The current study has generated the green driver concept to evaluate the incorporation of green driver to negative outcomes reduction of road transportation. The study aimed to identify the green driver’s behaviors affecting safe traveling by engaging two research phases. Phase one was to identify the safe driving behaviors using Systematic literature review and Content Analysis methods. Phase one identified twenty-four (24) sub-factors under reckless driving behaviors cluster, and nineteen (19) sub-factors under safe driving practice cluster. Second phase was to establish the actual weight value of the sub-factors using Grounded Group Decision Making (GGDM) and Value Assignment (VA) methods, in order to determine the value impact of each sub-factor to green driving.

Constantinou A Master's Research Paper submitted in partial fulfillment of the requirements for the degree of Master of Public Policy, Administration and Law York University Toronto, Ontario, Canada July 2020 Abstract Officers of Parliament, or as they are referred to in Ontario, “officers of the Assembly”, have emerged within Westminster systems as a recognized tool for enhancing parliamentary oversight and increasing transparency in government. However, in Ontario, the absence of a clearly defined relationship with the provincial legislature has meant that certain officers of the Assembly have felt it necessary to “lobby” individual members and committees, as well as the media, in order to carry out their accountability and oversight functions. This lack of clarity places unnecessary stress on the relationship between independent officers, the Ontario Legislature, and the public sector, and can also negatively impact the public’s perception of government overall. This paper looks specifically at the relationship between the Ontario Legislature and officers of the Assembly, in terms of their governance structures, their appearances in legislative committees, and references to their work in House and committee proceedings. It finds that reforms are needed in order to strengthen officers’ relationships with the Legislature. According to National Police Commissioner Ambrósio de Lemos there is need to reduce the current airport base to a small opera- tional unit, in line with the requirements established by the Na- tional Company of Air Navigation and Exploration of Airports (Enana). Until recently all resources were based in Luanda but © Airbus Helicopters the plan is to decentralise the aircraft to smaller units and im- prove reaction times. One of the new smaller unit bases was opened at the end of February to operate from a hanger at the Mukanka International Airport (Huila) and the helicopters will cover the four provinces that comprise the country’s southern region, Cuando Cubango, Cunene, Huíla and Namibe and eventually central Huambo.
