  • Fact Sheet: Designation of Election Infrastructure As Critical Infrastructure
Fact Sheet: Designation of Election Infrastructure as Critical Infrastructure Consistent with Presidential Policy Directive (PPD) 21, the Secretary of Homeland Security has established Election Infrastructure as a critical infrastructure subsector within the Government Facilities Sector. Election infrastructure includes a diverse set of assets, systems, and networks critical to the administration of the election process. When we use the term “election infrastrucure,” we mean the key parts of the assets, systems, and networks most critical to the security and resilience of the election process, both physical locations and information and communication technology. Specficially, we mean at least the information, capabilities, physical assets, and technologies which enable the registration and validation of voters; the casting, transmission, tabulation, and reporting of votes; and the certification, auditing, and verification of elections. Components of election infrastructure include, but are not limited to: • Physical locations: o Storage facilities, which may be located on public or private property that may be used to store election and voting system infrastructure before Election Day. o Polling places (including early voting locations), which may be physically located on public or private property, and may face physical and cyber threats to their normal operations on Election Day. o Centralized vote tabulation locations, which are used by some states and localities to process absentee and Election Day voting materials. • Information

    1. Mark your confusion. 2. Show evidence of a close reading. 3. Write a 1+ page reflection. The Times Called Officials in Every State: No Evidence of Voter Fraud The president and his allies have baselessly claimed that rampant voter fraud stole victory from him. Officials contacted by The Times said that there were no irregularities that affected the outcome. Source: Nick Corasanti, Reid J. Epstein and Jim Rutenberg, New York Times, November 12, 2020 PHILADELPHIA — Election officials in dozens of states representing both political parties said that there was no evidence that fraud or other irregularities played a role in the outcome of the presidential race, amounting to a forceful rebuke of President Trump’s portrait of a fraudulent election. Over the last several days, the president, members of his administration, congressional Republicans and right wing allies have put forth the false claim that the election was stolen from Mr. Trump and have refused to accept results that showed Joseph R. Biden Jr. as the winner. But top election officials across the country said in interviews and statements that the process had been a remarkable success despite record turnout and the complications of a dangerous pandemic. “There’s a great human capacity for inventing things that aren’t true about elections,” said Frank LaRose, a Republican who serves as Ohio’s secretary of state. “The conspiracy theories and rumors and all those things run rampant. For some reason, elections breed that type of mythology.” “Kansas did not experience any widespread, systematic issues with voter fraud, intimidation, irregularities or voting problems,” a spokeswoman for Scott Schwab, the Republican secretary of state in Kansas, said in an email Tuesday.

  • Jena M. Griswold Colorado Secretary of State
Jena M. Griswold Colorado Secretary of State July 28, 2020 Senator Mitch McConnell Senator Charles E. Schumer Senator Richard C. Shelby Senator Patrick J. Leahy Senator Roy Blunt Senator Amy Klobuchar Dear Senators: As Secretaries of State of both major political parties who oversee the election systems of our respective states, we write in strong support of additional federal funding to enable the smooth and safe administration of elections in 2020. The stakes are high. And time is short. The COVID-19 pandemic is testing our democracy. A number of states have faced challenges during recent primary elections. Local administrators were sometimes overwhelmed by logistical problems such as huge volumes of last-minute absentee ballot applications, unexpected shortages of poll workers, and difficulty of procuring and distributing supplies. As we anticipate significantly higher voter turnout in the November General Election, we believe those kinds of problems could be even larger. The challenge we face is to ensure that voters and our election workers can safely participate in the election process. While none of us knows what the world will look like on November 3rd, the most responsible posture is to hope for the best and plan for the worst. The plans in each of our states depend on adequate resources. While we are truly grateful for the resources that Congress made available in the CARES Act for election administration, more funding is critical. Current funding levels help to offset, but do not cover, the unexpectedly high costs that state and local governments face in trying to administer safe and secure elections this year.

