In view of the Universal Periodic Review of Croatia, by the UN Human Rights Council in November 2010, Franciscans International would like to raise the following issues: - the palliative care system and its impact on the right of elderly persons to the enjoyment of the highest attainable standard of health and - the situation of homeless persons. This report was prepared in collaboration with the Franciscan Family of Croatia, in particular with members of the National Fraternity of the Secular Franciscan Order (SFO). Franciscans in Croatia are directly involved in brining assistance to the people suffering from the situations raised in this report. II. Palliative care system and its impact on the right of elderly persons to the enjoyment of the highest attainable standard of health 2. According to WHO (World Health Organization), “palliative care is an approach that improves the quality of life of patients and their families facing the problem associated with life-threatening illness, through the prevention and relief of suffering by means of early identification and impeccable assessment and treatment of pain and other problems, physical, psychosocial and spiritual.” Palliative care is to be understood as an integral part of the right of persons to the highest attainable standard of health, which includes the obligation to take steps for “the creation of conditions which would assure to all medical service and medical attention in the event of sickness” (International Covenant on Economic, Social and Cultural Rights, art.

    amnesty international EXTERNAL AI Index: EUR 64/005/97 Action Ref.: EERAN 13/97 Date: August 1997 Croatia: Attacks in the Hrvatska Kostajnica area AI Concern Amnesty International is concerned that national and local Croatian authorities failed to protect Croatian Serbs and others during violent attacks which occurred in the wake of an anti-Serb riot by Bosnian Croats on 13 May 1997 in villages near Hrvatska Kostajnica. Instead, authorities blamed the Croatian Serbs for "causing" the riot, in which houses in at least four villages were systematically vandalised and more than 30 people, including children and many elderly, were reportedly brutally beaten. One man, Mirko Kneñeviƒ (aged 60), later died, possibly as a result of beatings. Although the Croatian authorities have reportedly charged 10 individuals for “participating in a gathering which committed a criminal act", Amnesty International believes that where individuals can be identified who committed specific acts, they should be brought to justice for those acts. Amnesty International is concerned also that at least four people who had been victims of the riot were arrested and taken to the local police station, where at least three of them were allegedly ill-treated. Given the impunity with which such acts were committed, Amnesty International fears further violence against Croatian Serbs in the area. The organization calls on the authorities to investigate the allegations of police ill-treatment and the attacks by Bosnian Croats on Croatian Serbs and others, specifically the circumstances surrounding the death of Mirko Kneñeviƒ ,and to bring fully to justice any individuals found responsible for his death as well as any individuals found responsible for other violent attacks.

Ozalj. Uz granicu sa Slovenijom nalazi se grad Ozalj. Dobro je cestovno i željeznički povezan te stoga ima dobre uvjete za međudržavnu pograničnu suradnju. Svoj gospodarski razvoj temelji na iskorištavanju prirodnih resursa. Slunj. Na magistralnoj cesti koja povezuje Zagreb sa srednjim i južnim Jadranom, uz rijeku Koranu smješten je grad Slunj. Zahvaljujući ruralnim karakteristikama i okruženju, razvija se uslužna djelatnost-turizam, trgovina, ugostiteljstvo, te obrtništvo i ekološki čiste industrije. Njegovu prepoznatljivost čine Rastoke-prirodni fenomen sa mnoštvo slapova, brzaca, kaskada i malih jezera. rijeke: DOBRA, MREŽNICA, KUPA, KORANA 4 Naše rijeke , netaknuti prirodni biseri pružaju posebne doživljaje za ljubitelje izvorne ljepote. Uz ribolov, splavarenje, lov i boravak u zdravim planinskim zračnim lječilištima pravi su raj u oazi mira i odmora.

Croatian Waters Main Flood Protection Centre Head of Main Centre ∗ Climate change has intensified in recent years worldwide, including Croatia ∗ Extremely dry and wet periods have been alternating frequently in the last approximately 15 years ∗ Damage from extreme hydrological events is increasing ∗ “Average” or “normal” years are becoming increasingly rarer ∗ The frequency of high water waves and extreme water levels including floods is increasing ∗ There are almost no longer any rules concerning the occurrence of high water waves ∗ Forecasting climate models indicate increasingly frequent extreme climate events, both globally and locally ∗ Only in the last 15 years or so, the major part of the Croatian territory has experienced frequent extreme hydrological events which caused droughts in the years 2000, 2003, 2011 and 2012, but also floods in the years 2002, 2004, 2005, 2006, 2009, 2010, 2012, 2013, 2014 and 2015 ∗ Heavy damage is recorded, primarily in agriculture, but settlements, infrastructure and industrial facilities are also at risk ∗ Still, unlike in many other countries, major fatalities and disastrous damage in the urban areas have been avoided in Croatia ∗ Floods are natural phenomena which cannot be completely prevented.
