Shah, Regional Director, ICAO Asia/Pacific Office 1.3.1 Mr. L.B. Shah welcomed the participants from the APANPIRG member States, non- member States and the International Organizations to the ICAO Asia/Pacific Regional Office. He expressed deepest gratitude to the Royal Government of Thailand for the continuous support to the Regional Office and for providing the excellent facilities in the Conference building. 1.3.2 Mr. Shah acknowledged the presence of several Directors General, Secretary, Chairmen and Chief Executives who were attending APANPIRG/16, thus enhancing the value of the proceedings. With regard to International Organizations, he welcomed the presence of IATA and IFALPA, and acknowledged the presence of the Director General of IBAC. He also extended a warm welcome to the Chief of Regional Affairs Office of ICAO Headquarters. 1.3.3 Mr. Shah drew the attention of the delegates to some figures indicating the steady growth of the aviation industry, including the existence of 812 air carriers worldwide by the end of 2004, and a growth of about 32% in the last ten years in terms of aircraft numbers. The financial commitment in terms of jet aircraft orders placed with major aircraft manufacturers in 2004 was estimated to be about $US 65 billion. But these figures were very conservative compared to industry predictions – the Boeing projection was that the next 20 years would see a $US 2.1 trillion market with Asia/Pacific region enjoying the largest share of 36%. He also stressed that the trend of air transport liberalization continued in response to the increasing competitive environment and globalization challenges. 1.3.4 The strong recovery of the air transport industry in 2004 and a sustained level of growth predicted for rest of the decade would produce increasing demands on the global air navigation system, already operating at full capacity in many parts of the world. The pressure to perform has seldom been greater. 1.3.5 Mr. Shah recalled the Strategic Objectives of ICAO: Safety, Security, Environmental protection, Efficiency, Continuity, and Rule of Law. These Strategic Objectives, approved by the Council in 2004, were shaping ICAO’s work programme. He outlined some important developments towards meeting these objectives, as follows: - With regard to ICAO USOAP, 181 States, 2 SARs and 3 State territories have been audited with follow-ups in 162 States. Significant progress has been achieved in implementing State corrective action plans; i-i-2 APANPIRG/16 History of the Meeting - As decided by the 35th Assembly, the Comprehensive System Approach on Safety Audit was fully operational. By the end of 2005 ICAO would have trained close to 160 auditors. It was expected that ICAO would have 70-75 approved Safety Oversight auditors eventually; - With greater emphasis being put on implementation rather than on promulgating SARPs, ICAO Secretariat was working to ensure that Panels make every effort to formulate provisions that were performance-based, capable of meeting qualitative and/or quantitative goals; and - As of July 2005, a total of 84 security audits have been conducted. Currently, ICAO has on its roster a total of 120 aviation security experts representing 63 States from all ICAO regions. 1.3.6 Turning to Asia/Pacific Region, Mr. Shah noted that, while reviewing APANPIRG/15 report, the ANC and the Council appreciated the initiative of APANPIRG in taking up the task of reviewing ATS Routes, specifically noted the task on Regional Strategy for air-ground data link, congratulated APANPIRG for developing the 12th edition of the ROBEX Handbook, and complimented APANPIRG for finalizing the Supplement to the Uniform Methodology on Deficiencies. 1.3.7 In many activities of the Region, States continued to demonstrate the excellent collaboration and cooperation in effecting safety, security and air navigation efficiencies in the Region. However, the real tasks confronting APANPIRG in terms of scope, complexity and time are enormous. 1.3.8 Mr. Shah noted further that that the ICAO family has grown larger with Timor Leste having deposited the instrument of adherence to ICAO on 4 August 2005. Thus, Timor Leste would become the 189th ICAO Contracting State in September 2005. On behalf of the meeting, Mr. Shah heartily welcomed the new member of the Asia/Pacific family and assured that all cooperation and assistance would be provided for development of the civil aviation in Timor Leste. 1.3.9 Mr Shah thanked Japan for very kindly contributing a model of the MTSAT satellite for display in the exhibition room of the Regional Office. Opening remarks by Mr. W. L. Wong, DGCA Singapore and Chairman of APANPIRG 1.3.10 The Chairman, Mr. W.L. Wong in welcoming the delegates to APANPIRG/16, noted that rising fuel cost remains a concern to airlines, which are hard pressed to remain competitive. The tragic 26 December 2004 Tsunami event has harmed lives and hurt tourism in many places. Thus the pressure is on for air traffic service providers and airlines to work closely together to achieve greater efficiencies without compromising safety. 1.3.11 Mr. Wong appreciated that through the able leadership of ICAO and commitment of States, APANPIRG and its contributory bodies (Sub-Groups and Task Forces) have made notable progress in many areas. It was not possible to go through every one of them, so he briefly outlined some milestones: - In August 2004, States concerned agreed to establish 2 uni-directional routes to cater for traffic flows between Jakarta and Hong Kong. The northbound route, M772 and the southbound route, L644 were established on 20 January 2005. This had reduced travelling distance between the two