  • VAWA”) Has Shined a Bright Light on Domestic Violence, Bringing the Issue out of the Shadows and Into the Forefront of Our Efforts to Protect Women and Families
January 11, 2012 Dear Members of Congress, Since its passage in 1994, the Violence Against Women Act (“VAWA”) has shined a bright light on domestic violence, bringing the issue out of the shadows and into the forefront of our efforts to protect women and families. VAWA transformed the response to domestic violence at the local, state and federal level. Its successes have been dramatic, with the annual incidence of domestic violence falling by more than 50 percent1. Even though the advancements made since in 1994 have been significant, a tremendous amount of work remains and we believe it is critical that the Congress reauthorize VAWA. Every day in this country, abusive husbands or partners kill three women, and for every victim killed, there are nine more who narrowly escape that fate2. We see this realized in our home states every day. Earlier this year in Delaware, three children – ages 12, 2 ½ and 1 ½ − watched their mother be beaten to death by her ex-boyfriend on a sidewalk. In Maine last summer, an abusive husband subject to a protective order murdered his wife and two young children before taking his own life. Reauthorizing VAWA will send a clear message that this country does not tolerate violence against women and show Congress’ commitment to reducing domestic violence, protecting women from sexual assault and securing justice for victims. VAWA reauthorization will continue critical support for victim services and target three key areas where data shows we must focus our efforts in order to have the greatest impact: • Domestic violence, dating violence, and sexual assault are most prevalent among young women aged 16-24, with studies showing that youth attitudes are still largely tolerant of violence, and that women abused in adolescence are more likely to be abused again as adults.

  • New Leadership for Hawai'i and Prospects for Policy Change
New Leadership for Hawai‘i and Prospects for Policy Change Todd L. Belt1 University of Hawai‘i at Hilo Colin D. Moore University of Hawai‘i at Mānoa Introduction Hawai‘i’s slow economic recovery continued throughout 2014. Despite the improving eco- nomic news, voters ousted their brash and combative sitting governor Neil Abercrombie in the Democratic primary. The humble, unassuming state Senator David Ige rolled to a general elec- tion victory. The new governor, an electrical engineer by training and a veteran chair of the Sen- ate Ways and Means Committee, looked to bring less in terms of policy change and more in terms of approach to governance. Governor Ige was inaugurated on December 1, 2014, and his biennial budget was released on December 22. The original request reflected a status-quo budget prepared by the outgoing Aber- crombie administration. In late January 2015, Ige’s administration put together an amended budget that slightly increased budgetary requests based on expected revenue increases. Recalling the previous years’ experience of overestimated revenues, the legislature passed a conservative budget largely similar to the governor’s budget request with few alterations or new programs. State of the Economy Through 2015, economic recovery in Hawai‘i remained slow, with GDP growth since 2010 at or a bit below two percent per year (DBEDT 2015a). Unemployment continued its downward trend since its high of 7.1 percent in September of 2009. As of the end of the legislative session in May of 2015, the rate stood at 3.9 percent, still a bit above its historical average during better times (see Figure 1).

Mitchell McConnell Majority Leader Minority Leader United States Senate United States Senate 322 Hart Senate Office Building 317 Russell Senate Office Building Washington, D.C. 20510 Washington, D.C. 20510 The Honorable Richard Durbin The Honorable Charles E. Grassley Chairman Ranking Member Committee on the Judiciary Committee on the Judiciary Washington, D.C. 20510 Washington, D.C. 20510 Dear Senators: The Second Amendment is the cornerstone of the Bill of Rights. It guarantees our natural God-given right to defend our lives, our families, our property, and our freedom. The confirmation of David Chipman to head the Department of Justice’s Bureau of Alcohol, Tobacco, Firearms and Explosives (“ATF”) is an attack on that right and on the millions of law-abiding gun owners across the country. As state Attorneys General, we took an oath to uphold the Constitution of the United States and protect the rights and freedoms of our constituents. These responsibilities force us to stand in opposition to Mr. Chipman’s nomination and in support of our constituents’ rights. Firearms are far beyond a hobby or a passion. They are a part of our national heritage and everyday life for tens of millions of Americans, particularly those of us who live in rural areas. We use them to hunt, protect livestock, and provide peace of mind when law enforcement may be miles away. This is why Mr. Chipman’s past affiliation with anti-gun organizations and his extreme positions on commonly owned firearms is so concerning to us as attorneys general and why he is unfit to be confirmed as head of the ATF.
