Nelly Bekus (University of Exeter, U.K.) [email protected] and Kulshat Medeuova (Eurasian National University, Astana, Kazakhstan) [email protected] This article analyses the way in which the Soviet legacy has been combined with practices of public representation of national ideology in the space of the new capital city of Kazakhstan, Astana. It examines how cultural and political elites exploit various archaic elements of the traditional imagery of the nation in the context of modern state-building. Referring to various examples in cityscape the article aims to show how the national ideology handles tradition not as a coherent corpus of ‘inheritance’, but as a reservoir of potential symbols, which can be used creatively for the fashioning of a national image of the capital city both in the international and in the domestic arena. Keywords: Ideology, urban space, symbols, capital city. Introduction With the advent of the post-socialist transformation in newly established post-socialist countries, cities became essential ‘arenas’ for socio-political and economic change. At the same time, their changing landscapes have played an important role in modifying people’s living environment, as regards both the ideological management of symbolic space and the shifting patterns of daily routine. We shall analyse the way in which the Soviet legacy has been combined with practices of public representation of the national ideology in the space of the new capital city of Kazakhstan, Astana.

    Growing Up Soviet in the Periphery: Imagining, Experiencing and Remembering Childhood in Kazakhstan, 1928-1953 by Mehmet Volkan Kaşıkçı A Dissertation Presented in Partial Fulfillment of the Requirements for the Degree Doctor of Philosophy Approved October 2020 by the Graduate Supervisory Committee: Laurie Manchester, Chair Agnes Kefeli Adrienne Edgar Anna Holian ARIZONA STATE UNIVERSITY December 2020 ABSTRACT This dissertation discusses children and childhood in Soviet Kazakhstan from 1928 to 1953. By exploring images of, and for, children, and by focusing on children’s fates during and after the famine of 1930-33, I argue that the regime’s success in making children socialist subjects and creating the new Soviet person was questionable throughout the 1930s. The reach of Soviet ideological and cultural policies was limited in a decade defined by all kinds of shortcomings in the periphery which was accompanied by massive violence and destruction. World War 2 mobilized Central Asians and integrated the masses into the Soviet social and political body. The war transformed state- society relations and the meaning of being Soviet fundamentally changed. In this way, larger segments of society embraced the framework for Soviet citizenship and Soviet patriotism largely thanks to the war experience. This approach invites us to reconsider the nature of Sovietization in Central Asia by questioning the central role of ideology and cultural revolution in the formation of Soviet identities. My dissertation brings together images of childhood, everyday experiences of children and memory of childhood. On the one hand, the focus on children provides me an opportunity to discuss Sovietization in Central Asia.

Tezin temelini sosyalist inşa yıllarında SSCB politikalarının Kazakistan siyasi, sosyo-ekonomik, eğitim ve kültürel alanı üzerindeki etkileri oluşturmaktadır. Tez ayrıca SSCB'nin Kazakistan politikasını 1927-1938 yılları içinde ele almaktadır. Tez; Giriş, üç bölüm, sonuç ve eklerden oluşmuştur. Bölümler, kronolojik tarihe paralel olarak kademeli bir şekilde sunulmuştur. Çarlık Rus İmparatorluğu’nun Kazak Hanlığı döneminden, SSCB’nin Stalin dönemine kadar önemli gelişmeleri bölümlerin ara başlıklarında ele alınmıştır. Tezde yerleşim yerlerinin adları, kişi adları ile soyadları orijinal haliyle verilmiştir.     SUSTAINABLE ENERGY ACTION PLAN Taraz, Jambyl Region, the Republic of Kazakhstan RUSSIA KAZAKHSTAN CHINA UZBEKISTAN KYRGYZSTAN 1 INTRODUCTION Taraz is a city and a centre of the Jambyl Province in Kazakhstan. It is located in the south of the Republic of Kazakhstan, near the border with Kyrgyzstan, on the Talas River (Taraz River). It has a population of 350,000 (statistics), which shows 9% growth since 1989 making it one of the fastest-growing cities in the country, after Astana. Taraz territory covers 110 square kilometres (length extension is 23.5 km, width extension is 12.5 km.). The distance from Taraz to Astana (the capital) is 1,255 km. Besides the regional center there are three towns of district subordination - Karatau, Zhanatas and Shu. Altogether in Taraz there are six archeological memorials (Taraz and Tortkul sites of ancient settlement of the 1st 17th centuries, Tonkeris manor of the 6th -12th centuries), 13 historic monuments, 53 memorials of architecture and urban planning, which reflect formation periods of the planning structure and the site development of historical part of the town, and seven pieces of monumental art. Mirzoyan 1917-1938 arasında Bolşevik yönetiminin Azerbaycan, Kazakistan ve diğer bazı bölgelerde yerleşmesi ve sağlamlaştırılması yolunda çalışmış bir Ermeni’dir. Makalede, Dağlık Karabağ meselesinin ortaya çıkışında da etkili bir isim olan Mirzoyan’ın bu rolüne atıf yapılmakla birlikte esas olarak 1933- 1938 yılları arasında Kazakistan Sovyet Yönetimi Birinci Sekreterliği görevinde bulunduğu sırada Kazakistan’daki faaliyetleri ele alınmıştır. Kazakistan’ı yöneten Goloşyokin döneminde ortaya çıkan büyük açlık sırasında çok sayıda Kazak hayatını kaybetti. Mirzoyan bu felaket sonrasında ülke yönetimine geldi. Mirzoyan Kazakistan’da yaşanan bu felaketin izlerini örten bir şefkat eli gibi davranarak ülkenin önde gelenleri ve ahali ile yakın ilişkiler kurdu.
