On physical audit of construction projects of “Hayastan” All Armenian Fund for 2017

According to the Contract No. DTC 07-17 signed on 2 November 2017, “Norashen” design and tecnologycal cooperative performed the physical verification and control (hereinafter referred to as the “Physical audit”) of the construction projects presented below (hereinafter referred to as the “Construction sites”) implemented by "Hayastan" All-Armenian Fund in 2017. The report (hereinafter referred to as the "Report") on the results achieved is presented below.

During 2017 "Hayastan" All-Armenian Fund (hereinafter referred to as the "Fund") has implemented 61 construction projects (2016: 49 construction projects). In the framework of the physical audit 20 of those projects (hereinafter referred to as the "Project") (2016: 22 projects) were selected to review. The projects selected are 33% (2016: 45%) of all the construction projects implemented by the Fund during 2017. The expenses provided for these projects is 66% (2016: 92%) of the total construction expenses during 2017.

The purpose of the physical audit is to obtain reasonable assurance providing that the implemented construction works comply with approved design-estimation documents that received expertise conclusion and the requirements of the existing construction norms and rules that are in force in the territory of the Republic of Armenia and the Republic of Artsakh, through examination of construction sites and studies of design-estimation, technical and other documentation and specifications thereof.

In the framework of the physical audit we have implemented:  examination of the the design and technical documents related to the construction projects/objects included in the list of the review;  visual inspection of the buildings in the construction territory and of the construction works implemented;  alternative control measures;  checking of the correspondence of the construction works actually done with the examined and approved design/technical documents and with the requirements of the construction norms and rules existing in the territory of the Republic of Armenia and the Republic of Nagorno Karabakh.

The scope of the physical audit does not include:  review of the construction expenses, financial documents, as well as other financial data;  comparison of the expenses, acceptance acts, payment and other financial documents with the actual expenses;  analysis of the construction pricing;  review of the correspondence of the expenses with the normative/legal documents and/or market prices;  review of the purposefullness and the effectiveness of the expenses done.

The physical audit does not include the authoritative and the construction quality technical supervision works, the quantity, dimensional measures, measurements, laboratory and/or tool reviews defined by the law of the Republic of Armenia.

The tasks mentioned in the previous two paragraphs are out of the scope of the following mission, consequently, we have not used any procedures on them, we have not taken any measures, and we do not express opinion on them.

The structure of this Report is as follows: general information on each construction project (site), the description (characteristics) of the construction and description of the construction, reconstruction, capital renovation or reparation works carried out in the scope of the project are presented, followed by statements on observed violations, shortcomings or omissions (if any). Each observation is followed by a recommendation on eliminating the irrelevance, deficiency and/or omission detected. Afterwards recommendations on elimination of the observed shortcomings and omissions are provided. The description of the construction project is summarized in the conclusion

presenting the quality of implemented construction works and their compliance with design- estimation, as well as normative documents of urban development sector. Photos of different segments of construction sites are provided after the description of each construction project.

The quantitative indicators and the financial data in the financial statement are provided by "Hayastan" All-Armenian Fund, they are not checked by us and have informative purpose.

This Report is prepared solely for the Fund, with the purpose of being used in its future activities and all the information contained in this Report may not be used for any other purposes. We disclaim liability for any reliance, by third parties, on information contained in this Report.

The Report was initially prepared in Armenian, afterwards translated into English. In case of differences between the Armenian and English versions, the prevailing version is the Armenian one.

Description of construction works

The individual project of 50-seat kindergarten prepared by “ArchProject” Co. Ltd ordered by "Hayastan" All-Armenian Fund is used for the installation of Aghdzq village kindergarten. The dimensional sizes of the building are 24x19.5m, the total area is 678.0 square meters. The territory provided to the kindergarten has a relief. It is next to Aghdzq village main street. The main entrance is organized by the western front. The 1st floor consists of the group cell for 25 children of 3-5 age group with its bedroom consisting of a play-room, as well as with its dressing-room and bathroom. The 1st floor consists of the kitchen unit, the sink, special places for the clean and dry clothes, an inlet ventilation room, the crew and the economist’s rooms, the guardhouse and the staircase. The 2nd floor consists of the group cell for 25 children of 5-6 age group with its bedroom consisting of a play-room, as well as with its dressing-room and bathroom. The 2nd floor consists of the principal of the kindergarten, the medical isolator, the bodybuilding hall, the computer training room and the gym. The 1st and the 2nd floors have exits to the yard, which serve as outlet exits as well. The structural system of the building is selected from a spatial monolithic reinforced concrete frame, consisting of columns and bikes. The basis of the ribbon monolithic reinforced concrete cross section is 300mm thick. Exterior walls are made of 400mm thick regular tuff stone. The covers are made of prefabricated reinforced concrete slabs. The roof is wooden, with metal cover. The territory of the kindergarten is enclosed with a stone wall, on the opposite side of which there is a metal gutter, a gate and a little door. At the time of the physical audit, the building was under construction.

