Räumliche Gliederung Analog zu seiner Stellung im Gefüge der nationalsozialistischen Herrschaft war auch die räumliche Gliederung des Sicherheitsdienstes nicht statisch, sondern stän- dig im Wandel begriffen. Die äußere Hülle präsentiert sich unstetig und ist ähnlich schwer zu fassen wie sein innerer Charakter. Zwischen 1932 und 1945 wurden fast im Jahresrhythmus Reorganisationen durchgeführt, die die räumlichen Grenzzie- hungen und regionalen Unterstellungsverhältnisse immer wieder veränderten.1 Dies trifft besonders auf den mitteldeutschen Raum zu, der mit den Ländern Sachsen, Thüringen, Anhalt und Preußen bereits auf staatlicher Seite stark zer- klüftet war.2 Deshalb scheint hier eine Darstellung, die - anders als der größte Teil dieser Arbeit - dem Ablauf auf der Zeitachse chronologisch folgen wird, ange- bracht, um weiterführende Prozesse und Merkmale in ihrer regionalen Reichweite richtig abschätzen zu können. Im Hinblick auf den regionalen Schwerpunkt dieser Arbeit wird die besondere Aufmerksamkeit auf der Entwicklung im Land Sachsen liegen. Um für dieses Land die Verbindung von der Organisationsgeschichte zur Bio- grafieforschung zu finden, werden in einem direkt anschließenden Exkurs die ent- scheidenden SD-Führer porträtiert. Da es sowohl aus den zentralistischen Organi- sationsstrukturen heraus als auch von der Selbsteinschätzung dieser Männer her nie einen spezifisch „sächsischen" Sicherheitsdienst gegeben hat, ist Mitteldeutsch- land die entscheidende Größe. Im biografischen Teil soll es darum gehen, welchen biografischen Hintergrund die Männer hatten, die die Strukturen ausfüllten. Since the beginning of the war in 1939, the Nazi regime in Germany implemented a policy of waging a war so barbaric in its execution that the total numbers of casualties rivaled whole populations of countries.

XXIV, 1 SECTIO K 2017 Tel Aviv University, Goldstein-Goren Diaspora Research Center LEONID SMILOVITSKY Operation 1005 in Belorussia: Commonalities and Unique Features, 1942–1944 ABSTRACT The article is devoted to the little-studied topic of concealing the traces of Nazi mass crimes on the territory of Belarus, in the period from the spring of 1942 to the liberation of the Republic in the summer of 1944. “Operation 1005” is the code name of a top-secret large-scale operation, carried out by Nazi Germany in order to hide the traces of mass killings committed in Europe during World War II. Citing numerous examples of the cities, regions and areas of Belarus, the author reveals the mechanism used by the Nazis for concealing the consequences of mass murders, names the initiators of these crimes, the executioners and their accomplices. The article has been written on the basis of documentary materials found in various archives, which have been supplemented by the testimony of witnesses of those events, that allowed the author to show the general and the particular, and to draw the necessary conclusions. Sent to the Soviet Union in the summer of 1941, four units of Einsatzgruppen, along with reinforcements, murdered approximately 1 million Soviet civilians in open air shootings and in gas vans and, in 1947, twenty-four leaders of these units were indicted for crimes against humanity and war crimes for their part in the murders.     THOMAS ALAN SCHWARTZ DIE BEGNADIGUNG DEUTSCHER KRIEGSVERBRECHER John J. McCloy und die Häftlinge von Landsberg Am 31. Januar 1951 gab der amerikanische Hohe Kommissar John J. McCloy seine endgültige Entscheidung über die Gnadengesuche von 89 deutschen Kriegsverbre­ chern bekannt, die im Gefängnis von Landsberg einsaßen. McCloy bestätigte fünf der insgesamt fünfzehn Todesurteile, von denen die meisten gegen Mitglieder der berüchtigten Einsatzgruppen wegen Tötung Tausender von Juden in Osteuropa ver­ hängt worden waren. Auch fünf Wehrmachtsoffizieren, die der Erschießung von Geiseln und Kriegsgefangenen in der Sowjetunion und auf dem Balkan angeklagt und teils zu lebenslänglichen, teils zu 15jährigen Freiheitsstrafen verurteilt worden waren, verweigerte er die Begnadigung. In den 79 verbleibenden Fällen aber lagen ihm offenbar ausreichende Gründe vor, die eine Verringerung der Strafen rechtfer­ tigten. Aufgrund der Anrechnung von Untersuchungshaft und guter Führung führ­ ten die Urteilsminderungen zur sofortigen Entlassung von über 30 Gefangenen1. Einer von ihnen war der Industrielle Alfried Krupp, der wegen des Einsatzes von Zwangsarbeitern und Mitwirkung an der Ausbeutung deutscher Besatzungsgebiete verurteilt worden war; Krupps bisher beschlagnahmtes enormes Industrievermögen wurde zurückgegeben. Insgesamt signalisierten die Entscheidungen des Hohen Kommissars, die als eine Geste der Versöhnung angelegt waren, das Ende alliierter „Bestrafungspolitik" gegenüber Deutschland. Viele Beobachter im In- und Ausland erblickten darin jedoch eine Zurücknahme der Nürnberger Kriegsverbrecherpro­ zesse. Die Entscheidung über die Begnadigungen war die umstrittenste, die McCloy in seiner Amtszeit als Hoher Kommissar in Deutschland fällte. Sie erfolgte nur ein paar Monate, nachdem die Vereinigten Staaten die Wiederbewaffnung Deutsch­ lands vorgeschlagen hatten.
