 Attendance: This meeting is for newly elected members & NLGA leadership, and accompanying staff. Eligible Partners may attend.  Getting here: Every attendee must make their own travel reservations. From Reagan Airport in Washington D.C. (DCA), a taxi (about $22) or an Uber/Lyft (about $15) will be 15-minutes to the hotel. A Metrorail ride (about $3) will be about 25-minutes.  Hotel Room: Every attendee must make their own hotel room reservation. Follow the instructions at www.nlga.us – NLGA New Member & Business Meeting.  Registration: Every attendee must complete online registration at www.nlga.us. Registration for NLGA Members, newly elected NLGA members, Chairman level partners (one registration per member), sponsors, media, and state police accompanying an attendee is complimentary. The registration fee for spouses and staff is $250. This is a highly discounted fee. Anyone attending any part of the meeting, meal, bus ride, or event must have a badge; the badge is created by registering. This is strictly enforced for security reasons. “On Being Lieutenant Governor and Becoming Governor” (15 min) The Virginia governor was inaugurated in 2018. Before that, he was an Army doctor, pediatric neurologist, business owner, state Senator and Lieutenant Governor. He served eight years of active duty and rose to the rank of major. The Governor says he approaches public service with the same passion he brought to his military and medical service. He is committed to working with leaders from both parties to build a state that works better. The governor will welcome attendees to Virginia and instructively share his experience as lieutenant governor and on becoming governor.

“On Being Second-in-Command” (15 min) One of the newest lieutenant governors in the nation, Lt. Governor was appointed lieutenant governor June 18, 2018, upon the succession of the previous lieutenant governor to governor. He will share a few observations on things to be ready for as a new lieutenant governor or second-in-command, as well as a brief insight on the importance of smooth gubernatorial succession. Lt. No Media 10:30 – 11:15 a NLGA Workshop: How You Prepare for Emergency Response Alexandrian, Old NLGA members are called on to lead in times of emergency, Town Ballroom sometimes as Acting Governor, both in anticipated and totally unplanned circumstances. This interactive, facilitated orientation will feature two senior NLGA members briefly sharing their experiences. The session will then engage all sitting members in the room to share insight on the following:  Preparing for emergency leadership  Maintaining relationships across emergency personnel (ie. state police, emergency management director, homeland security director, National Guard more)  Notices of governors’ absences

No Media 11:15 a – Noon NLGA Panel: State-County-City Relations How You Elevate Local Partnerships Alexandrian, Old Any lieutenant governor may receive duties from gubernatorial Town Ballroom appointment, sometimes codified in an executive order. All seconds-in-command work to maintain local government relationships and these two lieutenant governors will discuss their lead roles in that arena. The Massachusetts lieutenant governor chairs the Community Compact Cabinet, created by the governor’s executive order. The compacts ensure best practices and accountability from both sides of the state-locality agreements. Lt. Governor Polito will discuss the program’s success signing a compact with each of the 351 cities and towns in Massachusetts covering a total of 835 best practices. Then, in office for about 11- months, the lieutenant governor will discuss being lieutenant governor as a Cabinet member over the Department of Community Affairs.

NLGA Lieutenant Governors’ Lightning Roundtable A lightning round noted by members as the single most eye- opening conversational experience as to the diversity, complexity, and opportunity of the office of lieutenant governor. She will wrap up with a note about the ‘Strategies to Build the Office of Lt. Governor’ binder.

These faculty will each give a few minutes on presiding over senate and maintaining legislative relationships, then we will open to comments from all members and to questions.

Round Two: Your Role in International Relations Nearly every second-in-command greets or hosts foreign dignitaries and many lead or participate in international missions and international affairs. Whether you are promoting trade, local universities seeking students or partnerships, attracting foreign tourists, or more, you should be ready on international protocol. These faculty will again each give a few minutes on these topics, then we will open to comments from all members and to questions.

11:30 – 11:50 NLGA Keynote: Obesity Alexandrian, Old am According to the National Institutes of Health (NIH), obesity and Town Ballroom being overweight are the second leading cause of preventable death in the US. The Centers for Disease Control (CDC) say this is a public health crisis that is also expensive. The CDC said the medical cost for people who have obesity was $1,429 higher than those of normal weight (2008). The Obesity Action Coalition (OAC) is a 60,000 member-strong 501(c)(3) giving a voice individuals in your state or territory affected by the complicated, chronic disease of obesity. The OAC helps individuals along their journey toward better health through education, advocacy and support with a focus to raise awareness and improve access to the prevention and treatment of obesity and provide evidence-based education on obesity and its treatments.  President & CEO Joe Nadglowski, Obesity Action Coalition (OAC) (confirmed) (15 min)

Virginia is home to nearly 800,000 veterans, with roughly 1 in 10 Virginians being a veteran. The Virginia Secretary of Veterans and Defense Affairs will show you how a state becomes veteran friendly and strengthens its National Guard by sharing what Virginia is doing.