Observations and recommendations

In the framework of the physical audit we have identified certain observations based on the examination of the design/technical documents presented to us, as well as based on the

examination of the location of construction works implemented in the territory. The observations are presented below:

1. Observation The windows of the 2nd floor hall window are tilted.

Recommendation We recommend fixing the tilted window sills.

2. Observation The windows of the 2nd floor group and bedrooms are low, and the children may easily climb on the window sills.

Recommendation We recommend placing banners from inside.

Conclusion

During the physical audit the construction works were in process. The aforementioned observations and recommendations should be implemented until the end of the construction works.

Except for the mentioned observations identified in the result of the examination of the design/technical documents, as well as based on the examination of the location of construction works implemented in the territory, the construction works are generally realized in compliance with the working plan and the existing construction norms and rules.

Description of construction works

The land for the construction of the gym is located next to Ditavan community school building. The territory has a little inclination. The building of the gym is a two-storey construction. The hall of the gym is one-storey with 6.0m height. The total area of the sports hall is 504.5 square meters. The 1st floor consists of the entrance hall, the gym with 18.0x9.0m sizes playgraound, the sport equipment storage, the trainer's room, the technical room with a separate entrance, the bathroom, the staircase. The 2nd floor consists of antresol, the cloakroom for boys and girls, the showers with bathrooms. The building is realized with monolithic reinforced concrete frame with monolithic reinforced covers, the hall's cover is realized with metal firms. 350mm external walls are self-bearing realized with 200mm thick colourful and uncoloured pumice stone split blocks, 30mm thick thermoplex thermal insulation layer, the internal surface is realized with 100mm thick pumice stone blocks. The external doors are from aluminium, the windows and the internal doors are from metal- plastic. The cover and the ceiling of the hall is realized with coloured roofing sheets with steam insulation and thermal insulation layers, the roof-cover is realized with roofing sheets. The roof of the rest part of the building is covered with zync sheets. The water drainage system of the roof is organized properly. The gym is surrounded by basalt tiles. The territory near the gym is being covered with asphalt.

Observations and recommendations

In the framework of the physical audit we have identified certain observations based on the examination of the design/technical documents presented to us, as well as based on the examination of the location of construction works implemented in the territory. The observations are presented below:

1. Observation The drainage pipe knee located on the backward facing the building is 60-70cm higher than the mold, whereas the norm is 20-30cm high.

Recommendation We recommend lowering the knees mentioned above.

2. Observation According to the norms, to prevent the aqueous cracks each 6-8m of the coverage concrete should be separated by 10-15mm width anti-aqueous station.

Recommendation We recommend realizing 10mm width stations in the cracks through a cutting tool cutting the coverage stone and the concrete layer till 100mm depth. We also recommend filling the stations with a special adhesive sealant material.

3. Observation The surface of the flat roof, on which the rolled material is attached, is very unsmooth, and it does not allow the roller material to fall off the entire surface. As a result, the coating will be damaged, and the expiration date of the cover will be shortened.

Recommendation We recommend realizing 20-30mm thick cement coating layer before rolling the packaging material, which was not anticipated by the plan.

Conclusion

During the physical audit the construction works were in process. The aforementioned observations and recommendations should be implemented until the end of the construction works.

Description of construction works

The greenhouses are located in the residential areas of the villagers. The greenhouses are 6mx16.7m in size, they have a metal reinforcement and are covered with a special polyethylene bag. The total area is 100.2 square meters. Drip irrigation system is installed in the greenhouses.

Observations and recommendations

During the examination of construction works implemented in the territory, no significant defficiencies or ommissions were identified.

Conclusion

During the physical audit the construction works of 24 greenhouses were overall realized, and they were being exploitated.

Description of construction works

The plan of the house is typical and is used in different villages of Artsakh Republic (hereinafter referred to as AR). The plan has been developed based on the planning task in rural areas. The plan is implemented for 8-9-ball seismic activity regions, from -15 °C to -20 °C (winter) and from + 15 °C to + 40 °C (summer) for outdoor external temperatures and 100 kg/m2 normative load of snow.

Project description

The total area of the house is 96.2 square meters. The basement of the house is ribbon, dump- concrete. The walls are made of cubic cut stones. Cover with prefabricated e / b sloping slabs. Partitions are from light concrete. Flooring is realized with wooden and coated tiles. Roof is realized with wooden poles, colored profile tinplate. Interior finishing is implemented with plaster and plasterboard plaster, paint lacquer and waterproofing. Exterior decoration is realized with plasterboard with plasterboard, dyeing with front paint. The water supply is being implemented by joining the existing water supply network. Sewerage is realized by the connection to existing sewer line. Heating is individual. Ventilation is natural. Power supply is carried out by a local electric cable.

