My mother, Alemnesh, rightfully deserves the credit for this paper as has always been there for me in good and bad times: “it’s all because of you momé!” My sisters, brothers, and friends, thank you for the delightful dialogue, laughter, and courage! iii ABSTRACT This research introduced a comprehensive model for explaining why countries participate in peacekeeping by studying Canada’s peacekeeping decisions. The history of Canadian peacekeeping since 1947 presented an ideal case because of the significant fluctuation in its involvement from being a leading peacekeeper to a token contributor. It adopted Waltz’s schema to explain this fluctuation at the systemic, domestic, and individual levels of analyses. Most of the literature on Canadian peacekeeping decisions employed systemic level analyses such as national interest and international cooperation without taking into account the impact of domestic political and socioeconomic environment, and the role of leadership personality in peacekeeping decisions. This study tipped this imbalance by assessing the role of public opinion and leadership personality on Canadian peacekeeping decisions using a mixed research method. The evidence on public opinion showed that, with the exception of the Trudeau and Mulroney administrations, other Canadian governments didn’t consult public opinion in making peacekeeping decisions. Subsequently, the results on leadership personality indicated that Prime Ministers exhibiting personality traits associated with peaceful foreign policy did not commit greater number of peacekeepers than the Prime Ministers who did not reflect those attributes. The study concluded that Canadian peacekeeping decision is best understood by analyzing the dynamic interaction between the Cold War and the war on terror at the systemic level, the budget deficit and national unity at the domestic level, and the personality of Canada’s leaders at the individual level. This paper uses declassified cabinet papers and diplomatic records to tackle three key questions about this mission: why did Canadians ever go to distant Cyprus? Why did they stay for so long? And why did they leave when they did? The answers situate Canada’s commitment to Cypress against the country’s broader postwar project to preserve world order in an era marked by the collapse of the European empires and the brutal wars in Algeria and Vietnam. It argues that Canada stayed— through fifty-nine troop rotations, 29,000 troops, and twenty-eight dead— because peacekeeping worked. Admittedly there were critics, including Prime Ministers Pearson, Trudeau, and Mulroney, who complained about the failure of peacemaking in Cyprus itself.

More specifically it is about an extraordinary organization called the Club of Rome (COR), who became advocates of the idea of greater use of systems analysis in the development of policy. The systems approach to policy required rational, holistic and long-range thinking. It was an approach that attracted the attention of Canadian Prime Minister Pierre Trudeau. Commonality of interests and concerns united the disparate members of the COR and allowed that organization to develop an influential presence within Canada during Trudeau’s time in office from 1968 to 1984. The story of the COR in Canada is extended beyond the end of the Trudeau era to explain how the key elements that had allowed the organization and its Canadian Association (CACOR) to develop an influential presence quickly dissipated in the post- 1984 era. The key reasons for decline were time and circumstance as the COR/CACOR membership aged, contacts were lost, and there was a political paradigm shift that was antithetical to COR/CACOR ideas.

As with all illnesses, the afflicted are forced to rely heavily on many to see them through their suffering. Thanks must go to my joint supervisors, Dr. Jeffrey Grey and Dr. Steve Harris. Dr. Grey agreed to supervise the thesis having only met me briefly at a conference. With the unenviable task of working with a student more than 10,000 kilometres away, he was harassed by far too many lengthy emails emanating from Canada. He allowed me to carve out the thesis topic and research with little constraints, but eventually reined me in and helped tighten and cut down the thesis to an acceptable length. Closer to home, Dr. Harris has offered significant support over several years, leading back to my first book, to which he provided careful editorial and historical advice. He has supported a host of other historians over the last two decades, and is the finest public historian working in Canada. His expertise at balancing the trials of writing official history and managing ongoing crises at the Directorate of History and Heritage are a model for other historians in public institutions, and he took this dissertation on as one more burden. It focuses on the political and diplomatic dynamics behind the emergence of these defences, which included several radar lines such as the Distant Early Warning (DEW) Line as well as a number of initiatives to enhance co-operation between the United States Air Force (USAF) and the Royal Canadian Air Force (RCAF). This thesis argues that these measures were shaped by two historical factors. The first was several different conceptions of what policy on air defence best served the Canadian national interest held by the Cabinet, the Department of External Affairs, the RCAF and the Other Government Departments (OGDs), namely Transport, Defence Production and Northern Affairs. For the Cabinet and External Affairs, their approach to air defence was motivated by the need to balance working with the Americans to defend the continent with the avoidance of any political fallout that would endanger the government‘s chance of reelection. Nationalist sentiments and the desire to ensure that Canada both benefited from these projects and that its sovereignty in the Arctic was protected further influenced these two groups. On the other hand, the RCAF was driven by a more functional approach to this issue, as they sought to work with the USAF to develop the best air defence system possible.

    YITZHAK RABIN: CHRONICLE OF AN ASSASSINATION FORETOLD Last year, architect-turned-filmmaker Amos Gitaï directed Rabin, the Last EN Day, an investigation into the assassination, on November 4, 1995, of the / Israeli Prime Minister, after a demonstration for peace and against violence in Tel-Aviv. The assassination cast a cold and brutal light on a dark and terrifying world—a world that made murder possible, as it suddenly became apparent to a traumatised public. For the Cour d’honneur of the Palais des papes, using the memories of Leah Rabin, the Prime Minister’s widow, as a springboard, Amos GitaI has created a “fable” devoid of formality and carried by an exceptional cast. Seven voices brought together to create a recitative, “halfway between lament and lullaby,” to travel back through History and explore the incredible violence with which the nationalist forces fought the peace project, tearing Israel apart. Seven voices caught “like in an echo chamber,” between image-documents and excerpts from classic and contemporary literature— that bank of memory that has always informed the filmmaker’s understanding of the world. For us, who let the events of this historic story travel through our minds, reality appears as a juxtaposition of fragments carved into our collective memory. AMOS GITAI In 1973, when the Yom Kippur War breaks out, Amos Gitai is an architecture student. The helicopter that carries him and his unit of emergency medics is shot down by a missile, an episode he will allude to years later in Kippur (2000). After the war, he starts directing short films for the Israeli public television, which has now gone out of business.
