JOB SUMMARY

The Training Officer (Fire Captain) is a joint-funded position between the City of Patterson and the West Stanislaus Fire Protection District. This position is responsible for the development and delivery of training disciples to career and volunteer personnel, assisting in the operation and coordination of in- service training and safety programs for the City of Patterson and West Stanislaus Fire Protection District; develops instructional material, schedules training sessions, conducts classroom and field instruction; demonstrates the proper use and care of apparatus and equipment; and performs other duties as required.

The Training Officer must meet all the requirements of, and able to perform the same duties as those of a Fire Suppression Captain, able to fill that position as needed.

SUPERVISION RECEIVED AND EXERCISED

The Training Officer (Fire Captain) receives general direction from the Operations/Training Division Chief.

The Training Officer (Fire Captain) supervises subordinates and provides emergency scene management until relieved by a senior officer.

ESSENTIAL DUTIES

The following duties are typical for this classification. Incumbents may perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Example of duties:

 In conjunction with the Division Chief and Training Division, conducts regularly scheduled company and multi-company drills/training exercises;

 Assists in the operation and coordination of the modular training program;

 Develops and updates/revises training objectives, lesson plans, performance standards, training bulletins, and PowerPoint presentations; utilizes training videos, flip charts and other visual aides;

 Writes and administers written examinations and employs other evaluation methods;

 Researches new information for inclusion in written instructional material and identifies techniques for successful course development;

 Assists the Training Division Chief in developing annual training calendar; schedules training for suppression companies and arranges special courses for other City/District personnel;

 Instructs City/ and non-safety personnel (career and volunteer) in a variety of subjects relating to fire suppression, safety, emergency medical care, hazardous materials, rescue practices, and physical fitness;

 Develops schedules, coordinates, and recruits instructors for post-employment recruit academies;

 Participates in After Action Reviews for the benefit of the affected company members and the entire organization;  Operates still and video camera equipment for production of slide and video training programs; captures video/photographs at emergency scenes and training activities;

 Supervises City/District personnel/volunteers during training events and emergency incidents;

 Maintains training records, including statistics on training results and participant evaluations;

 Writes reports and correspondence as needed;

 Responds to emergency incidents as needed/requested; perform Safety Officer or other operational functions as directed;

 Assists and supports emergency planning and response programs;

 Assists with emergency planning and emergency operations center functions during emergencies and Emergency Operations Center (EOC) activation.

MIMIMUM QUALIFICATIONS

The Training Officer (Fire Captain) will need the following skills, knowledge, and attributes to be successful in fulfilling the responsibilities of the position:

Knowledge of:

 Principles, practices, and techniques of fire service instruction;

 Laws, codes, ordinances, and regulations related to City and autonomous fire districts;

 Building materials, construction and the principles of combustion;

 Principles and practices used in fire attack;

 Building extinguishing and alarm systems;

 Business English including spelling, grammar, vocabulary, and report writing standards;

 Methods of performing basic arithmetic operations;

 Instructional methods, procedures and strategies;

 Modern fire suppression and prevention procedures, techniques and equipment.

 Rescue and emergency care procedures.

Ability to:

 Evaluate a multitude of training programs that meet the needs of the City and District;

 Prepare instructional materials, lesson plans, training bulletins, written examinations and visual aides;

 Prepare oral and written reports;

 Add, subtract, multiply and divide; ability to calculate figures and amounts such as proportions, percentages, areas and circumference; ability to apply concepts of basic algebra and geometry;

 Work effectively with others;

 Apply common sense understanding to carry out instructions furnished in written, oral, or diagram form;

 Deal with problems involving several concrete variables in standardized situations.

EXPERIENCE AND CERTIFICATION(S)

Experience:

Four years full-time firefighting experience in the position of Fire Engineer or above with a fire municipality or fire district or six years of active participation as a Volunteer/Reserve with an organized /district.

Education:

An Associate of Arts/Science Degree or equivalent from an accredited college or university.

Certification:

EMT-1-D; CPR; California State Board of Fire Services I; California State Board of Fire Services Fire Officer; California State Board of Fire Services Fire Instructor II; S-404, All-Risk Safety Officer.

License or Certificate:

Possession of a valid California driver’s license in compliance with California Department of Motor Vehicles regulations and requirements related to the driving and operating of fire apparatus. Maintenance of a valid California driver’s license with the appropriate endorsements, qualifications, and medical clearances is required as a condition of employment for the position of Training Officer (Fire Captain).

NECESSARY SPECIAL REQUIREMENTS

 Must be 21 years of age or older.  Must be a non-smoker.  Must successfully pass a pre-employment medical examination, including a drug screen, fingerprint, background check, and reference check.  Must be able to provide proof of U.S. citizenship or legal right to work in the United States.

PHYSICAL REQUIREMENTS

Environmental Conditions:

While performing the duties of this job the employee occasionally works outdoors, including occasional exposure to wet, humid, hot, and inclement weather conditions. The employee may work near moving mechanical parts, under hazardous, life-threatening conditions, such as, but not limited to, heights, confined spaces, temperature extremes, crowds, loud noises, limited visibility, the presence of hazardous materials, the presence of victims of death and/or dismemberment. The employee must work effectively as a team member and/or leader of a fire company.

Physical Conditions:

While performing the duties of this job, the employee is frequently required to use hands and fingers to write, operate computer keyboards and complex radio computer equipment, handle or feel objects, tools or controls. The employee is occasionally required to stand, walk, sit or reach with hands and arms, climb or balance, stoop, kneel, crouch, crawl, jog, or run.

The employee must occasionally lift and/or move up to 65 pounds without assistance and up to 300 pounds with assistance.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The employee must have the ability to drive vehicles, operate a personal computer, read small print on documents and maps, detect subtle shades of color, hear and speak well enough to communicate over the telephone, radio and in person at distances up to 50 feet over noise of equipment; must be physically fit enough to carry fire equipment as needed, walk over rough terrain, climb hills, open and close heavy gates, 4 | Page load and unload vehicles, and work outdoors for long periods of time in all types of weather conditions; safely wear and work in a self-contained breathing apparatus (SCBA) without medical or physical restrictions.

Working Conditions:

Must be willing and have the ability to work such hours as are necessary to accomplish the job requirements, remain awake for long periods of time (including 24 hour periods) under strenuous situations, remain on-call 24 hours a day, attend meetings, seminars and conferences during or after work hours, travel out of town or out of state for several days at a time, work under adverse conditions such as those inherent in emergency firefighting situations, consistently follow through with duties/assignments and work harmoniously with subordinates and superiors, wear approved uniform. Report for work on a regular, consistent basis and maintain an acceptable attendance record in accordance with Department policy.