Observations and recommendations

The observations are presented below:

1. Observation The plan does not anticipate, and the window keepers are not realized during the construction, which has brought to water and humidity fall on the window sills.

Recommendation We recommend placing the water keepers from the galvanized tin.

Conclusion

During the physical audit the construction works were overall realized, and the building was being exploitated. The mentioned observations and recommendations should be implemented until the end of the warranty term of the construction works. Except for the mentioned observations identified in the result of the examination of the design/technical documents, as well as based on the examination of the location of construction works implemented in the territory, the construction works are generally realized in compliance with the working plan and the existing construction norms and rules.

Description of construction works

The building is a two-storey building with sizes 18.0x10.8m and one-storey building with sizes 18.0x12.0m, the total area 502.0 square meters. Taking into account the seismic requirements, the structural scheme of the assembly house is realized with “cubic” stone bearing walls, monolithic kernel-columns, frames and seismic border-beams. The constructive scheme of the hall has monolithic framed foundation. The bases are ribbon with ratchel concrete strengthened with monolithic fundamental frame or border. The covers are realized from congregating monolithic tiles and metal firms. The roof is covered with wooden tiling, the cover is of coloured metal tiles. The walls are realized with “cubic” stone, which are connected with the pillar-kernels with a reinforcing network with 600mm reinforcements, and with hall pillars with 600mm foam/plastic and metal corners. The coverage of the interior design is plastered, the bathrooms are realized with cement-gravel pebbly. The walls are coloured with latex. The walls of the bathrooms are covered with ceramic tiles. The cover of the floors in the staircases and platforms, as well as the corridor halls of the building are from polished marble tiles. The floor of the hall is from granite tiles, the floor in the administrative rooms is from parquet. The doors and windows of the assembly house are from metal-base laminate. The external anchored part of the building is covered with 0.00-digit polished marble tiles. The external coverage of the walls is realized with cement-gravel pebbly coloured with fence colour. The territory has a stone fence, on which metal banisters are placed. The territory next to the building is covered with asphalt. The building is covered with basalt tiles, the side-stones are from basalt.

Observations and recommendations

1. Observation In the basement, the front of the roof window is parched, which makes it difficult to approach the window.

Recommendation We recommend removing the seagrass from that part, ensuring the approach to the window.

2. Observation The roof inserts of wooden elements are not carried out according to the design, there are no metal cufflinks designed to connect the elements.

Recommendation We recommend placing the missing metal cufflinks. We also recommend redeveloping the raw parts of the wooden elements with a fire-fighting solution.

3. Observation The design of the lumen and clamp junction is incomplete, there is a lack of porcelain steel wire fixation with the hole.

Recommendation We recommend fastening the pulp with a hinged steel wire.

4. Observation The thickness of the insulation layer on the roof of the attic is 50 mm, which is insufficient for providing insulation. In the climatic zone, the thickness of the insulating layer must be at least 150 mm.

Recommendation We recommend adding the slag layer by thickening it up to 150 mm.

5. Observation In some windows the inner window frames are made of the window frame, however, the slope needs to be in the opposite direction.

Recommendation We recommend trimming the above-mentioned window sills.

Conclusion

During the physical audit the construction works were in process.

The aforementioned observations and recommendations should be implemented until the end of the construction works.

Description of construction works

The building is a two-storey building with sizes 18,0x10,8m and one-storey building with sizes 24,0x12,0m, the total area is 566.4 square meters. Taking into account the seismic requirements, the structural scheme of the assembly house is realized with “cubic” stone bearing walls, monolithic kernel-columns, frames and seismic border-beams. The constructive scheme of the hall has monolithic framed foundation. The bases are ribbon with ratchel concrete strengthened with monolithic fundamental frame or border. The covers are realized from congregating monolithic tiles and metal firms. The roof is covered with wooden tiling, the cover is of coloured metal tiles. The walls are realized with “cubic” stone, which are connected with the pillar-kernels with a reinforcing network with 600mm reinforcements, and with hall pillars with 600mm foam/plastic and metal corners. The coverage of the interior design is plastered, the bathrooms are realized with cement-gravel pebbly. The walls are coloured with latex. The walls of the bathrooms are covered with ceramic tiles. The cover of the floors in the staircases and platforms, as well as the corridor halls of the building are from polished marble tiles. 1. Observation After having installed the windows and the doors they should be closed with a polyethylene bag thus protecting them from damage and contamination with finishing materials.

Recommendation We recommend covering the windows and the doors installed with a polyethylene bag before starting the finishing works.

