. 5. The State Board of Technical Education and Board of Studies in Engineering Colleges and Institutes of Techoology continued to function duriPg the year under' review. - · 6. The total provision under the State Plan for the' Department during 1991-92 was 612.32 lakhs. The total expenditure (tentative) ur.der the State Plan till the end of March 1992 was Rs. 516.36 lakhs. · 7. Under Centrally Sponsored Scheme expenditure was 155.43 against ~e provision 'of Rs. 133 lakhs. 8. The following were some of the major achievements during tlil: period ~,~nder review:-

Al:hievemente t: • . , • 1. A new Engineering College was started during the- year in Govemmer.t sector in to ·perpetuate the memory of late Prime Minister Sri. Rajiv Gandhi. The College functions as a higher Eilucational Centre of National importance offering most mooern courses in Engineering Technology in the research facilities. Four courses were' introduced during the year with an intake of 40 students io each course. The courses are Civil, Mechanical, Electrical and Electronics Engineering and Electronics and Co!'lmunication ~gin cering. . 2. Po•t Diploma Course in applied Electronics was introduced in Institute of Printing Technology, and Computerised Design. and Drafting was introduced in Government Polytechnic, Kalaii!assery. 111...

The newly established Polytechnic at introduced Diploma Courses in Electronics and Avionics, Electronics and Instru­ mentation Computor Engineering and the Residential Polyteehnic, Payyannur introduced Diploma Courses in Electronics and Communi­ cation, Computer Engineering Electronics and Instrumentation and Computer Application and Business Management. 3. Under Q.I.P. 33 faculty members• ,,t Postgraduate level and 8 members and at Doctoral level were deputed for higher studies. 4. Plus-two Level Vocational Edt~~:atimz.-The courses are in Pre-degree level. 22 Technical High Schools are conducting the courses, in two Engineering disciplines at about 110 students are admitting every year. The duration of the courses is two years. 5. Communiry Polytechnic Scheme.-18 months training programme in Tailoring and Garment Making, Toy Making and Fibre Products Making was conducted at three Women.'s Polytechnics at Thiruvanan­ thapuram, Thrissur and . 6. State Science and Techrwlogy Museum; Tkiruvananthapuram.­ The Kerala State Science and Technology Museum has a modern Planetarium with latest Japan~oSe equipment haVing 11 seating capacity of 250. The Teehnological museum has a number of working model of high educ~tional value and is visited by tourists, students of home State and from various other. ~tates apart from the public at large. 7. Institute of Human &sources Develojltn4tlt for Electronics.-The Institute functions as a catalyst to foster the gtowth of Electronics, Computer and Allied Sectors, through innovative programmes. In order to achieve this objective, the institute was currently focussing its attention on the following thrust areas. Trairling of Special categories of Technical Manpower, Developme.>t of lean1ing resouooes for Teehmcal Training, Repairs and Maintenance of Health Care and Agro-Eiectronics equipment, Popularisation of Electronics . and Com­ puters. Training of trainers and training of tural youth for employ­ ment generation through Electronics. A model Technical High School was started during 1'990 December at . 8. L.B.S Centre for SClence and Technology.-The Centre undertakes consultancy work in Structural Engineering, foundation Design Computer, Software Development, Computer aided design Ellucnr treatment, Air Pollution Monitoring and other ' areas of Emerging. The Centre organises a number of specialised short term and long term · courses in emerging areas of Technology. In add;tion to the regular training programme in Computer Programming and Console Operation in all major towns in Kerala the Centre i~ conducting Post• graduate Diploma Course in Computer Engineering at Thiruvanan• thapuram, Kallam, Thriss';'l' and . j lV

