INTRODUCTION (1) Pursuant to Article 15 of the European Charter for Regional or Minority Languages (hereinafter: the Charter), the Republic of Croatia hereby submits the 6th Periodical Report on the Application of the Charter (hereinafter: the Report), developed in accordance with the Revised outline for three-yearly periodical reports (CM(2009)42) as adopted at the 1054th meeting of the Ministers' Deputies of the Council of Europe on 15 April 2009. (2) The previous (Fifth) Periodical Report by the Republic of Croatia on the Application of the Charter, from November 2013, included data for the three-year period 2009-2011 as well as part of data for 2012, whereas the Sixth Periodical Report includes data for the period 2013-2016 as well as data for 2017 and 2018 for the purpose of aligning the monitoring cycles for the Charter and the Framework Convention for the Protection of National Minorities (hereinafter: Framework Convention), pursuant to the letter by the Council of Europe Secretariat of the European Charter for Regional or Minority Languages of 10 December 2018 enclosed with the Decisions of the Ministers’ Deputies adopted at the Committee of Ministers’ meeting of 28 November 2018 and the Appendix to the Decisions. (3) The following bodies cooperated in developing the Report: Ministry of Justice, relating to minority language use before judicial authorities; Ministry of Foreign and European Affairs, relating to international cooperation and political matters; Ministry of Economy, Entrepreneurship and Crafts, relating to economic matters; Ministry of Demography, Family, Youth and Social Policy, relating to social welfare matters; Ministry of Culture, relating to cultural activities; Ministry of the Interior, relating to the issuance of documents in minority languages; Ministry of Public Administration, relating to minority language use in state administration bodies, bodies of local and regional self-government units and legal persons vested with public powers; Ministry of the Sea, Transport and Infrastructure, relating to the erection of bilingual traffic signs, in the Croatian language and Latin script and in the language and script of a national minority; Ministry of Science and Education, relating to educational matters; Office of Human and National Minority Rights of the Croatian Government, relating to international cooperation and political matters; Council for National Minorities, the umbrella body of national minorities at the state level Agency for Electronic Media, relating to public and private media; Croatian Bureau of Statistics Croatian Radiotelevision, relating to the public media; The invitation to cooperate in preparing the 6th Report was also extended to the following associations of national minorities, to which the provisions of the Chapter apply pursuant to the declaration contained in the instrument of ratification of the Republic of Croatia: Italian Union – Unione Italiana 2 Serbian Cultural Society “Prosvjeta” Democratic Community of Hungarians of Croatia, Union of Czechs in the Republic of Croatia, Union of Slovaks, Union of Ruthenians in the Republic of Croatia, Ukrainian Community in the Republic of Croatia. 2. PART I 2.1. Legislation (4) There were no changes in legislation regulating equal official use of the languages and scripts of national minorities in the period from 2013 to 2018, i.e. the said right continues to be governed by the Constitutional Act on the Rights of National Minorities (Official Gazette "Narodne novine" No. 155/02, 47/10, 80/10 and 93/11, hereinafter: Constitutional Act), the Act on the Use of the Languages and Scripts of National Minorities in the Republic of Croatia (OG 51/00 and 56/00 – correction), and the Instructions for the Consistent Implementation of the Act on the Use of the Languages and Scripts of National Minorities (OG 33/12). (5) Croatia has continuously upgraded the system of national minority rights protection in the legislative and legal fields. Thus, in 2012, a new Local Elections Act was passed (OG 144/12 and 121/16), which came into force on 29 December 2012 and has been fully applied as of 18 April 2013. It regulates local elections, i.e. the election of members of the representative bodies of local and regional self-government units and the election of mayors (of rural municipalities and towns/cities) and county executives and their respective deputies, and

Communication Studies History and Development of the Communication Regulatory Agency in Bosnia and Herzegovina 1998 – 2005 (247 pp.) Director of Thesis: Gregory Newton During the war against Bosnia and Herzegovina (B&H) over 250,000 people were killed, and countless others were injured and lost loved ones. Almost half of the B&H population was forced from their homes. The ethnic map of the country was changed drastically and overall damage was estimated at US $100 billion. Experts agree that misuse of the media was largely responsible for the events that triggered the war and kept it going despite all attempts at peace. This study examines and follows the efforts of the international community to regulate the broadcast media environment in postwar B&H. One of the greatest challenges for the international community in B&H was the elimination of hate language in the media. There was constant resistance from the local ethnocentric political parties in the establishment of the independent media regulatory body and implementation of new standards.