Conclusion

During the physical audit the construction works were in process.

Description of construction works

The project was implemented on the basis of the task given by the Ministry of Urban Development. The assembly house is an existing building, in rectangular shape, with an external size of 13.0x34.5m, the total area is 411.7 square meters. The floor height is 4m. The building was damaged during the four-day war in April. The plan envisages strengthening the grounds. The cover is made of metal farms using the existing farms, building new ones. The roof is tiled with metal tile. According to the plan, the following rooms are provided: entrance hall, ceremony hall, bathrooms, warehouse, kitchen, stage, wardrobe. The doors, windows and the stained glass are metal-plastic. The floors are made of metlax, and on the stage and in the dressing room-of parquet. Ceilings are suspended from plasterboard and PVC.

Observations and recommendations

1. Observation There are no barriers under some doors of the building, as well as on the floor. As a result, the door opens in full swing.

Recommendation We recommend installing barriers.

2. Observation The building does not have a roof elevation.

Recommendation We recommend realizing and installing a fire-prevention metal grade attached to an external wall.

3. Observation Certain windows have about 5-10mm cracks between the windows and window-sills, in which water, melted snow and insects can easily penetrate.

Recommendation We recommend pouring the cracks with water-resistant coating material.

4. Observation The drainage knees on the drainage pipes located on the facades of the building are 90cm above the mud, whereas the normally they should be 20-30cm high.

Recommendation We recommend lowering the knees mentioned above.

5. Observation To avoid the abrasive cracks on the tailingsaround the premises, each section of the corrugated and facing tile must be separated by a 10-15mm width.

Recommendation We recommend using a cutting tool to realize 10mm wide sections cutting the cover layer and the concrete layer to a 100mm depth. We also recommend filling the containers with a viscious hermetic material.

6. Observation The door to the wardrobe touches the bottom of the trunk placed on the bench.

Recommendation We recommend putting barriers under the door.

Conclusion

During the physical audit the construction works were in process. The aforementioned observations and recommendations should be implemented until the end of the construction works. Except for the mentioned observations identified in the result of the examination of the design/technical documents, as well as based on the examination of the location of construction works implemented in the territory, the construction works are generally realized in compliance with the working plan and the existing construction norms and rules.

Description of construction works

The building of the village administration consists of two buildings: 12.1x11.95m and 19.65x12.4m in key dimensions, the total area is 405.8 square meters.The first building was dismantled because of insufficient capacity. The second building is two-storied, with thickness of walls of 500mm. The structure is implemented with regular cut limestone and rubble. The foundations are from rubble concrete. The interconnecting roofs are made with prefabricated reinforced concrete plates. The roof is made of metal, on wooden joist and is partly collapsed. During the construction, reinforcement of foundations and walls, reinforcement of roofings was carried out, as well as the second floor roofing was covered with monolith reinforced concrete. A 400mm thick wall of regular cut limestone was implemented between the building’s outside walls. The windows are plastic steel ones. The outside doors are made of aluminum. The internal doors are made of MDF and alluminium. Floor coverings are made of marble tiles, sea shell tiles, and floorboard. The walls are plastered with plaster, cement sandy plaster and decorated with paint and large slabs. The exterior walls are decorated with frontal paint on a high quality cement plasterboard. The anchor part is covered with marble plates. The windows are framed with polished marble plates.

Observations and recommendations

In the scopes of the physical audit and as a result of the study of design and technical documentation, as well as as a result of the examination of buidling construction works we reported some observations, which are presented below:

1. Observation The upper part of the staircase window is at the level of the staircase, making it possible to hit with the foot.

Recommendation To place window bars in front of the window.

2. Observation Exterior window sills are installed above the interior ones, it should be the opposite.

Recommendation Dismantle and install outside window sills below the interior ones.

3. Observation In some windowsills and window frames from stone there were gaps left of nearly 5-10 mm , where atmospheric water, melted snow and insects could easily penetrate.

Recommendation We recommend filling the gaps with waterproof liquid material.

4. Observation The joints of wooden elements of the roof are not carried out according to the design, there are no metal hinges provided in the design and designed to connect the elements.

Recommendation We recommend installing the absent metal hinges. To work the raw parts of the wooden elements with a fire fighting solution.

Conclusion

During the physical audit the construction works were in process.

The aforementioned observations and recommendations should be implemented until the end of the construction works.