Audio Visual and Reprographic c~,ztre.-The Centre fun~tions as , Resource Centre for all the Technical Institutions in Keralll. .in the matter of Audio Visual aids. · Pri,nting and Supply of instructionar materials, lending of Educational films and training of staff in the use of audio visual, reprographic 'and printing equipments. Although the main. emphasis h:IS been on the achievements of teehnical education through modern and up-to-dato visual and rep>;<>grapbic aids, the inclusion of limited commercial activities has almost made at a self supporting organisation. 10. World Bank Assisted Technician Edw;ation Pro}ect.-Under World Bank Assisted Technician Education Project two new Polytechnics, one at Neyyattinkara and the other at Payyanrtur were sanctioned under the Project. Four diploma programmes under mu:lti point el:ltt"y and· credit system- w·re introduced in each of the Polytechnics. New Post-Diploma Courses have. been introduced in three Polytechnics. Under Staff Development Programme 'for Polytechnic teachers, Government have issued orders for deputation of staff for B. Tech. and M, Tech. programme. A total of. 35 teachers • have been selected and deputed for the courses as detailed below: 1. M. Tecb.. 4: 2. M, Tech. (Part.time) 4 3. B. Tech. . • 9 4: B: Tech. (Part,time) 18 22 teachers hl!ve been selected and deputed' for Dip. T. T. and 18 teachers for Postgraduate Diploma in Teaching Computer Science and applications at T.T.T.I., ¥adras. Both these courses are of one year duration. Seven Senior Prmcipals of Polytechnics were selected and deputed for a ten day's training' programme on Management of· Technical Institutions at Administrative Staff College of , Hyderabad. Curriculum Development Centre had organised a workshop for the :Revision of Curriculum for the following Post Diploma Courses during May 1991: · I. :felevision Engineering - 2. Refrigeration and Air Conditioning. Requirement offumiture for various Polytechnics for the year 1991-92_was ascertained and accordingly furnitUre wortli lts. 33lakhs were procured. 4.29 hectares of land for construction of building for Government •Polytechnic, Vennikuiam was acquired. Land acqui­ sition for Government Polytechnic, Neyyattinkara and for hostel and ~taff quarters for M.T.I., Thrissur was in the final stage. 11. Polytechnic Teacher Award . for I. S. · T. E.- Sri T. S. Balasubramonian, Head of Section in Chemical Engineering, Government Polytechnic, was awarded the be&t polytech· nic teacher award for I ~92 by the Indian Society for Technical Education. · v

12. Examination results.-The department was able to conduct the examinations m Engineering/Technology and Diploma/Certificate level in ~e and publish results as scheduled. ' 13. , Apprentic8$kip trtlin "ng.-The placement and training wing of the Directorate looks after the Special Training Programmes and Apprenticeship Training for Degree and Diploma holders in. Engine­ ering in the State. There is a subsidiary office at Kalamassery to help the placement and training activities of the Department with the co-operation of the Regional Apprenticeship Adviser (S.R.), Madras· 1.4. Training in Foremen Training Institute, Banga/ore.-Thc Departmt;nt sponsores diploma holders to the Foremen Training Institute, Bangalore every year. During the year I 0 Diploma holders in Mechanical Engineering from general category and 5 diploma holders &om Scheduled Caste/Scheduled Tribe c,ategory were selected by the Director for the course. 15. Self-emplO;YrTrent courses for unemployed women.-With a view 'to promote self-employment among unemployed women of Scheduled Caste/Scheduled Tribe and 18 .months training progrunme in taJ!oring and garment making, Toy making and Fibre products making was conducted at three Women's Polytechnics at Th1ruvananthapuram, Thrissur and Kozbikode. 16. The total outlay for both Plan and non-Plan for tlie depart• mentis 2,725.57lakhs. During the year tho total expenditure comes to Rs. 2,825.00 lakhs, In addition to this there was a provision of Rll. 133lakhs under Centrally Sponsored Schemes 100 per cent and expenditure comes to Rll. 155.431akhs. The amount provided under the plan was for tho v:arious schemes of developmental activities of Technical Education. The amount under Non-Plan was mainly for the salari"!l and other expenses for staff and related activities. 17. Tho working of the department during the year under review was on the whole satisfactory.