This is a class action brought by ethnic Serbs who resided in the Krajina region of Croatia up to August 1995 and who then became victims of the Croatian military assault known as Operation Storm—an aggressive, systematic military attack and bombardment on a demilitarized civilian population that had been placed under the protection of the United Nations. Operation Storm was designed to kill or forcibly expel the ethnic Serbian residents of the Krajina region -1- Case 1:10-cv-05197 Document 1 Filed 08/17/10 Page 2 of 40 from Croatian territory, just because they were a minority religio-ethnic group. Defendant MPRI, a private military contractor subsequently acquired by Defendant L-3 Communications Inc., trained and equipped the Croatian military for Operation Storm and designed the Operation Storm battle plan. Operation Storm became the largest land offensive in Europe since World War II and resulted in the murder and inhumane treatment of thousands of ethnic Serbs, the forced displacement of approximately 200,000 ethnic Serbs from their ancestral homes in Croatian territory, and the pillaging and destruction of hundreds of millions of dollars worth of Serbian-owned property.

From Transmission to the Public Good: Media Policy for the Digital Age in Croatia By Zrinjka Peruško & Helena Popović 1. Executive Summary Public policy for digital television is arriving very late to Croatia, and without much consideration of public service content. The predominant policy thrust concerns “transmission,” i.e. the government seems not to understand (or want to tackle) the issues of content in future digital media and new platforms. The result will probably be that economic and technological interests will dominate future policy decisions, and the interest of society in obtaining balanced, impartial and diverse public service content will take second place. Public policy regarding the new digital media environment emerged late in Croatia, with the first activities beginning only after 2000, and the first public debates in 2005. Policy has since then developed mostly in the area of digital television and radio broadcasting, while in the area of telecommunications the policy is still very much oriented toward transmission, without much understanding of the media. The terrestrial television broadcasters, operating at the national level in Croatia, include the public service Croatian Radio Television ( HRT ) with two channels, HTV 1 and HTV 2 , and two commercial television broadcasters: RTL Television and Nova TV . HRT has the highest audience share (54.2 per cent), followed by RTL TV (24.4 per cent) and Nova TV (13.6 per cent).

    NEWSLETTER Zagreb l Smičiklasova 21 doi: 10.3326/nle.2016.108 [email protected] l www.ijf.hr l tel: +385(0)1 4886 444 No. 108 l November 2016 l ISSN 1848-4662 Budget outturns of Croatian municipalities, cities and counties for 20151 KATARINA OTT, MIHAELA BRONIĆ, BRANKO STANIĆ This article aims to provide a simple presentation of basic data on the budget outturns of Croatian local government units in 2015.2 It includes synthesized tables based on the Ministry of Finance's database, showing revenues and expenditures3, as well as surpluses or deficits (in per capita and total terms). Also presented are data on the populations4 and levels of budget transparency in all the local government units5. This analysis and the tables additionally provided in the Excel format, allow all interested parties to get acquainted with the financial condition of their respective local government units in 2015 and make relevant comparisons with the situation in 20146. While the Ministry of Finance does publish budget outturns for all local government units7, they are in the form of oversized Excel tables, with the cities and municipalities arranged by county. Given the large number of local government units (whose complete budgets are presented), the navigation through these tables and comparison across the local units is often difficult. This article gives the reader a snapshot of the basic financial condition of the local government units in 2015, while more detailed information can be found on the Ministry of Finance’s and local government units’ websites. Nevertheless, some notes may be necessary for a proper understanding of the presented data.
