National Lieutenant Governors Association Federal-State Relations Meeting March 27 – 29, 2019 The Madison, Washington D.C. Agenda as of 2/11/2019 3:00 PM DRAFT – Changes will occur but start and end times are very solid • Attendance: This meeting is for NLGA members, staff they choose to register, Partners, and sponsors. IGA Access: A registration in the intergovernmental category is a Daytime pass. NO evening event or event outside the hotel is open to a registrant in the intergovernmental category. • Getting here: Every attendee must make their own travel reservations, air and ground. • Hotel Room: Every attendee had to make their own hotel room reservation by the deadline of 2-26-19, as published at www.nlga.us. • Registration: Every attendee must complete online registration at www.nlga.us. Anyone attending any part of the meeting, meal, bus ride, or event must have a badge; the badge is created by registering. This is strictly enforced for security reasons. Badges will not be made or substituted on site. • There is no reimbursement for travel for this meeting. • Attire: Business Attire. • Food: Buffet meal items are listed so attendees may accommodate their own dietary needs. • Agenda: All events listed in the Eastern Time Zone. Adjust accordingly for your time zone, especially when making travel arrangements. • ADA: NLGA complies with ADA. Let NLGA know asap but before 3-15-19 of needs. • Press: Press must pre-register with NLGA, providing photo ID & credentials at check-in. Then, a Board member for the National Council for Behavioral Health will outline the best practice in sober housing, medication-assisted treatment, and employment of individuals in recovery as certified peer specialists. Gov., Sec of State or Sen. Pres.) is required to send the language to NLGA with a co-sponsor who is a NLGA member of the opposite party by February 26, 2019. Full text of resolutions is posted as available at www.nlga.us, click “Conferences, Federal-State Relations, Resolutions” link. All members are asked to present any question and or desired change to the sponsor in advance of the NLGA meeting. In this committee, only committee members make or second motions or offer amendments. Any required amendment requires a co-sponsor who is a NLGA member of the opposite party. At least one of the two sponsors must be present to handle the resolution in this committee and, if it passes here, one of the two must be present again Friday morning in the NLGA Business session. Resolutions which pass from this committee are heard for final passage on Friday morning by the entire body. While resolutions can be questioned and amended at that time, it the practice and preference of members to field all questions and amendments in advance of the NLGA meeting or, at latest, in this committee hearing. Anthony Brown, Maryland The Madison, (to be invited) Dolley Madison This former NLGA Chair was elected to Congress in 2016 and, a Ballroom veteran, he serves on the House Armed Services Committee, the House Committee of Natural Resources, and the equally- divided House Committee on Ethics. He is an attorney and a retired Colonel in the United States Army Reserve, with a military record spanning more than a quarter century as an aviator and JAG officer. Rep. Brown will discuss workforce as a challenge to country’s defense industry and current issues in D.C. which may impact states. Moderator: Lt.