Description of construction works

The village of Ukhtasar is designed for 80 pupils. This is a one storey building with a semi- basement floor with a size of 22.0x18.4m, the total area is 736.9 square meters. According to the project, in addition to the school building, a boiler-house, a sports ground, a ventilating fan and a septic pit will be placed. The area will be surrounded by metal mesh. The following rooms will be located on the first floor of the school -ten classrooms, -teacher’s room, -pupil’s water closet, -staff’s watercloset, -closet, -staircase, -entrance hall, -corridors։

The following rooms will be located on the ground floor of the school -art classroom, -medical room, - military classroom with a military warehouse, - workshops for boys and girls, -gym, -wardrobes, -electroboats, -corridors

The walls are made with 190x190x390 mm stones, partitions with pumice blocks. The covers are made of reinforced concrete sloting plates. Exterior doors and stained glass windows are made of aluminum profiles; windows and interior doors are made of metal-plastic. The roof base if wooden, the covering is made of colored metal tile.

Anchor section of the building will be covered with marble tiles up to 0.00 points. The windows are covered with polished marble plates. The rest of the walls are decorated with clay plaster, decorated with plaster and front paint. The exterior stairs will be carried out wit rubble covered with polished marble tiles. The interior walls are decorated with plaster and ready for painting. The water closets are covered with ceramic tiles. Floor coverings are from wooden parquet and coated tiles. The heating system, electricity supply and lighting, water supply and sewerage system will be implemented in the building. It should be noted that the design documents are made in a foreign language, in Russian.

Observations and recommendations

1. Observation After installing the windows and doors they should be covered with a polyethylene, thus protecting them from damage and contamination from finishing materials.

Recommendation Before starting the finishing works wrap the installed windows and doors with polyethylene.

2. Observation The crack of the installed window frames and exterior hinges should be closed with the entire circumference with a hermetic material, whereas the above mentioned cracks were closed partially.

Recommendation To urge the constructor to close the holes in the window frames and exterior hinges before making the plaster.

Conclusion

During the physical audit the construction works were in process. The aforementioned observations and recommendations should be implemented until the end of the construction works.

The football field design envisages. - 20.0x40.0m football field, the total area is 800.0 square meters. - auxiliary building where wardrobes, toilets and showers are installed, - seats, - retaining wall, - fence, - external illumination.

The football field has asphalt cover. The basis of the auxiliary building is provisioned from ribbon-shaped, rubble concrete, the walls from regular limestones, the reinforcement from monolithic reinforced concrete; the roof- with wooden constructions and profiled tile coating; the doors and windows –from metal plastic; external finishing of walls – from decorative plaster, while the anchor section will be covered with marble plates. The foundations of the seating are made of rubble concrete. Benches – from plastics. The fence is made of metal profiles and metal chains. The retaining wall under the fence, the basis of the retaining wall is implemented with rubble concrete. The retaining wall is covered with marble tiles. The total area of the object is 1,220.0 square meters.

Observations and recommendations

During the physical audit as a result of visual examination of construction works, as well as the design and technical documentation provided to us, we implemented certain observations, which are presented below.

1. Observation Anchor segments of the back and side fronts of the ausxiliary structure are not covered with marble tiles, like other facades.

The kindergarden is envisaged for 100 children. The building is two-storey, with an external size of 22.4x18.8m, the total area is 715.5 square meters. In addition to the kindergarten's premises, a boiler house, a children's playground is installed. The area is surrounded by retaining walls and metal fence. The following facilities are located in the kindergarten structure: - Four group rooms (each for 25 children), with their bedrooms and canteens, - kitchen, - laundry house, - medical room, - Administration rooms.

The foundations of the structure are ribbon, made of pumping concrete. The walls are 190x190x390mm stones, partitions, pumice blocks. The covers are made of reinforced concrete sloting plates. Exterior doors and stained glass windows are aluminum profiles; windows and interior doors are from metal plastic. The roof base if wooden, the covering is made of colored metal tile. Anchor section of the building up to point 0.00 is covered with rough surface marble tiles. The windows are covered with polished marble plates. The rest of the walls are decorated with sand cement plaster, designed with putty and are ready for facade paint. The exterior stairs are carried out with rubble, covered with polished marble tiles. The external staircase is metal. The inside walls are decorated with plaster and ready for painting. The walls of bathroom and laundry room are covered with ceramic tiles. Floor coverings are from wooden parquet and ceramic tiles. The heating system, electricity supply and lighting, water supply and sewerage system will be implemented in the building. It should be noted that the design documents are made in a foreign language, in Russian.

Observations and recommendations

1. Observation Some of the internal doors of the building are hitting the walls while opening.

Recommendation Install stoppers under the doors.

2. Observation The ventilation holes should be lifted beyond the roof, in fact, they end up in the attic. In this case, work of the ventilation system is suspected.

Recommendation To bring the ventilation holes beyond the roof.

Conclusion

On the day of physical audit the construction works of the building were completed, the latter was exploited.

The above mentioned observations and recommendations should be implemented before the end of the warranty period of construction.

Except for the above-mentioned observations found out as a result of visual examination and the study of design and technical documentation construction works were implemented in accordance with the approved work plan and meet the requirements of existing construction norms.

