WSD Wellington’s Supplementary Despatches v ABSTRACT The second half of the 18th century saw the formation of the first establishments to provide formal training to officers prior to receiving their first commission. The first school, the Royal Military Academy, was formed in 1741 by the Board of Ordnance to train Artillery and Engineer Officers. It was 1800 before the army formed a similar establishment and the building blocks were in place for the creation of the Scientific Soldier. This thesis will look at the formation of the Royal Military Academy and look at the training that officers received with a focus on those officers destined to serve during the Peninsular War. The complementary roles and training of the Royal Military Artificers and the eventual formation of the School of Military Engineering will be described. A thorough review will then be undertaken of the officers in the Royal Engineers, the numbers, their background, the locations they served in and the tasks they carried out. A new review of the sieges during the war will be completed using unpublished material. The other roles undertaken by the Royal Engineers in the Peninsular

ROSE Department of Earth Sciences, Royal Holloway, University of London, Egham, Surrey TW20 0EX, UK *Corresponding author (e-mail: [email protected]) Abstract: The military aspects of hydrogeology can be categorized into five main fields: the use of groundwater to provide a water supply for combatants and to sustain the infrastructure and defence establishments supporting them; the influence of near-surface water as a hazard affecting mobility, tunnelling and the placing and detection of mines; contamination arising from the testing, use and disposal of munitions and hazardous chemicals; training, research and technology transfer; and groundwater use as a potential source of conflict. In both World Wars, US and German forces were able to deploy trained hydrogeologists to address such problems, but the prevailing attitude to applied geology in Britain led to the use of only a few, talented individuals, who gained relevant experience as their military service progressed. Prior to World War II, existing techniques were generally adapted for military use. Significant advances were made in some fields, notably in the use of Norton tube wells (widely known as Abyssinian wells after their successful use in the Abyssinian War of 1867/1868) and in the development of groundwater prospect maps. Since 1945, the need for advice in specific military sectors, including vehicle mobility, explosive threat detection and hydrological forecasting, has resulted in the growth of a group of individuals who can rightly regard themselves as military hydrogeologists.

ISBN# 9781517647308. $12 Considering the pivotal role that the Royal Engineers played in the Peninsular War, there are relatively few memoirs, diaries, and letters published in the past 200 years by them. Mark Thompson, who has written extensively on the Royal Engineers in the Peninsular War, including the definitive book on them: Wellington’s Engineers: Military Engineering in the Peninsular War 1808 - 1814. He also published The Peninsular War Diary of Edmund Mulcaster RE, 1808 - 1810. His latest book is also about the Royal Engineers, but contains the letters of an officer who was in the Royal Corps of Sappers and Miners. This is the only primary source I know of written by an officer who was in that Corps during the Napoleonic Wars. Lancelot Machell was born in 1792 and was a cadet at the Royal Military Academy at Woolwich when the first letter was written. He was commissioned on 21 July 1810 and by 1811 was assigned to Plymouth Dock. While there he was under the command of Captain Charles Pasley, an innovative Royal Engineer, who served as his mentor. In October 1812 he was ordered to the Peninsula. He was killed in action on 25 July 1813 at the siege of San Sebastian. During these years he wrote many letters home describing his daily life, both at school, in garrison, and on campaign. There are several things that makes this book stand out: - The author goes into detail on his studies at the Royal Military Academy in preparation of becoming a Royal Engineer.

    Diletta D’Andrea (University of Messina) Gould Francis Leckie and the ‘insular strategy’ of Great Britain in the Mediterranean, 1800-15 Foreword Once the British government decided to intervene against the French expansion in Europe, Great Britain occupied a series of islands in the Mediterranean. With the possession of Corsica (1794-96), Elba (1796), Malta (from 1800) and the Ionian Islands (1809), as well as with that sort of British protectorate over Sicily which sanctioned the ‘English Decade’ 1806-1815 in the island, Great Britain began to exercise a new political influence and a strong trading power in that crucial area. These insular positions in the Mediterranean became ‘ political workshops ’, where significant political and constitutional experiences were carried out on the model of British institutions, for example through the Constitution of Anglo-Corsican Kingdom in 1794, the Sicilian Constitution in 1812, the British Crown Colony in Malta in 1813, the Constitution of the United States of the Ionian Islands in 1817. The insular strategy, which during the First and Second Coalition (1793- 1802) had brought Great Britain to occupy for brief periods of time Corsica and Elba, and then to keep firmly the possession of Malta, entered into a new perspective in 1805 when the war led by the Third Coalition against Napoleonic France began. In 1806, in fact, British government sent out its army and navy to protect Sicily from a possible French invasion and to help the Bourbons to re-conquer their peninsular dominions. From 1806 to 1815, Sicily proved both a military basis and a commercial post of great value for the British in the Mediterranean.
