Bookmiller Introduction In 2008, Australia and Canada both observed political milestones in their relations with Iran. For Canberra, the year represented four decades since the establishment of its embassy in Tehran, while Ottawa marked 50 years of formal diplomatic ties with the same. Yet the anniversaries passed with little notice in all three capitals. This shared official silence is indicative of the complicated and often troubled links which Australia and Canada currently have with the Islamic Republic (IRI). This study explores an often overlooked aspect of the West’s interaction with the IRI, that of Canadian and Australian foreign policy toward Iran, both before and after the 1979 revolution. It is based largely on archival research and interviews with diplomats posted to Tehran as well as policymakers stationed in Canberra and Ottawa. Most scholarly and popular attention has focused on the United States-Iranian relationship (or the lack thereof ) or diplomatic dynamics between European Union members and the Islamic Republic. Yet measures taken by Washington or its European counterparts ultimately place Canada and Australia in difficult diplomatic positions. The most recent case in point has been American and EU-3 (France, Germany, UK) responses to Tehran’s nuclear gamesmanship, especially the application of trade and financial sanctions, which pose considerable political and economic challenges for Canberra and Ottawa. Kim Richard Nossal notes that Australia and Canada have “open, highly trade-dependent economies, with a traditional reliance on primary resource exports.

This paper uses declassified cabinet papers and diplomatic records to tackle three key questions about this mission: why did Canadians ever go to distant Cyprus? Why did they stay for so long? And why did they leave when they did? The answers situate Canada’s commitment to Cypress against the country’s broader postwar project to preserve world order in an era marked by the collapse of the European empires and the brutal wars in Algeria and Vietnam. It argues that Canada stayed— through fifty-nine troop rotations, 29,000 troops, and twenty-eight dead— because peacekeeping worked. Admittedly there were critics, including Prime Ministers Pearson, Trudeau, and Mulroney, who complained about the failure of peacemaking in Cyprus itself.

For Rouhani, this threatens Iran¶s economic and political stability.     1 Australia and the origins of ASEAN (1967–1975) The origins of the Association of Southeast Asian Nations (ASEAN) and of Australia’s relations with it are bound up in the period of the Cold War in East Asia from the late 1940s, and the serious internal and inter-state conflicts that developed in Southeast Asia in the 1950s and early 1960s. Vietnam and Laos were engulfed in internal wars with external involvement, and conflict ultimately spread to Cambodia. Further conflicts revolved around Indonesia’s unstable internal political order and its opposition to Britain’s efforts to secure the positions of its colonial territories in the region by fostering a federation that could include Malaya, Singapore and the states of North Borneo. The Federation of Malaysia was inaugurated in September 1963, but Singapore was forced to depart in August 1965 and became a separate state. ASEAN was established in August 1967 in an effort to ameliorate the serious tensions among the states that formed it, and to make a contribution towards a more stable regional environment. Australia was intensely interested in all these developments. To discuss these issues, this chapter covers in turn the background to the emergence of interest in regional cooperation in Southeast Asia after the Second World War, the period of Indonesia’s Konfrontasi of Malaysia, the formation of ASEAN and the inauguration of multilateral relations with ASEAN in 1974 by Gough Whitlam’s government, and Australia’s early interactions with ASEAN in the period 1974‒75. 7 ENGAGING THE NEIGHBOURS The Cold War era and early approaches towards regional cooperation The conception of ‘Southeast Asia’ as a distinct region in which states might wish to engage in regional cooperation emerged in an environment of international conflict and the end of the era of Western colonialism.1 Extensive communication and interactions developed in the pre-colonial era, but these were disrupted thoroughly by the arrival of Western powers.