Description of construction works

The design of this part of Vardenis-Martakert highway is realized according to the project order of "Hayastan" All Armenian Fund. In this section, the pit repair works of the asphalt-concrete cover of the highway, as well as the relocation of about 514m highway road to the extraction and motorway rehabilitation were carried out.

The main volume of works carried out for the restoration of the collapsed section of the road is as follows: - drifting section of the highway, 514m, - land works, transporting at a distance of 3km from the ground, 2,205m3, - soil poster smoothing, sandstone layer h = 10cm, 5,824m2, - filling the bush, 460m3, - asphalting of dripping part, 3,600m2.

The main volumes of road repair works are as follows: - two-layer asphalt concrete layer up to 10cm thick, 1,400m2, - single layer asphalt concrete layer up to 7 cm thick, 2,500m2, - two-layer asphalt concrete layer up to 5cm thick, 1,700m2.

The norms of the highway are technical parameters. - estimated speed - 40 km/h; - the width of the earth poster, 10m, - the width of the carriageway is 7m, - width of the lugs: 0.9-1.5m; - minimal radius of horizontal curves: 20-30m, - road cover, asphalt concrete.

The road coating structure was implemented by the following layers: - sandstone layer, h = 10cm, - crushed stone, H = 16 cm, bitumen spreading, 4.12t/1,000m2, - spherical a/b, h = 6cm, - fine particle a/b, h = 4cm.

For the purpose of road traffic organization and security, the following activities have been carried out in this section of the road: - road signs, - installation of metal barriers, - implementation of concrete prefabricated paraphernalia; - installation of signaling columns; - traffic sign marking.

Observations and recommendations

Conclusion

During the physical audit road construction works were in process.

The comments made during our visit last year were taken into consideration and the deficiencies identified were corrected by the construction organization.

As a result of visual examination and the study of design and technical documentation, we could mention that construction works were implemented in accordance with the approved work plan and meet the requirements of existing construction norms.

Description of construction works

The design of this part of Vardenis-Martakert highway is realized according to the project order of "Hayastan" All Armenian Fund. The project is prepared according to RACP 9th-11.05.02-99 normative documents and typical projects. According to the order, the part of the road is of the IVth technical type. The surface of the existing road was previously ground. The minimal radius of the horizontal curves is 20-30m, the lengthwise curvature - 90%.

During the designing process the following technical normative acts were adopted: - The calculated speed of the movement -40 km/h - Land cover width – 10.0m - Carriageway width – 7.0m, - Pillar width – 1.5m , - The smallest radius of horizontal curves- 20-30m, - Minimum snake-scroll radius- 10մ, - Maximum longitudinal slope – 90%, - The roadbed is from asphalt concrete

The roadbed structure was implemented with the following layers: - Gravel layer hmid=10cm, - Sorted pebble h=20cm with bitumen distribution 4.12 t/1000 sq.m, - The inner layer with hot spongy large asphalt concrete h = 6cm - The upper layer with hot spongy small asphalt concrete h = 4cm.

New water removal pipes are anticipated to be built on this part of the road and the already existing water removal pipes should be repaired.

During 2017 In order to ensure road traffic organization and security, the following activities have been carried out in this section of the road: - Installation of road signs - Installation of metal barriers, - Implementation of concrete prefabricated paraphernalia - Signal reinforced concrete columns - Road lining

Observations and recommendations

Conclusion

At the time of the physical audit, the construction works were completed on the road, the road was commissioned.

Description of construction works

The work project of the construction works of this section of Vardenis-Martakert highway is designed according to the project order of "Hayastan" All Armenian Fund. The project was realized according to the normative documents and typical projects of RACP – 9th 11.05.02-99. According to the given order, the road is of the 4th technical type. The existing road previously has a ground cover. The minimum radiuses of horizontal curves are 20-30 meter, the maximum longitudinal deviation is 90%. The technical normatives accepted during the designing process are:  The calculated speed - 40km/h  Land cover width - 10m  Carriageway width - 7m  Pillar width - 1,5m  The smallest radius of horizontal curve – 20-30m  Minimum snake-scroll radius - 10m  Maximum lengthwise curvature - 90%  The roadbed is from asphalt concrete.

The structure of the roadbed is implemented with the following layers:  Gravel layer h= 10cm  Sorted pebble h=20cm with bitumen distribution 4,12 t/1000 sq.m  Large asphalt concrete h=6cm  Small asphalt concrete h=4cm New water removal pipes are installed on this part of the road and already existing water removal pipes are repaired.

