ADA & MEALS • NLGA complies with ADA ‐ let NLGA know in advance of needs. • Meals are listed so attendees will plan for their own dietary needs. Vendors are contracted to identify gluten and peanuts in food on‐site to the extent possible. No special meals ordered.

ACCESS & SECURITY BADGES: • Security governs access rules. • NO INDIVIDUAL is allowed access to any room, meal, reception, event, or shared mode of transportation without a security badge – no exceptions. • Registration is the only way to generate a security badge. All attendees must have pre‐ registered online by November 25, 2019. There is no on‐site registration or substitution. • All attendees will show photo ID at the registration desk when picking up their security badge. Security badges may only be picked up by the person whose name is on the badge and only during registration hours. • State Patrol officers should complete complimentary online registration. All officers are asked to wear the NGSA or state pin. • IGA: ONE registrant from each Cabinet office of the President may attend, as approved by NLGA. He served 1 ½ ‐ years as lieutenant governor presiding over Senate, promoting tourism, founding the ‘Buy Missouri’ program and more. In June of 2018, Governor Mike Parson succeeded to governor. He will share insights on always being prepared to succeed to office and lessons learned from his experience. He will also highlight Jobs for America’s Graduates (JAG), a school‐to‐work transition effort to help resolve our states’ dropout and transition problems by expanding state organizations and local programs to help young people overcome barriers to graduation from high school and become college and career ready. • Introduction: Lt. Governor Lynn Rogers will describe leading formation of the state’s new Office of Rural Prosperity, from Tour to a $2‐Million allocation in the FY 2020 state budget. Then, twenty‐four states have an initiative process. The initiative enables citizens to bypass the state legislature by placing proposed statutes or constitutional amendments on the ballot. Alaska Lt. Governor will share a few insights on this policy making tool. He has responsibility to determine if an initiative qualifies to advance and he has made rulings in the past few months on everything from ranked choice voting and an increase in the state’s oil tax to a ‘Student Educational Bill of Rights.’

6:30pm—8:30pm | NLGA Opening Evening – The Nation’s World War I Museum & Memorial (Kansas City BBQ!, corn, salad) The National WWI Museum and Memorial is America’s Congressionally designated WWI Museum. Attendees will enter the Museum across a glass bridge suspended over a symbolic Western Front of 9,000 poppies. The Museum takes attendees on an epic journey through a transformative period and shares stories of courage, honor, patriotism, and sacrifice. The 217‐foot Liberty Memorial Tower may opt to take an elevator then 45 stairs to the open‐air observation deck for a breathtaking view of the Kansas City skyline. The Flame of Inspiration, created by steam and lighting effects, will be aglow atop the tower.

9:35am—10:00am | The Fontaine Hotel, McCoy AB NLGA Keynote: City - State Cooperation to End the States’ Border War & Urban Renewal Sworn in in August, Kansas City Mayor Quinton Lucas supported the efforts of the Kansas governor, a Democrat, and the Missouri governor, a Republican, to end the economic border war between Kansas and Missouri thru which the states had offered incentives to lure employers from one side of the state line to the other within the Kansas City metro area. 8:35am—9:00 am | The Fontaine Hotel, McCoy AB Federal- State Relations Update: U.S. Rep. Sam Graves (MO – 6th) on River Management Policies & Infrastructure Serving since 2001, U.S. Rep. Sam Graves represents Missouri’s 6th congressional district, covering the entire northern 1/3 of the state, from the Kansas border to the Illinois border. He is the Ranking Member of the House Transportation and Infrastructure Committee which covers aviation, highways and bridges, transit and rail, pipelines, maritime and waterborne transportation, and the Corps of Engineers. Rep. Graves will discuss Congressional prospects for changing river management policies, and provide a general update on what states may expect regarding infrastructure. Many NLGA members have also discussed over time difficulties in working with the Corps of Engineers. Rep. Graves will overview his committee’s broad oversight of and work with the Corps. • U.S. Rep.
