PROSLOV Poštovane kolegice i kolege, dragi prijatelji Poljoprivrednoga fakulteta! Naše tradicionalno Godišnje izvješće ponovno je pred vama sa svim aktivnostima, događanjima i rezultatima postignutim tijekom 2013./2014. akademske godine. Proteklu akademsku godinu obilježile su brojne aktivnosti te su započeti novi procesi u razvoju i radu Fakulteta. Početak akademske godine označio je i početak novoga mandata uprave Fakulteta. U ime članova uprave i svoje osobno, zahvalju- jem se na ukazanom povjerenju koje ćemo dodatnim trudom i zalaganjem nastojati opravdati. Početkom kalendarske 2014. godine u mirovinu je otišla dugogodišnja tajnica Fakulteta, Biserka Stanisavljević, a na njeno mjesto primljena je nova tajnica Renata Meleš. Zahvaljujem Biserki na svemu što je učinila za dobrobit Fakulteta kroz sve ove godine. U protekloj akademskoj godini smo nakon Akreditacijske preporuke dobili i Potvrdu (Dopusnicu) Ministarstva znanosti, obrazovanja i sporta za znanstveno-nastavnu djelatnost koja je označila i završetak postupka reakreditacije. Istovremeno, zapo- čeli smo rad na provođenju preporuka Stručnog povjerenstva za reakreditaciju. Po prvi puta smo izradili i usvojili Strateški program znanstvenih istraživanja koji je pri- hvaćen i na Akreditacijskom savjetu. Izradili smo, također po prvi puta, Akcijski plan za sljedećih pet godina u koji su ugrađene sve preporuke za poboljšanje iz reakre- ditacijskog izvješća. Akcijski plan smo usvojili na Fakultetskom vijeću u lipnju 2014. godine, a pozitivnu ocjenu dobio je na Akreditacijskom savjetu u rujnu 2014. godine. Na osnovu osmogodišnjeg iskustva provođenja preddiplomskih studija i uočenih nedostataka te iskazanih potreba za poboljšanjem proveli smo izmjene preddi- plomskih sveučilišnih studija do dopuštenih 20%. Izmjene su usvojene na Fakultet- skom vijeću u srpnju 2014. godine, odobrene od strane Senata Sveučilišta te se od nove akademske godine započelo s izvođenjem izmijenjenih preddiplomskih sveu- čilišnih studija. U protekloj akademskoj godini bili smo organizatori ili suorganizatori nekoliko međunarodnih simpozija od kojih je najveći Simpozij agronoma. Njega smo po drugi puta organizirali u Dubrovniku s velikim brojem aktivnih sudionika, radova, usmenih izlaganja i postera. Ujedno smo vođenje organizacije Simpozija agronoma predali, za sljedeće dvije godine, kolegama s Agronomskog fakulteta iz Zagreba. Cijelu proteklu akademsku godinu obilježile su aktivnosti na razvoju projekta Centra kompetencija kojega vodi naš Fakultet u suradnji s Sveučilištem, Prehrambeno-teh- nološkim fakultetom, Medicinskim fakultetom i Poljoprivrednim institutom. Projekt je dobio status projekta od nacionalnog interesa i tehničku pomoć za izradu projek- tne dokumentacije. Nadam se da ćemo u sljedećem izvješću moći izvijestiti o odo- brenju projekta i početku njegove provedbe. Na razini Fakulteta izrađen je i prijavljen projekt na Poziv za dostavu projektnih prijedloga “Unapređivanje kvalitete u visokom obrazovanju uz primjenu Hrvatskog kvalifi kacijskog okvira” u sklopu Europskog socijalnog fonda, Operativnog programa „Razvoj ljudskih potencijala“ 2007. – 2013. Predloženim projektom, u suradnji s Agronomskim fakultetom u Zagrebu izradit će se standardi zanimanja, standardi kvalifi kacija i skupovi ishoda učenja za prvostupnike poljoprivrede te novi studijski program preddiplomskog studija Poljoprivrede na našem Fakultetu. Nadam se da će iduće godišnje izvješće sadržavati informacije o provedbi projekta. Faculty of Agriculture in Osijek \ Annual Report \ 1st October 2013 - 30th September 2014 Nažalost, ljetni semestar, mjesec svibanj, obilježile su katastrofalne poplave u Slavo- niji. Dio djelatnika i studenata direktno je bio pogođen poplavom. Kao i u uvodnoj riječi za studentski list Fenix, moram i ovdje naglasiti veliko srce studentskih pred- stavnika i studenata Poljoprivrednoga fakulteta koji su se odmah aktivno uključili u akcije pomoći nastradalim područjima te pokazali svu svoju zrelost, odgovornost i marljivost radeći za opće dobro bez obzira koliko dugo ili koliko teško to bilo. Kraj protekle akademske godine označio je odlazak u mirovinu sedam naših redovi- tih profesora u trajnom zvanju: prof.dr.sc. Milutin Bede, prof.dr.sc. Blaženka Bertić, prof.dr.sc. Željko Bukvić, prof.dr.sc. Marija Ivezić, prof.dr.sc. Vlado Kovačević, prof. dr.sc. Stjepan Mađar i prof.dr.sc. Vladimir Vukadinović. Svi oni svoj radni vijek posve- tili su razvoju i dobrobiti Fakulteta, te obrazovanju novih generacija asistenata i profesora. Veliko hvala u ime svih djelatnika Fakulteta. U protekloj akademskoj godini proveden je veliki broj aktivnosti djelatnika Fakulteta na svim poljima. Siguran sam da će tako biti i u sljedećoj akademskoj godini. U ime uprave i u svoje osobno zahvaljujem se svim djelatnicima Fakulteta na radu i trudu u proteklom razdoblju, čestitam na svim postignutim uspjesima i želim svima puno uspjeha u sljedećoj akademskoj godini! prof.dr.sc. FOREWORD Dear colleagues, dear friends of the Faculty of Agriculture, this is traditional edition of the Annual Report in which all the activities, events and results achieved in the academic year 2013/2014 have been summarized. In the previous academic year there were numerous