During 2017 for the traffic security organization the following construction works are implemented on this part of the road:  road signs,  metal barriers  precast concrete parapets  signal reinforced columns,  road lining

Observations and recommendations

Conclusion

On the time of implementation of physical audit the construction works were completed and the road was exploited. There was a construction maintenance journal with respective notes and comments. Technical inspection acts on construction works completed and the laboratory testing results on road cover samples were in hand. Our previous year observations were taken into account and the detected omissions were corrected by the organization. As a result of visual examination and the study of design and technical documentation, the construction works were mainly implemented in accordance with the approved work plan and meet the requirements of existing construction norms.

Description of construction works

8.47 km part of the 5th section of Sotq-Qarvajar crossroad of Vardenis-Martakert highway passes through Shahumyan region administrative area of the Republic of Artsakh. According to the given order, the road under design is of the 4th technical type. The project was realized according to the normative documents and typical projects of RACP – 9th 11.05.02-99. The technical parameters accepted according to the 4th technical type during the designing process are:  Land cover width – 10.0m  Carriageway width – 7.0m  Pillar width – 1.5m  Maximum lengthwise curvature - 90%  The smallest radius of horizontal curve – 55.0m  The roadbed is from asphalt concrete.

The roadbed has the following construction:  Gravel layer hmid=12cm,  Sorted pebble h=20cm with bitumen distribution 4.12 t/1000 sq.m,  Hot spongy large asphalt concrete h = 6cm,  Hot spongy small asphalt concrete h = 4cm:

 Road signs,  Road lining The road near Qarvajar canyon passes very close to the river. For that reason an abutment was built on the right road. Additionally metal culvert was built, the construction of its two headquarters was not yet completed. The manufacture of an asphalt concrete was built on such an area of the road, so as the hot asphalt concrete would reach to the respective temperature as defined by construction norms, as the quality of the road depends on it. Within the scope of physical audit, on the day of our visit the construction works were completed and the road was exploited.

Observations and recommendations

On the time of implementation of physical audit the construction works were completed and the road was exploited. There was a construction maintenance journal with respective notes and comments. Technical inspection acts on construction works completed and the laboratory testing results on road cover samples were in hand. Description of construction works

The work project of the construction works of the 3rd section of Vardenis-Sotq-Qarvajar crossroad of Vardenis-Martakert highway is designed according to the project order of "Hayastan" All Armenian Fund. The 3rd part is P/P221+00-P/P321+00 part. The newly-built road is passing along the administrative area of Shahumyan region of the Republic of Artsakh. The existing road previously has a ground cover. The minimum radiuses of horizontal curves are 20-30 meter, the maximum longitudinal deviation is 95%. According to the given order, the road is of the 4th technical type and has the following normative parameters:  The calculated speed - 40km/h  Land cover width - 10m  Carriageway width - 7m  Pillar width - 1,5m  The smallest radius of horizontal curve - 55m  Minimum snake-scroll radius - 10m  The roadbed is from asphalt concrete.  Maximum lengthwise curvature - 90%

The structure of the roadbed is anticipated to implement in the following way:  Gravel layer h= 10cm  Sorted pebble h=20cm with bitumen distribution 4,12 t/1000 sq.m  Large asphalt concrete h=6cm  Small asphalt concrete h=4cm

Five new water removal pipes are installed on this part of the road and three already existing water removal pipes were repaired.

The following is also done for the traffic security:  Road signs  Barriers  Signal columns  Road lining

This part differs from others with a great number of serpentines and bends. It has a complex geological structure of ground cover and the existence of groundwater, which complicates the implementation of construction works. As a result, slides and collapses constantly occur on the road. By this reason, due to the Foundation’s order a number of measures aimed at eliminating the negative consequences were developed by the project organization, particularly: - it was proposed to transfer the axis of the road to the extraction side from all dangerous areas if it is possible. - according to the plan developed by the project organization as an additional measure to prevent landslides, abutment and gabion was built on the side of the road padding. - according to another plan developed by the project organization drainage systems were implemented in five sections of the road with an average depth of 2.5-3.5m. Drainage systems were implemented in accordance with the working projects submitted. - on one part the project organization offered to restore the collapsed area with rocky grounds. Relevant working projects have been submitted. Restoration works have been implemented.

While comparing the observations made during our last and previous visits, we recorded that the ground movements, slopes and collapses had been stopped on this part of the road. Drainage systems were operating normally, and the abutments and gabiones had no movement.

Observations and recommendations

During our visit in the scope of the physical audit as a result of visual examination of construction works, as well as the design and technical documentation provided to us, we did not notice any significant omissions and shortcomings. Nevertheless, it should be noted that, since this part of the road section has a complex geologic structure of ground and abundant groundwater, it is necessary to keep this whole section under strict monitoring. In case of ground movements, slopes and collapses, it will be necessary to perform additional thorough geological and hydrological studies, by finding out the depth of sliding ground, the level of underground water and the reasons of these collapses occur.

