Attachment : Talking points SUGGESTED TALKING POINTS MEETING WITH THE INTERNATIONAL COUNCIL OF THE WORLD CONFERENCE ON SOVIET JEWRY

I would like to share with you a very moving experience. It was at a seminar on religious rights in the Soviet Union we held in the East Room last week. Before delivering my remarks, I met with several former Soviet citizens, one of whom was Josef Begun . I told him that as a symbol of our solidarity with Soviet political prisoners, many of us in the United States wore bracelets inscribed with their names.

I then drew out my own bracelet - with Josef Begun's name on it - and I gave it to him. Thank God I had no need for it any more . Well, I'll never forget the look on Begun's face.

It was the same look I saw on Natan Sharansky's face when I first met him, the same look on Vladimir Slepak's face too.

It is a certain view of a courageous, determined, yet joyous soul that I saw in their eyes -- a look shared only by one who has suffered under totalitarianism can know the full meaning of freedom. But we who have known freedom all our lives are enriched by their experience and when we understand what their faces tell us, we know we must continue the fight for freedom of all who are captives of injustice . One of the first orders of this Administration's foreign policy has been that the United States is not and cannot be a island of liberty. For our own sake as well as others, we work for everyone's fundamental freedoms. I have always put the whole issue of human rights, and of Soviet Jewry, specifically, at the top of my agenda with the Soviets. I want to stress at this meeting that I will not fail to put this issue at the top of the agenda again when I see Mr.

Gorbachev in Moscow.

I will tell him that while we applaud the increase in emigration over the past year, the level still does not come close to the high rate of the late 1970s under that fossil of stagnation, Mr. Brezhnev . What kind of new thinking is that?, I will ask him.

Mr. Gorbachev will not like to hear me ask these questions.

But he cannot disregard them because he knows that improvement on the human rights front is a key to the improvements in overall U.S . -Soviet relations that he seeks .

The Soviets' ever-sinking economy needs a heavy dose of

Western know-how and increased nonstrategic trade. But, it won't get them until they demonstrate a real respect for human rights. Jackson-Vanik, for example, stands in the way. That is an i mportant bargaining chip which I assure you we will not squander. I think that General Secretary Gorbachev is beginning to understand this. I will certainly reinforce the point in

Moscow.

That is all I have to say by way of introduction. I would now like to hear your thoughts on aspects of the issue that you would want discussed at the Summit .

Would like to share a very moving experience: Last week, at a seminar on religious rights in the Soviet Union held here

I had an opportunity to mee.,t with several former Soviet citizens, including Josef Begun (YO-sef bay-GOON).

As a symbol of our solidarity with Soviet political prisoners, many in the United States wore bracelets inscribed with their names. My own bracelet had Josef

Begun's (YO-sef bay-GOON's) name on it -- thank God there was no need to wear it any more -- so I gave it to him.

The look on his face was unforgettable; the same look I saw on Natan Sharansky's (na-TAHN sha-RAN-skee's) face when I

first met him, and on Vladimir Slepak's (VLA-de-meer

SLAY-pac's) face too. It was a courageous, determined, yet

joyous soul that I saw in their eyes -- a look shared only by those who have suffered under totalitarianism who can know the full meaning of freedom.

We who have known freedom all our lives are enriched by

their experience and when we see their faces, we know we must continue the fight for the freedom of all who are

captives of injustice. One of the first orders of this Administration's foreign

policy has been that the United States is not and cannot be

a island of liberty. For our own sake as well as others, we work for everyone's fundamental freedoms. The whole issue

of human rights, and of Soviet Jewry, is always at the top

of the agenda with the Soviets and .will be again with Mr.

Gorbachev in Moscow.

While we applaud the increase in emigration over the past

year, the level still does not come close to the high rate

of the late 1970s under Mr. Brezhnev. What kind of new

thinking is that? This will be asked of Mr. Gorbachev.

Mr. Gorbachev won't like to hear these questions. But he

won't be able to disregard them. The Soviets' want Western

know-how and increased nonstrategic trade. They can't get

them from the U.S. until they satisfy the requirements laid

down by the Jackson-Vanik ammendment.

General Secretary Gorbachev is beginning to understand this.

The point will be reinforced in Moscow.
