In August of 1979, the U.S. Fire Administration (USFA) convened a “Women in the Fire Service” seminar in College Park, Maryland. This seminar brought together a group of fire service leaders and others to discuss the relatively new phenomenon of women -- perhaps 300 nationwide -- employed as firefighters. Today, women in firefighting positions have increased to approximately 3,000. As a result of the symposium, the USFA in 1980 published a document called The Role of Women in the Fire Service. The publication summarized the issues discussed at the seminar, presented the participants’ recommendations and personal insights into many aspects of women’s work in the fire service, and described existing initiatives and resources in the area. -

This guide also contains information from sources such as U.S. Navy Diving Manual, National Association of Search and Rescue, California Department Fish and Game Diving Safety Manual, and the National Fire Protection Association, NFPA 1670—Standard on Operations and Technical Search and Rescue. Through an existing alliance established between the N.C. Department of Labor’s Occupational Safety and Health Divi- sion and the North Carolina Public Safety Divers’ Association (PSDA), a collaborative effort was established to make this guide possible. The PSDA board of directors provided expertise involving public safety diving in sharing best practices and technical knowledge. We began with only a few general programs and are now able to provide over 30 diverse and specialized programs. Assists the Fire Chief in the execution of their duties and may assume the role of Fire Chief in their absence. Manages and supervises Lieutenants and Firefighters on their shift by developing and coordinating their activities. Conducts annual fire inspections with their shift. Reviews alarm and activity reports to assist the Fire Chief in determining causes and identifying preventative strategies. Identifies training needs and educational activities to maintain and improve professional skills of members assigned to their shift. Reads and studies trade journals and other related data to keep abreast of the latest in firefighting methods and trends. Coordinates training and education, and assists the Lieutenant in training all members of their shift. Requires a high degree of independent judgment, initiative, and understanding that must be exercised in interpreting and formulating orders, rules and regulations, and standard operating guidelines for the orderly operation of the Fire Department. ESSENTIAL DUTIES AND RESPONSIBILITIES The Fire Captain is assigned to a 48/96 shift schedule, and when not on an alarm is engaged in station work, which consists of preventative maintenance on all Fire Department vehicles, cleaning and maintaining the station and the surrounding grounds, physical fitness, and job- related training as assigned. The Fire Captain spends a minimum of two hours each shift studying fire- and/or medical-related topics and two hours of physical fitness. -

City of Scottsdale Fire Department Arizona Standards of Coverage and Deployment Plan 2015 Standards of Coverage and Deployment Plan Scottsdale Fire Department, Arizona Introduction The following report serves as the Scottsdale Fire Department Standards of Coverage and Deployment Plan. It follows closely the Center for Fire Public Safety Excellence (CPSE) Standards of Coverage model that develops written procedures to determine the distribution and concentration of a fire and emergency service agency’s fixed and mobile resources. The purpose for completing such a document is to assist the agency in ensuring a safe and effective response force for fire suppression, emergency medical services, and specialty response situations. Creating a Standards of Coverage and Deployment Plan document requires that a number of areas be researched, studied, and evaluated. This report will begin with an overview of both the community and the agency. Following this overview, the plan will discuss areas such as risk assessment, critical task analysis, agency service level objectives, and distribution and concentration measures. The report will provide analysis of historical performance and will conclude with policy and operational recommendations. EVALUATION METHODOLOGY This Evaluation of the Springfield Fire Department (also called Study and Plan) was developed through a process of interviews, data collection, research, literature review, on-site observations, analysis of data and comparative evaluations with “Best Business” practices and standards in fire protection and emergency medical services. The Study Team’s experiences as fire and EMS executives and fire/EMS consultants in every region of the U.S. were incorporated as appropriate. STRUCTURE OF THE PLAN This Plan contains twelve chapters. To assist the reader, the Study Team has included detailed background information on state-of-the-art fire/EMS/dispatch practices and standards to assist in understanding the basis for some conclusions and suggestions. Chapter Twelve contains a suggested Implementation Plan/Blueprint with specific recommendations from preceding chapters and a suggested timeline for consideration. STUDY TEAM MEMBERS This Evaluation of the Springfield Fire Department was conducted by six public safety consultants; each has evaluated fire and emergency medical services departments; four of the consultants have worked as a fire/EMS consultant “team” for more than 15 years. They are hereinafter referred to as the Study Team. Each consultant has served in local government; two have managed large public safety departments. 2010 ANNUAL REPORT Cedar Rapids Fire Department Cedar Rapids Fire Department Annual Report Honorable Mayor Ron J. Corbett, Members of the City Council, and City Manager Jeffrey A. Pomeranz: The Cedar Rapids Fire Department is pleased to present the 2010 Annual Report. As you will see in this Annual Report, the employees of the Cedar Rapids Fire Department care about the community and are working towards making the City a better place to live, work or visit. From the construction of a new Central Fire Station and Fire Station #3 to the Fire Bowl, Fill-the-Boot Campaign and holiday food drives, the Fire Department is committed towards improving the quality of life and providing dependable public safety to the citizens and businesses of Cedar Rapids. During 2010, the Fire Department established Working Committees, implemented a Strategic Planning Committee, upgraded firefighter entrance requirements, and had 99 firefighters pass Firefighter II certification. The Fire Department is updating Standard Operating Procedures and Administrative Regulations to ensure firefighter and citizen safety, as well as provide more efficient operations. All employees are continuing the process of becoming compliant with the National Incident Management System. Fire Chief Steve Havlik retired on March 1, 2010 and Fire Chief Stephen Reid became the twelfth paid Fire Chief in Cedar Rapids history on May 10, 2010. During Chief Reid’s time in office, he promoted four firefighters to Fire Captain, re-implemented the Annual Awards Ceremony to recognize the contributions of fire department employees and citizens, started Project Harvest and Project Christmas to support members of our community in a time of need, and organized the Linn County Fire Chief’s Association. -

City of Mesa - Mesa Fire and Medical FIRE CAPTAIN JOB DESCRIPTION Classification Responsibilities: A Fire Captain directs the activities of Fire personnel during an assigned shift. An employee in this class supervises a number of personnel and has responsibility for their safety. Duties include: assigning, directing, and supervising firefighting, medical emergencies, and related life and property protection; directing the route to be taken to emergency calls; implementing and/or integrating into an incident management system; making decisions regarding firefighting methods to be used; deploying and managing personnel; ensuring the safe operation of fire equipment and apparatus; and assisting Fire Community Services with, and participating in, public education, community relations, and fire prevention programs and activities. This class is also responsible for performing related duties as required. Distinguishing Features: The responsibility for motivating, supervising, training, and evaluating subordinate-level employees is a significant element of this position. Fire Captains are responsible for prioritizing, scheduling, and completing tasks associated with non-emergency response activities such as pre-fire planning, fire and life safety education, and station-based training activities. Incumbents are required to supervise and participate in the care and maintenance of a fire station, apparatus, equipment, and grounds. A Fire Captain must also be skilled in and capable of performing firefighting duties, and perform these duties as necessary. Work at fire scenes and other emergencies may involve strenuous physical exertion, often under adverse climatic conditions. In these situations, the employee is exposed and subjected to dangers and hazards that could result in severe injuries. Work at this level differs from that of a Fire Engineer by the ongoing performance of supervisory and administrative work. -