Description of construction works

The designing works of the construction of 9.8 km part of the 2nd section of the crossroad from Qarvajar to Chareqtar of Vardenis-Martakert highway are realized according to the project order of "Hayastan" All Armenian Fund. The highway begins from Qarvajar crossroad of Vardenis-Martakert highway and ends at Chareqtar village. The newly-built road is passing along the administrative area of Shahumyan region of the Republic of Artsakh. The newly-built road is of the 4th technical type. Its project is prepared according to RACP IVth- 11.05.02-99 normative documents and typical projects.

During the designing process the following technical normative acts were adopted:  The calculated speed of the movement - 40km/h  Land cover width - 10m  Carriageway width - 7m  Pillar width – 2x1.5m  Lengthwise curvature - 90%  The smallest radius of horizontal curves - 55m  The roadbed is from asphalt concrete.

Water removal system improvement was implemented by the project, bus stops were placed in those places where people live. In some places high-voltage electrical wires should be replaced, since they are very close to the carriageway.

The road with its full length is passing along the left bank of the river Tartar. The right side of the road is flooded by the river. The bridge located in P/P 62+48.25 was reconstructed in a way to preserve its ancient architectural style. For traffic security metal barriers, monolithic concrete signal columns, road signs and road lining are implemented by the project.

On the time of implementation of physical audit the construction works were completed and the road was exploited. There was a construction maintenance journal with respective notes and comments. Technical inspection acts on construction works completed and the laboratory testing results on road cover samples are in hand. Our previous year observations were taken into account and the detected omissions were corrected by the organization. As a result of visual examination and the study of design and technical documentation we could mention, that construction works were implemented in accordance with the approved work plan and meet the requirements of existing construction norms.

Description of construction works

The designing works of the construction of 12.6 km part of the 1st section of the crossroad from Qarvajar to Chareqtar of Vardenis-Martakert highway are realized according to the project order of "Hayastan" All Armenian Fund. The newly-built highway is the 1st part of 24.0 km Qarvajar crossroad - Chareqtar section. The road is passing along the administrative area of Shahumyan region of the Republic of Artsakh . The newly-built road is of the 4th technical type. Its project is prepared according to RACP 9th- 11.05.02-99 normative documents and typical projects. During the designing process the following technical parameters were adopted:  The calculated speed of the movement - 40km/h  Land cover width - 10m  Carriageway width - 7m  Pillar width – 1.5m  Lengthwise curvature - 90%  The smallest radius of horizontal curves - 55m  The roadbed is from asphalt concrete. The road is from reinforced asphalt concrete cover.

Rock removal and coast protection measures were implemented for excluding water floods on the roads. In some areas of the road the riverbed was changed to another direction so as to protect the road charge slopes from water flow. Water removal system improvements were also implemented. For traffic security sidewalks and bus stops were placed in those places of the

highway, where people live. In some areas high-voltage power poles were replaced, which are very close to the road. Protective abutments were placed for the rock removal.There are 5 bridges on the highway with different openings, which have been completely renovated. During 2017 metal barriers, monolithic concrete signal columns, road signs and road lining were implemented.

Observations and recommendations

During the physical audit as a result of visual examination of construction works, as well as the design and technical documentation provided to us, we did not notice any significant omissions and shortcomings.

Description of construction works

The design of 4.8km part of Alishan - Sarsang of Vardenis-Martakert highway of the Republic of Artsakh is realized according to the project order of "Hayastan" All Armenian Fund. The design works are realized by "Dorproject" Co. Ltd.

The newly-built road is passing along Martakert region of the Republic of Artsakh, and is a part of Vardenis-Martakert highway, as well as a part of "North-South" freeway, the construction of which is of great importane for the development of the whole territory. According to the order, the newly- built road is of the 4th technical type. Its project is prepared according to RACP 4th-11.05.02-99 normative documents and typical projects.

During the designing process the following technical normative acts were adopted:  Land cover width - 10m,  Carriageway width - 7m,  Pillar width – 0.6 – 1.5m,  The roadbed is from asphalt concrete,  The largest lengthwise curvature - 90%,  The smallest radius of horizontal curves - 55m,

The following construction works are implemented for the road cover recovery:  Gravel layer - 10cm  Road metal basis=16cm with bitumen distribution 4,12 t/1000 sq.m,  Large asphalt concrete - 6cm,  Small asphalt concrete - 4cm:

Repair of abutments, placement of 10 kw pillar and replacement of a connection wire are implemented. The following measures are implemented for the road traffic and security organization:  placement of road signs,  carriageway lining,  placement of metal barriers,  placement of signal pillars.

Precast concrete parapets are installed along the deep canyons and high padding instead of metal barriers, which was coordinated with the client and the designing organization.