The De~ent is headed by tho Dn-ector of Technical Education and fupctioll~ under the ins~;ruction from the Ministry. :Based on \h(: re<:oJlllllendation of the Spe<;ial Committee appointed by the GovernQI.cm.t of fndia the l)epa>"tment pf TeclJ.Jical E<,iucation was formed on 4th September 1957. The Technical ll\lthutiom whiclt were ~:ontrolled by the U:ilivel'!!ity and the DeparttnOnt qf Indi!Stri04 and CI)I)llllerce were bro11gqt Wlder the direct control of department with a view to co-ordinate, Technical Education in matters of Syllabi, standard of examination etc. Puring ·tlte subsequent years ~evera! new Institutiom were started and new Courses were introduced. The Institutions under th.e control of this department is lilted in Appendix I. -:.:. G. M. T. Centres, 2 Tailoring Trade Schools, 13 Vocation;U Training Centres, 19 Pro-voc;ational Trainipg Centres and a ·Supervisory Development Centre in Government Sector /ilnd 3 Engii)eering Cqlleges, 6 Polytechnics in Private Sector, 14 QJ!asi Government Institutions are linked in the Directorate of Tech.tical Education. About 366 approved Industrial School& and 99 Private ~g J,n~tiN\ioll:l are giving training to the students. Resources Development Centre for Electronics, Thiruvananthapuram and Tech:1ical Teachers Training Centre, Kalamassery. The Model Engineering College, Ernakulam, Model Polytechnics, Vadakara, Model Technical" High School,· Edappally are· controlled by the Institute for Human Resources Development Centre for l):lectronics. An Audio Visual and Reprographic Centre is also functioning under the Directorate. For the decentralisation of Powers the department functions in two reg onal offices one , at · and · the other at Kozhikode. For the strMgthening of the Polytechnic "Education the World Bank Project is functioning under the Project Director at Thiruvananthapuram and the Curriculam. Development Centre at Kalamassery. During 1991-92 at about 4-32 Students were admitted in Post-graduate level both in regular and part>-time courses and 2,686 Students were admitted in graduate level Courses in Engineering Colleges. 4-,600 Students wer~;; admitted in various Polytechnics for the Diploma Courses. About !0,000 Students were studying for the K: G. C. E. and about 16,500 Students fot K. G. T. E. in certificate level courses in provisi?nally recognised Institutions. The co-mdination .of the State level Technical Education' was vested with the State Board of Technical Education and academic matters were dealt with by Board of Studies in Engineering and Technology. There was substantial growth at all levels of Technical Education duting the year. A new Engineering College was established during the year to perpetuate the memory of latt; Prime Minister Shri Rajeev Gandhi, nl.mely Rajeev Gandhi Institute ·of Technology, Kottayam and new courses were introduced in Polytechics during theyear. · The Directorate Commands a Man Power Strength of more tli~ 'l ,000 by way of Teaching· Staff, Technical Supporting Staff, Administrative Staff etc . • The Provision under State ·Plan was Rs. 612·32 lakhs. The expenditure during the period 1991-92 was Rs. 516·36lakhs. Under lOO·per cent centrally Sponsored Schemes there was a provision of Rs. 133 lakhs and ithe expenditure comes to Rs. 155•43lakhs. The non•plan expenditure comes to 'Rs 2,308·64 lakhs dQring the year,' · Under the Special Component Plan, free supply of t~t books and ·teaching' aids were continued. .Facilities were given fqr Special coaching for ' Scheduled Caste/Scheduled Tribe Students in all Engineering Colleges a_nd Polytechnics.· ' · By and large there was an all round improvement of discipline, efficiency and activities m all institution& under thl! Departmc~t durin~ the year 1991-92. ' 1. ORGANISATIONAL STRUCTURE The history oi organisations of the department of Technical Education ill Kerala goes back to 1957. Till the,t the only Engineering College was controlled by Kerala University and the other Technical .Inslitutio.>s by the Department of Industries and Commerce. At present the department comes under the Ministry of.Education, . The department has at the top of the hierarchy, the Honourable Minister for Education. The communication and decision making channels p3Ss through the Secretary for Higher Education to the Director of Technical Education. The organisational Structure of tho department is shown in fig(I). The Directory or Personnel and the Appendi~es that follow indicate the roll of the controlling authorities attached to tae department. , The TecllJ1ical Educatio.t in the State is at present co-ordinate by the State Bor.ad of Technical Education. Academic matters relating to the Engineering Degree Course come under the purview of the Board of Studies in Engineering of Kerala, Calicut and Gandhiji Univeniit~ while academic matters relating to the other technical courses come under the purview of the Board of Studies in Engineering and Technology attached to the dc:partment. · 5 THE DEPARTMENT OF TECHNICAL EDUCATION, KERALA ·

