Read: 1. GO (Rt) No 768/2020/DMD dated 29.09.2020 of Disaster Management (A) Department 2. GO (R0 No 77412020/DMD ated 01.10.2020 of Disaster Management (A) Department Proceedings No. DCIDIV 1640/2020- DM1 Dated : 04.10.2020 In the light of the surge in number of Covid 19 cases in the State, Government have decided to reinvigorate enforcement at the level of local bodies to check the surge in positive cases. Vide Order (2) above District Magistrates are directed to assess the ground situation in tleir districts and use the relevent provisions and orders under section 144, CrPC to control the spread of the desease. It was also directed that strict restrictions shall be imposed in the containment zones and in specific areas where the spread of desease is apprehended. Vide Order (1) cited, the Government ordered that the DDMA's shall depute Exclusively one or more, able Gazetted Officers from other departments of the State government (Deparments other than Health, Police, Revenue and LSGD) working in the District as Sectoral Magistrates & Covid Sentinels, in each local body who shall be tasked to reinvigorate monitoring and enforcement of Covid containment activities in their Jurisdiction. In the above circumstances, I, H Dineshan IAS, the District Magistrate and District Collector Idukki, by virtue of the powers conffened on me under the Disaster Management Act 2005, here by appoint and empower the following officers as Sector officers to monitor and enforce ali Covid Containment measures - existing and those introduced from time to time in their areas of jurisdisction specified by DDMA. As Sector Officers to monitor and enforce all Covid Containment measures:- 1. These officers shall be officers of the DDMA reporting directly to the Chairman, DDMA. Among other things, they shall act as the 'eyes and ears' of the DDMA for better containment of the pandemic. These officers shall report to the Chairman, DDMA in the manner and frequency desired by the DDMA. 2. The jurisdicdon of these officers shall be the areas of jurisdiction as per this order. Their duty headquarters shall be their areas of jurisdiction until further orders. 3. They shall Iiaise and work along side the personnel already deployed from other regular departments to enforce that the directions of Government and of DDMA are enforced in letter and spirit. They are to be positioned as fresh, additional hands. They are not replacements. They sha1l be non-partisan in their actions. They shall work in union with senior officers of other departments with the common objective of containment of the pandemic in their mind. 4. They shall focus on Break the chain campaign (SMS-social distancing, masks, sanitizing), quarantine and isolation, compliance of Covid protocol in gatherings (in marriages/ funerals/ auditorium / others), mioo containment measures, reverse quarantine, compliance of Covid protocol in shops, markets and commercial establishments, IEC campaigns and such other matters as advised by the Chairperson DDMA. 5. These officers shall be permitted to organize their parent departmental team and resources Io enable him to carry out his functions. The District Police Chief shall orovide oolice assistance to the Sector Officers and Covid Sentinels as and when- require, The District Surveillance Officer (Health) shall provide the details of containment zones and assist the Sector Officers in updating the data for the enforcement of Covid Protocol. The Tahsildars concerned shall co-ordinate the activities of Sector Officers in his / her jurisdiction through email / whatsapp and act as Liaison Officer for. ensuring that all details regarding containment zones and other 7 Covid containment measures those have been introduced by the DDMA are being obtained, updated and provided to all Sector' Officers in his / her jurisdiction. The secretaries of the Local Self Government Institutions concerned are directed to provide vehicle facilities to the Sector Officers. The Sector Officers posted as per this order shall act as Sector Magistrates in their jurisdiction subsequentlJi when the Department of Home issue separate orders to confer them with the powers under section 21 of CrPC. Shri Jha was Union Minister of State for Heavy Industries and Public Enterprises from April, 2008 to May, 2009. He was a Member of the Committee on Agriculture; Committee on Ethics; Committee on Home Affairs Railway Convention Committee; House Committee and also the Public Accounts Committee. Shri Jha was a Member of the Bihar Legislative Assembly from 1972 to 1998. He also served as Minister in the Government of Bihar. Shri Raghunath Jha passed away on 15 January, 2018 in New Delhi at the age of 78. We deeply mourn the loss of our two former colleagues. I am sure the House would join me in conveying our condolences to the bereaved families.

Most of our National highways may be blocked due to heavy landslide in the monsoon. Landslide hazard zone Investigation is compassed which can be used for landslide forecasting and forewarning. Prone areas are to be delineated by integrating multiple databases like topographical and rainfall data, ground slope and the geo-technical experiments to determine different soil parameters.
