A general description of the river basin or subbasin, as appropriate, in which the proposed project is located, including information on: (A) The area of the river basin or subbasin and length of stream reaches therein; (B) Major land and water uses in the project area; (C) All dams and diversion structures in the basin or sub-basin, regardless of function; and (D) Tributary rivers and streams, the resources of which are or may be affected by project operations.” 18 CFR §5.6(d)(3)(xiii) As discussed in Section 1, Introduction, and as shown in Figure 1-1, the Project is located in Nance and Platte counties, Nebraska. The Project begins at the Headworks, which are located approximately 34 miles upstream of the confluence of the Loup and Platte rivers, where a portion of the Loup River flow is diverted into the 35-mile-long Loup Power Canal. The Loup Power Canal discharges to the Lower Platte River at a point approximately 2 miles downstream of the confluence of the Loup and Platte rivers. The Lower Platte River is defined as the reach between the confluence of the Loup and Platte rivers and the confluence of the Platte and Missouri rivers. The Project is located in the Loup River Basin, which is part of the larger Platte River Basin (see Figure 3-1). Information about the Loup River Basin and the vicinity of the Project, which is only a portion of the Loup River Basin, is provided below.

JOHNSGARD THEREis an area in eastern Nebraska where the Platte River, after flowing northeastwardly from the vicinity of Kearney for nearly 150 miles, enters the glacial drift bordering the Missouri Valley and turns directly east. Over its eastward course of about 50 miles, the river forms a shallow and wide sandy channel that is bound- ed to the south by forested bluffs and to the north by a wide wooded floodplain. One of these glacially shaped and loess-capped bluffs was known historically to the resident Pawnee tribe as Pahaku (usually but incorrect- ly speiied as Pahuk) Hill. This Pawnee word may be roughly translated as "mound on or over water," or "headTand." The bluff is one of five natural sites (four of them along the Platte River) in the historic range of the Pawnees that were considered sacred to them, and it is the only remaining location that is still virtually biolog- ically intact.

Some of my earliest and strongest memories in life are about the Platte River along the northern edge of Hamilton County. I remember seeing goldfish, a form of glorified carp, in a sandpit near what is locally called Marquette Park. I drank right out of the river on a hunting trip with my father, and sneaked a first horrible taste of a beer at a river cookout and trail ride. Prior to becoming a swimmer, I remember falling headlong into the water off of the bank of Hord Lake sandpit near Central City. On most weekends - often both days - in the summers before 1963 learned there to respect the treachery of sandpit swimming, how to spin cast for largemouth bass, and some basic sail boating and canoeing skills in the boats I helped build in our basement. I definitely got more thrills than I bargained for ate age eight or nine when a violent May squall suddenly tipped our sailboat enough to take in about five gallons of water. Page 1 Sheet1 A family weekend at Hord Lake, a popular public sandpit. When I was a fifth grader, in 1963, the folks were able to buy a cabin at a sparsely developed sandpit lake north of Hordville.