11/2-1,1-3 2. GENERAL REVmW 2.1 Inlruductian.-The Department of Technical Education, Government of Kerala was started in 1957. There were only one Engineering College and three Polytechnics to begin with. Today the Department has grown into a Major Organis;J.tion in the field of professional education and training with nine Engineering Colleges, 30 Pol}teclmics, 48 Techllical l!igh Schools and about 100 ,other Technical Institutions at various level to meet the demands of the students community in Kerala . • State Board of Technical Education .with the Minister of Education as the Chairman and the Director of Technical Education as the Convenor advise Government and the department in matters related to Technical Education. Advice for academic matters is sought from the Board of Studies in Engineering and Technology. The list of members of these bodies are appended in_ Appendix 1 and 2., 2.2 Objectiue functions .-Impart Technlcal Education through various institutions under Public/Private Sector through this Depart­ ment in Doctorate level, Postgraduate, Graduate, Diploma and Certificate. level. 2.3> Resources.-(!) Appendilt II shows the list of members of the Board of Studies in Engineering and Technology during the year and Appendix m shows the list of the. members 9f th~; lnilustrial Liaison Board,

(2) Staff Position.-There are more tha'!l 7,000 employees· working under the Directorate belonging to various categories in the vari.ous institutions. The details of heads of institutions and the Iist of Technical Institutions' are g1ven as Appendix IV and V.

In.rtitutfons. -Altogether there are 186 .Institutions in•the 'Technical Educetion-of these 164 are Government Instituti<1ns, 9 Private Insti­ tutions and 13 Quasi Government· Institutions. Among the Quasi Government Institutions-The Kerala State Science and Technology Museum La! Bahadur Shastri Engineering Research and Consultancy, Centre and Institute of Human Resources and Development Cen~e in Electronics are autonomus Institutions associated with thi~Department: The Technical Teacher's Training Institute Extension Centre is also functioning at Kalamassery for the benefit of the Institutions under this Department. •

Engineering Colteges.-Se!ection to all seats m ·Government Engineering, Colleges and 85 per cent seats in private Engineering Colleges in the State was made through the entrance examination conducted by the Commissioner for Entrance Exami.1ation and. the allotment of ca,ndidates to the various institutions was done by the Directorate. The Principles of reservation in 'tho allotment of seats in various desciplines laid down by Government for the Socially and Educationally Backward Classes and SC/ST were followed strictly. Few seats are set apart for nominees under Sports Council, N.C.C. from other States sponsored by Government of India Agencies a<1d other categories like physically handicapped persons, dependants of serving ·defence personnels, ex-servicemen, children of personnel serving in para military forces etc. Actual intake during the year 1991-92 is given in 1able 3•

College of Fine Arts .-Selection of candidates for admjssion to the first year mtegrated preparatory courSes was made from among those who bad passed pre-deg~ee or equivalent examinations' on the basis of aptitude tests aljd interview which were conducted' by a Committee appointed by the Government. The ratio of marks for aptitude test and interview is 4:1. Minimum marks for pass in the aptitude test was 40 perc cent S CJS. T Candidates were allowed a concession of 5 pert cent marks in the aptitude test for eligibility for interview. 9