activities, several new processes have been launched too. The beginning of the past academic year was marked by the new term of offi ce of the Faculty Board. On behalf of the Board members and on my own, let me thank you for your confi dence that we will justify by making extra eff orts and devotion. After retirement of our ademic secretary Ms Biserka Stanisavljević at the beginning of 2014, Ms Renata Meleš has been appointed academic secretary of the Faculty of Agri- culture. I would like to thank Biserka for all she has done for the benefi t of the Faculty throught all these years. In the past academic year, after the Accreditation recommendation we got the certifi cate (license) of the Ministry of Sciences, Education and Sports for scientifi c and educational activities, which actually meant the completion of the re-accreditation procedure. At the same time, we began to implement the recommendations of the Expert Committee for re-accreditation. For the fi rst time we have developed and adopted Strategic program of research activities that has been accepted by the Accreditation Council. We’ve developed, also for the fi rst time, the Action Plan for the next fi ve years, which contains all the impro- vement recommendations listed in the Re-accreditation Report. The Action Plan has been adopted by the Faculty Council in June 2014, and got a positive assessment by the Accre- ditation Council in September 2014. Based on eight years of

    1 Human Rights in Transition – Serbia 2001 Introduction The situation of human rights in Serbia was largely influenced by the foregoing circumstances. Although the severe repression characteristic especially of the last two years of Milosevic’s rule was gone, there were no conditions in place for dealing with the problems accumulated during the previous decade. All the mechanisms necessary to ensure the exercise of human rights - from the judiciary to the police, remained unchanged. However, the major concern of citizens is the mere existential survival and personal security. Furthermore, the general atmosphere in the society was just as xenophobic and intolerant as before. The identity crisis of the Serb people and of all minorities living in Serbia continued. If anything, it deepened and the relationship between the state and its citizens became seriously jeopardized by the problem of Serbia’s undefined borders. The crisis was manifest with regard to certain minorities such as Vlachs who were believed to have been successfully assimilated. This false belief was partly due to the fact that neighbouring Romania had been in a far worse situation than Yugoslavia during the past fifty years. In considerably changed situation in Romania and Serbia Vlachs are now undergoing the process of self identification though still unclear whether they would choose to call themselves Vlachs or Romanians-Vlachs. Considering that the international factor has become the main generator of change in Serbia, the Helsinki Committee for Human Rights in Serbia believes that an accurate picture of the situation in Serbia is absolutely necessary. It is essential to establish the differences between Belgrade and the rest of Serbia, taking into account its internal diversities.

    Prijedlog Na temelju članka 31. stavka 3. Zakona o Vladi Republike Hrvatske ("Narodne novine", broj 150/11, 119/14 i 93/16), a u svezi s člankom 6. stavkom 4. Zakona o osiguranju potraživanja radnika u slučaju stečaja poslodavca („Narodne novine“, broj 86/08, 80/13 i 82/15) Vlada Republike Hrvatske je na sjednici održanoj 2017. godine donijela ZAKLJUČAK Prihvaća se Godišnje izvješće o radu Agencije za osiguranje radničkih potraživanja u slučaju stečaja poslodavca za 2016. godinu, u tekstu koji je dostavilo Ministarstvo rada i mirovinskoga sustava KLASA: 023-01/17-01/65, URBROJ: 524-04-02-01/2-17-8 od 16. svibnja 2017. godine. PREDSJEDNIK mr. sc. Andrej Plenković KLASA: URBROJ: Zagreb, Obrazložen] e Agencija za osiguranje radničkih potraživanja u slučaju stečaja poslodavca (u daljnjem tekstu: Agencija) osnovana je Zakonom o osiguranju potraživanja radnika u slučaju stečaja poslodavca („Narodne novine“ broj 86/08, 80/13 i 82/15 - u daljnjem tekstu: Zakon). Djelatnost Agencije očituje se u posebnoj zaštiti prava radnika kao stečajnih vjerovnika u stečaju poslodavca, a provodi se osiguranjem i isplatom zaštićenih prava iz radnog odnosa na teret Državnog proračuna, te preuzimanjem procesnih prava u stečajnom postupku u visini isplaćenih potraživanja, radi povrata sredstava u Državni proračun. Djelatnost Agencije je Zakonom o izmjenama i dopunama Zakona o osiguranju potraživanja radnika u slučaju stečaja poslodavca („Narodne novine“, broj 82/15), a koji je na snazi od 01. 09. 2015. godine proširena i na zaštitu prava na isplatu plaće i naknade plaće iz radnog odnosa radnika u slučaju blokade računa poslodavca zbog nemogućnosti prisilne naplate neisplaćene plaće odnosno naknade plaće, a provodi se osiguranjem i isplatom iz sredstava Agencije dijela dospjelog potraživanja radnika po osnovi neisplaćene plaće i naknade plaće koju je bio dužan isplatiti poslodavac iz svojih sredstava te preuzimanjem prava ovrhovoditelja u postupku ovrhe na novčanim sredstvima.