Problems with a steam generator were the likely cause of the protection system activation. Rosenergoatom reported a normal level of background radiation at the plant. The Volgodonsk power plant began operating in 2001.     Arctic Science Day An Introduction to Arctic Systems Science Research Conducted at the Centre for Earth Observation Science (U of MB) Produced by: Michelle Watts Schools on Board Program Coordinator Arctic Geography – a brief introduction The Arctic Region is the region around the North Pole, usually understood as the area within the Arctic Circle. It includes parts of Russia, Scandinavia, Greenland, Canada, Alaska and the Arctic Ocean. The Arctic is a single, highly integrated system comprised of a deep, ice covered and nearly isolated ocean surrounded by the land masses of Eurasia and North America. It is made up of a range of land-and seascapes from mountains and glaciers to flat plains, from coastal shallows to deep ocean basins, from polar deserts to sodden wetlands, from large rivers to isolated ponds. Sea ice, permafrost, glaciers, ice sheets, and river and lake ice are all characteristic parts of the Arctic’s physical geography (see circumpolar map) Inuit Regions of Canada (www.itk.ca) Inuit Regions of Canada – See Map Inuit Nuanagat There are four Inuit regions in Canada, collectively known as Inuit Nunangat. The term “Inuit Nunangat” is a Canadian Inuit term that includes land, water, and ice. Inuit consider the land, water, and ice, of our homeland to be integral to our culture and our way of life. Inuvialuit (Northwest Territories) The Inuvialuit region comprises the northwestern part of the Northwest Territories. In 1984, the Inuvialuit, federal and territorial governments settled a comprehensive land claims agreement, giving Inuvialuit surface and subsurface (mining) rights to most of the region. The Agreement ensures environmental protection, harvesting rights and Inuvialuit participation and support in many economic development initiatives.

    Conserving shorebirds in human-dominated landscapes Micha Victoria Jackson Bachelor of Arts, Environmental Studies ORCID: 0000-0002-5150-2962 A thesis submitted for the degree of Doctor of Philosophy at The University of Queensland in 2020 School of Biological Sciences i Abstract Wetlands support biodiversity and provide critical ecosystem services but have been severely impacted by human activity. Shorebirds are a diverse group of waterbirds that usually forage in shallow water, making them highly dependent on wetlands. Coastal shorebirds are increasingly threatened in the East Asian-Australasian Flyway where coastlines are heavily developed and wetlands have been extensively modified and degraded. In this human-dominated landscape, shorebirds sometimes aggregate in artificial wetlands associated with human production activities including agriculture, aquaculture and salt production. However, it is unknown whether artificial habitat use is widespread by shorebirds across the flyway, if such habitats could help to offset negative population trends, or how artificial habitats should be managed alongside natural habitats to achieve conservation outcomes. This thesis investigates the use of artificial and natural habitats by shorebirds in heavily developed coastal regions of the East Asian-Australasian Flyway, and suggests conservation and management actions in this setting. Chapter 2 presents the first large-scale review of coastal artificial habitat use by shorebirds in the East Asian-Australasian Flyway. Analysing data from multiple monitoring programs and the literature, it shows that 83 shorebird species have occurred on more than 170 artificial sites of eight different land uses throughout the flyway, including 36 species in internationally important numbers. However, occurrence and foraging on artificial habitats is uneven among species, and different land uses support varying abundances and species diversity.

This would require approved entry into the easternmost part of the Open Ocean Area of PMNM; therefore, NASA has requested authorization for entry into PMNM through a Conservation and Management hardware and potential fly-over of Nihoa Island and its surrounding Special Management Area from scheduled SFDTs beginning in 2015. NASA could have up to two technology testing launches each year for the next 5 years (June 2015 through August 2019). These additional test opportunities would increase the probability of successful test flights and lower the risk of a scenario for an unplanned (i.e., anomalous) termination of the test flight. NASA proposes to use an additional 37,600 km2 (10,950 nm2) of splashdown area for future SDFT test flights. Of the approximately 37,600 km2 (10,950 nm2), approximately 28,730 km2 (8,370 nm2) is Open Ocean Area within PMNM and the other approximately 8,875 km2 (2,600 nm2) of Open Ocean Area is north of PMNM.

As pre- vious CBGA conferences (Thessaloniki 2010, Tirana 2014), CBGA 2018 aims to provide a forum where scientists, especially early career researchers, can present and discuss their recent research work and ideas with experts in all fields of geosciences. The regional focus of CBGA 2018 is mainly on mountain belts stretching from Eastern Alps over such in southeastern Europe to western Turkey and beyond. The geology of southeast European mountain belts can only understood when the western and eastern extensions are taken in consideration. What is the Carpathian-Balkan Geological Association? This association has a nearly one hundred year of history, consists of sixteen member states and is affiliated to the Inter-Union of Geological Sciences (IUGS). Initially founded for discussion of the regional geology of Carpathian and Balkan region, the focus widened to neighbour areas like Alps and had its heydays during the political divide of the region after the Second World War. This abstract volume of the XXI Conference of the Carpathian-Balkan Geological Association con- tains all abstracts submitted to the conference. The initial plan was to have a number of sessions proposed by conveners to General Themes covering all fields of recent research activities within that region.