Polytechnics and Women's Polytechnics.-The selection for admission to all polytechnic in the State and 85 per ce.lt seats in s~ privata polyteclun~ was made by a Committee consisting of the Principals of Polytechnics, Women's Pol~technics and Director of Technical Education with the assistance of staff of the Directorate deputed for the purpose. The selection of candidates for admission was made stricdy on the basis of marks obtained for Mathematics and General Science in the SSLC/THSLC Examination subject to the reservations of seats fixed by the Govemment for Socially and Educationally Backward Class, Scheduled Caste/Scheduled Tribe and such other categories. Recognised Industrial Schools.-Students were given coaching for K. G. T. E. in various trades like Tailoring, Embroidery and Needle­ work, Printi.1g, Weaving, Drawing etc. Admission to these In•titutions were made from candidates within the age group of 14-25 who had passed VII ~tandard or equivalent. Some of these Institutions were paid teaching grant at- the rates of Rs. 125 per teacher subject to their satisfying the conditions laid down in grant-in­ aid code. · 3. FINANCIAL REVIEW 3.r The total outlay for both Pla,l and Non-Plan is 2725·57 lakhs. During the year the total expenditure comes to Rs. 2825·00 lakhs. In addition to this there was a provision of Rs. 133 lakhs under Centrally Sponsored Schemes 100 per cent arod expenditure comes to Rs. 155·43 lakhs. The provision and expenditure pertaining to the period 1991-92 in comparison with 1990-91 arc given in the table given below. The amounts provided under the plan are for the variou• schemes 9f devtliopmental activities of Teehnical Education. 5. WORLD BANK ASSISTED TECHNICIAN EDUCATION PROJECT Physical Achievements I. New Polyteclmics.-Two new Polytechnics one at Ncyyattinkata ·and the other at Payyannur were sanct10ned. under the Pr~ject. Four diploma progtammes under Multi point entry and credit system were introduced in each of the Polytechnics. Students were admitted for the academic year 199l-92. An amount of Rs. 23 lakhs have been spent under salaries and Rs. 8·2 Jakhs was spent towards office expenses and consumables. An amount of Rs. 5·3166 crores have been entru'sted with the Executive Engineers concerned for the construction works ofPolytechnics which are included under the World Bank Scheme. A sum of Rs. 6·5 lakhs was spent for the construction of hostel for Swamy Nityananda Polytechnic, Kanhangad and Rs. 2·62 lakhs for the civil works for Model Polytechnic, Vadakara. Lal Balzadur Shastri Centre for Science and Technolog,.-This Centre is an autonomous body linked to the Department of Technical Education and was established in 1976 as a Research and Consultanc} Centre. The Centre undertake<~ consultancy work in Structural Engineering Fou.1dation, Design Computer, Software Development, Computer_ Aided Design Elluent Treatment, Air Pollution Monitoring and other areas of Emerging. The Centre organises a number of specialised short term and long term courses In emerging areas of Technology. Repair of sophisticated equipments and instruments is another areas in which the Centre is maki..1g good contnbution. The Centre has regional offices at Kalamassery and Trichur. In addition to the regular training · programme in computer programming and console operation in all major towns in Kerala the Centre is conduc­ ting Postgraduate Diploma Course in Computer Engineering at Thiruvananthapuram, Kallam, Thrissur and l'alakkad. . VII. Institute of Human Resources Development for Electronics.-The Institute of Human Resources Development of. Electronics iS an autonomous organisation established by Government ofKerala in 1987. The prime objective of the ins_titute is to function as a Catalyst to foster the growth of Electronics, Computer and Allied Seeton, through innovative programmes. . In order to achieve this objective, the institute is currently focussing its attention on the following thrust areas. '!:raining of special categories of technical manpower, Development of leaning resourcf!! for technical training, Repair and maintenance of health care and agrq-electrqnics equipment, popularisation of electronics and computers, training of trainers and training of rural youth for employment generation tl\rough Electronics. A modell'olytechnic at Vadakara was started during 1988-89 by the institute and the institute has started a Model Engineering ·College at Ernakulam. A Model Technical High School was started during 1990 December at Emakulam. · VIll. Kerala State Science and Technolo[[lcal Museum.- ThL; " ::tn autonomous organisation linked to the Technical Education Dep:u:t­ ment and was established in 1984 for the popularisation of Sctence and Technology. Tlte first unit of the museum with more than 300 interesting exhibits with facility for film shows in the.auditorium is already open to the public. In museum compkx ')Vhen complete will have 12 galleries on Science and Technology and a modern planetarium with the latest Japanese equipments having a seating capacity of 250. The museum has a number of working model of high educational value and is being visited by tourists, students and the public at large in large numbers.
