Road I-95 interchanges and new advanced warning signage. Cost/Completion: $12.3 million. Completion is expected in spring 2022. 10. NE 5th Avenue Sidewalk Improvements on behalf of the City of Boca Raton Description: This 1.1-mile sidewalk improvements project began Monday, January 11, 2021, in the City of Boca Raton. As the Project Sponsor, the City of Boca Raton requested through application to the Palm Beach Transportation Planning Agency, and City Resolution 146-2017, that FDOT District Four design and construct this sidewalk improvement project as part of the Pedestrian Network contained in the City’s Comprehensive Plan. Work includes concrete sidewalk installation on the west side of NE 5th Avenue, driveway and curb & gutter replacement to align with new sidewalk installation, minor signage and pavement marking upgrades, and minor landscaping relocation and irrigation repairs. Cost/Completion: $432,943.86. Completion is expected in fall 2021. Traffic Impact: The southbound lane may be closed, intermittently, 9 a.m. until 4 p.m., Tuesday, Jan. 19, through Friday, Jan. 22, for construction activities such as concrete pouring for new sidewalk. Work includes milling and resurfacing, minor widening for bike lane installation, sidewalk, curb and gutter reconstruction, median safety improvements (including partially closing the median opening at Pear Tree Circle), installing directional turn lanes into Lime Tree Condominiums and Bent Tree Villas East, extending the existing turn lane at Bent Tree Drive, drainage, signage, and pavement marking upgrades, minor signalization and lighting improvements, and limited tree removal to allow for median and bike lane safety enhancements. Boynton Beach Boulevard Improvements Project from Lyons Road to Florida’s Turnpike Description: This 1.2-mile roadway improvements project began Sunday, July 12, 2020, in unincorporated Palm Beach County. Work includes milling and resurfacing, minor widening for increased length of the eastbound and westbound turn lanes at the northbound entrance to Florida’s Turnpike, pedestrian pole, guardrail, signage and pavement marking upgrades, including green striping for bike lanes, installation of sidewalk and ADA detectable warning mats, and minor drainage and lighting upgrades. Fiber Optic Communication Cable Improvements Project Description: This fiber optic communication cable improvements project, which spans over 22 miles in Palm Beach County, began Sunday, July 12, 2020. Work includes the installation of fiber optic cable within existing conduits, and repairs to sections of damaged conduit, at the following locations: Military Trail from Butts Road to Champion Boulevard, Lyons Road from Boynton Beach Boulevard to north of Lantana Road, Lawrence Road from Boynton Beach Boulevard to Hypoluxo Road, and Seminole Pratt Whitney Road from Southern Boulevard to Orange Boulevard. This project also includes the installation of two (2) local hub sites and six (6) closed circuit television (CCTV) cameras to be connected to the Traffic Management Center. 18. Southern Boulevard (SR 80) Bridges Replacement Project Description This 0.76-mile project includes replacing the existing bascule (draw) bridge and tide relief bridge over the (ICWW) and between the Town of Palm Beach and the City of West Palm Beach. The project limits are between Washington Road in West Palm Beach and State Road A1A/South Ocean Boulevard in Palm Beach. New decorative lighting, pedestrian features, traffic signals, signage and drainage are included. A temporary bridge has been built north of the existing bridge to maintain traffic while the replacement bascule bridge is under construction. Cost/Completion: $95 million. Completion is expected in fall 2021. Traffic Impact: Flagler Drive from Southern Boulevard to Worth Court North is closed as the roadway is reconstructed. Sidewalks also are closed. Access will be maintained for local traffic only. Traffic will be detoured as follows: Traffic going north on Flagler Drive should: Go west on Worth Court North to Washington Road; go north on Washington Road to Southern Boulevard; go east on Southern Boulevard to Flagler Drive. Traffic going south on Flagler Drive should: Go west on Southern Boulevard to Washington Road; go south on Washington Road to Worth Court North; go east on Worth Court North to Flagler Drive. Marine Impact: The navigable waterway through the Southern Boulevard Bridge is restricted to half channel navigation. Full channel openings will not occur. During half-channel closures, the horizontal clearance through the bridge is 40 feet. State Road 80/Southern Boulevard at Forest Hill Boulevard/Crestwood Boulevard Description: This 0.46-mile intersection improvement project, located in Wellington and Royal Palm Beach, began on October 24, 2019. Work consists of adding a third westbound to southbound left-turn lane from Southern Boulevard to Forest Hill Boulevard, widening the bridge over the C-51 Canal, converting the Forest Hill Boulevard northbound right-turn lanes to a free-flowing right-turn lane, and widening Southern Boulevard to accommodate an eastbound acceleration lane. Other improvements include milling and resurfacing, drainage, curb and gutter, lighting, guardrails, signalization, sidewalks, landscaping, signage, and pavement markings. Cost/Completion: $5.7 million. Completion is anticipated in spring 2021. Traffic Impact: One westbound lane on Southern Boulevard from Park Central to Forest Hill Boulevard will be closed 9 a.m. to 4 p.m. Tuesday through Friday for roadway widening and to install curb and gutter. Work consists of adding eastbound right-turn lane and a second westbound left-turn lane from Southern Boulevard to southbound Lyons Road; adding a second right-turn lane from northbound Lyons Road to eastbound Southern Boulevard; and adding a second northbound lane on Lyons Road and Sansbury’s Way. State Road 25 Resurfacing Project from the Broward/Palm Beach County Line to Milepost 12.626 Description: Construction on this 12.626-mile resurfacing project began Wednesday, May 13, 2020, in Palm Beach County. Work includes milling and resurfacing the existing travel lanes and shoulders, including shoulder widening, concrete barrier wall installation, guardrail removal and replacement, and signage, pavement marking, and rumble strip installation. Work includes widening the existing roadway from four to six lanes, adding a 12-foot shared-use pathway on the north side of the roadway, adding bike lanes, milling and resurfacing, drainage improvements, adding lighting and signalization, installing curb and gutter, guardrails, minor median modifications and signage and pavement markings.
