This meeting is for NLGA members, staff they choose to register, Partners, and sponsors. o IGA Access: Intergovernmental Attendee ‐ Restrictions Apply ONE registrant from each Cabinet office of the President may attend. This registration is good for day events only ‐ not evening events. o Press: Press must pre‐register & provide photo ID & credentials at check‐in. Press will wear NLGA‐issued badging and work from designated areas. Sessions are open to press UNLESS marked No Media. Meals and off‐site activities are No Media. NLGA may close sessions to press at any time. o Security: State & territorial police are asked to register (comp) & wear NGSA or state pin at all times.  Registration: Every attendee must complete online registration at www.nlga.us. Anyone attending any part of the meeting ‐ a meal, a bus ride, or an event must have a security badge which is created by registering. This is strictly enforced for security. Thru a two‐phase reverse auction, the FCC later this year will begin phase one directing up to $16 billion to census blocks wholly unserved with fixed broadband at speeds of at least 25/3 Mbps. Pres.) is required to send the language to NLGA with a co‐sponsor who is a NLGA member of the opposite party by February 26, 2020. Full text of resolutions is posted as soon as it is available at www.nlga.us, click “Conferences, Federal‐ State Relations, Resolutions” link. All members are asked to present any question and or desired change to the sponsor in advance of the NLGA meeting. All members are asked to attend this meeting. Any member may raise a question but only committee members make or second motions or offer amendments. Any required amendment requires a co‐sponsor who is a NLGA member of the opposite party (Executive Committee Bylaw recommendation to be voted on at the Annual Meeting in July). At least one of the two sponsors must be present to handle the resolution in this committee and, if it passes here, one of the two must be present again Friday morning in the NLGA Business session. Resolutions which pass from this committee are heard for final passage on Friday morning by the entire body. While resolutions can be questioned and amended at that time, it the practice and preference of members to field all questions and amendments in advance of the NLGA meeting or, at the latest, in this committee hearing. MOTION NEEDED: Motion Needed for Motion from NLGA officers: Lt. Governors Nungesser (LA), Hall Long (DE), and Foley (NE): I move that the NLGA meet on St. Thomas in the U.S. Virgin Islands December 1 – 3, 2021, for the NLGA Business Meeting, if the Director, in consultation with NLGA officers, is able to obtain hotel meeting space and hotel sleeping room rates adequate and appropriate to the NLGA Meeting, knowing the 2017 hotel sleeping room rate was to be $235/night. I further move the NLGA immediately transfer $80,000 from the checking account/general fund to a USVI Meeting Fund reserve to cover the meeting expenses of a NLGA‐staff and Executive Committee planned meeting, while directing NLGA staff to perform fundraising to offset meeting expenses as may be possible. We are anxious to fulfill this 2017 NLGA commitment to the territory to host a meeting in St. Thomas as soon as island resources and adequate lodging options were available and aligned with an available NLGA Meeting slot. The 2017 NLGA Meeting was a forced relocation due to hotel closure from the hurricane. The hotels are re‐opening in December of 2020.

This presentation will promote awareness, engagement, and action among public officials on the social determinants of health which include factors like food security, housing, transportation, community environment, and access to emerging technologies. Dolley Madison The United Kingdom (UK) leaves its 47‐year membership in the Ballroom European Union (EU) January 31, 2020. The UK and the US have a special relationship, including that the US is Britain’s largest source of single country FDI and the US is the largest destination for FDI abroad by British firms. A new U.S. trade deal with the U.K. is one of several opportunities our nations will engage in as the UK transitions its position in the world. 1:45 – 2:15 pm NLGA Presentation: The Madison, Biosimilars: How Public Policy Impacts Access & Affordability Dolley Madison A 2018 California Department of Managed Health Care report Ballroom showed while specialty drugs were only 1.6% of all prescription drugs dispensed, they accounted for 52.6% of total annual spending on prescription drugs. Similar findings exist from large employer pharmacy benefit groups to the Congressional Budget Office Medicare and Medicaid report (2015) that brand‐ name specialty drugs accounted for 30% of total net spending (and growing) on prescription drugs in both Medicare Part D and Medicaid, although they accounted for only 1% of all prescriptions dispensed. The speaker will discuss alternatives on the horizon to allow access and affordability for more patients: The Biosimilar Opportunity: A State Breakdown (Pacific Research Institute’s Center for Medical Economics and Innovation, Oct. 2019). CISA is the federal agency responsible to secure elections by partnering with election owners, operators, and stakeholders to secure election infrastructure and the confidentiality, integrity, and availability of the free and fair elections foundational to American democracy. State and local election officials operate and administer elections. You will be briefed on #Protect2020, the effort to engage local election officials in the more than 8,000 election jurisdictions across the country and to assist elections officials’ efforts to identify and plan for potential vulnerabilities ahead of and during the 2020 election season, from infrastructure to foreign interference, particularly information activities (e.g., disinformation, misinformation).  TBD Moderator: Lt.
