Administrative Fire Captain Exempt, Full-Time

Job Summary: Under general supervision of the , manages all training programs, conducts equipment evaluation and purchases, and other capacities at the direction of the Fire Chief. The Administrative Fire Captain may serve as the Incident Commander for major emergency events occurring while on shift; coordinates all shift training activities and any other special functions; may assume the role of Fire Chief in the latter's absence.

Essential Functions & Job Responsibilities: The duties listed below are intended only as illustrations of the various types of work that may be performed. Performs all essential functions of the Fire Captain including: Assists in all aspects of fire fighting operations; Operates apparatus, other emergency equipment and administers medical aid; answers general questions from the public; plans, organizes and directs the functioning of specialty areas within the Fire Department; enforces Fire Department rules and regulations; performs a wide variety of general staff work as assigned; prepares reports, processes forms and makes recommendations and other required administrative procedures for assigned station and/or company; supervises investigation cause and origin at a fire scene; studies and applies principles of fire hazard identifications and fire fighting techniques; participates in drills and exercises and conducts same; performs fire inspection and prevention duties; supervises shift and crew during all trainings; develops, supervises and/or administers training in fire fighting tactics, chemistry, rescue, safety and related areas;

Performs the following expanded duties beyond those required of a Fire Captain: coordinates special projects which involve members of their assigned shift and insure coordination with other shifts as required; develops and coordinates monthly activity schedules and reviews such with Fire Chief; assumes coordination role of purchasing supplies for department; performs related duties as assigned.

As Training Officer: schedules and chairs annual Training Division Meeting to include establishing training goals and objectives; prioritizes, formulates and publishes an Annual Training Agenda for all officers and members; develops training budget and composes various departmental reports relative to training functions; prepares, conducts, assigns and evaluates in-service training classes and drills to include training exercises on public or private property; develops, revises and evaluates department company performance standards; attends and schedules personnel to attend local and state training classes; develops and maintains the department training manual; supervises all training classes and functions.

As Administrative Captain: performs research, develops and recommends policies and procedures for existing and newly developed programs; reviews existing policies and procedures and make necessary recommendations; acts as liaison with the Nashville Office of Emergency Management and Sumner County Emergency Management; acts as liaison with the Police Department to provide training for fire dispatch; be assigned as the departmental safety officer; reviews accident reports; may respond to incidents at the request of the Incident Commander; may function as the Incident Safety Officer or other member of the Command Staff; coordinates the Community Emergency Response Team training; supervises and administers the Paid On Call program; responsible for researching grant opportunities.

Required Knowledge & Abilities: To perform this job successfully, an individual must be able to perform each essential job function satisfactorily.

Knowledge / Education: Principles, practices and procedures of modern fire suppression, prevention, management and equipment, and the ability to apply the knowledge to and fire prevention situations; emergency/medical aid procedures and techniques, the geography of the City and of major fire hazards and water supply systems; building materials and construction and the principles of combustion; local, state and national codes, ordinances and laws relating to fire prevention; principles and supervision, management and training; rules, regulations and procedures of the Fire Department; principles of administration, including personnel, budgeting/purchasing and goal development and implementation; current Incident Command System and implementation measures within it; operation and maintenance of apparatus utilized in modern operations; fire investigation methods, practices and procedures; first aid and emergency medical practices.

Ability to: Lead personnel effectively and maintain discipline; organize, implement and supervise departmental goals and coordinate training on an assigned shift; interpret, explain and apply fire prevention laws and departmental rules and regulations; represent the Department in public forums; establish and maintain cooperative relationships with those contacted during course of work.

This position is considered safety sensitive and is subject to the City’s drug and alcohol random testing policy.

Training & Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduating from a high school diploma or GED; knowledge of management skills and applicable national, state and local laws pertaining to employees; knowledge of instructor methodologies; ability to speak in public and in front of large groups; State of Tennessee certified FF II; Fire Apparatus Operator Certification by the State of Tennessee; EMT by the State of Tennessee; Fire Instructor I by the State of Tennessee; CPR Instructor by the American Heart Association; possession of a valid Tennessee Driver’s license and maintenance of the same as a condition of continued employment.

Physical Demands: While performing the duties of this job, the employee is frequently required to use hands to handle, feel or operate objects, tools or controls; and reach with hands and arms; climb or balance, stoop, kneel, crouch or crawl, walk, sit and talk or hear. The employee must regularly lift and or move equipment and/or persons weighing up to 150 pounds. Vision abilities include close vision, color vision, and the ability to adjust focus.
