Recommendation – THAT the Committee recommend to City Council:

THAT Report 20-029(CRS), re: Fire Tanker Truck (7557) Donation be received;

AND THAT Council authorizes the donation of the decommissioned Fire Tanker Truck (7557), as is, to Conestoga College for the purpose of a teaching aid.

6. Tait Street and Selkirk Street Reconstruction (T2019-82) PP. 69-76

Recommendation – THAT the Committee recommend to City Council:

THAT Report 20-030(CRS), re: Tait Street and Selkirk Street Reconstruction (T2019-82) be received;

AND THAT Council approve the transfers to/from Reserve Funds as outlined in the Financial Impact section of this report;

AND FURTHER THAT Council approve the award of Tender T2019-82 Tait Street and Selkirk Street Reconstruction to 410754 Ontario Limited o/a Sousa Concrete of Cambridge ON for the total tendered price of $2,863,643.57, including H.S.T., this being the lowest compliant bid received as outlined in Report 20-030(CRS).

Meeting Called to Order

The meeting of the Arts and Culture Advisory Committee of the Corporation of the City of Cambridge was held in The Secord Room, City Hall, 50 Dickson Street, Cambridge, Ontario. Bradley Southam, Chair, welcomed everyone present and called the meeting to order at 4:35 p.m. and the meeting adjourned at 6:00 p.m.

Approval of October 10, 2019 CACAC minutes Motion #1 Moved by: Brian Riddell Seconded by: Thomas Sandor THAT the CACAC minutes of Thursday October 10, 2019 be approved.

Terms of Reference: Discussion continued with regards to changing the composition of the Terms of Reference to include more members on to the committee from various groups for a better representation of artists and arts and culture supporters.

• Having members at large versus reserving seats on the Committee from certain organizations.

• Introducing the idea of “bringing a friend to ACAC day” allowing a greater exchange of ideas and bringing more voices to the table even if they have no voting rights.

• Send out invites to arts and culture groups in the Region to come and sit in our meetings to get a better understanding of how we can be a voice in the community. Guests attending the meetings would not have voting privileges.

• Putting an article in the newspaper welcoming community members who are interested in the arts and wanting to contribute to committee discussions.

• Wanda, Brad and Owen to draft a new Terms of Reference to include more members at large and bring to the next meeting.

• Should the meetings be held on another day of the week if Thursdays does not work for the majority.

Arts and Culture Master Plan There is money in the City budget for the Arts and Culture Master Plan in 2021. This budget would entail hiring a consultant to aid in the development of the Master Plan. The committee can decide what areas it would like the consultant to research and gather information from before drafting the Master Plan to present to Council.

Other Business: Nicholas Ermeta discussed some new developments coming to the Preston, Galt and Hespeler areas of Cambridge in the next few years and how the committee will have the opportunity to approach these developers to see how we can bring arts and culture into these areas. He noted that Council is very supportive of the Arts and is always willing to review future plans but that budgetary constraints are an issue. Wanda introduced a mural design by Stephanie Boutari who has showcased her work throughout Waterloo region. She will create a design along the outside steps that lead to the Centre for the Arts building. The project will be equally funded by the Arts Centre and the Arts Guild. A report to Council will soon be presented.

Event Updates: Kick off of events for “Christmas in Cambridge” in December. www.christmasincambridge.ca Cambridge Symphony Orchestra - Masterworks concert at Tapestry Hall on November 16.

Production of “Elf” at the Hamilton Family Theatre in November and December. Meet the Author event at the Idea Exchange – Emma Donoghue – November 22. Mill Race has a free concert in May 2020. Brian Riddell has his art displayed at an exhibit in January at The Museum The Alarm show (Environmental) - Melting Ice and detail the effects of climate change on Iceland Glacier. The exhibit is up Jan 13 to April 30th 2020.

Bursaries and Scholarships

Bursary

The Purpose of the Bernice Adams Bursary was reviewed: to provide assistance to deserving and qualified individuals to assist in their further development in the fields of: Visual Arts, Performing Arts, Music, and Communications/Literary Arts.

Assistance is provided to those who, for a minimum of three years prior to their application has been: 1) a resident of Cambridge, 2) employed in Cambridge, or 3) an associate member or student of a relevant group or school in Cambridge.

At the discretion of the Trustees, the financial assistance may be provided to a qualified individual: 1) to further the development of their talent, or 2) to represent the City of Cambridge at an out of town cultural activity.

It is intended that the amount requested by any applicant will not exceed ten percent of the annual interest incurred on the capital of the fund. The alteration of this amount is at the discretion the Trustees.

To be fair and offer assistance to as many candidates as possible, it is unlikely that applicants will receive bursaries in more than two successive years. The Trustees decisions regarding fund disbursements are final.

In 2016, Trustees established bursary awards of $500 each to be awarded to a minimum of two applicants per year
