REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Green Economy Roadmap Coordinator Energy, Environment and Climate Change Department (ONEC)/ Mozambique Field Office (MZFO) African Development (AfDB)

The African Development Bank (AfDB) wishes to recruit a consultant under the Green Growth workstream to assist the Government of Mozambique to enhance and implement the Green Economy transition Roadmap for Mozambique. The project builds on the work initiated by the Government of Mozambique, in partnership with the Wildlife Fund (WWF), the African Development Bank (AfDB), the Development Programme (UNDP), the United Nations Environment Programme (UNEP), amongst others. The Roadmap envisages the integration of natural capital planning and adaptation of national accounts, refitting national strategic development plans to ensure sustainable GDP within the Government's next Five-Year Plan, from 2015 to 2020. Natural capital mapping, characterization and quantification, adjustment of cross-sector strategic sectorial programs, policy creation and reformulation, mobilization of broad stakeholder partnerships, along with many other technical and human resource capacity building investments will be undertaken to facilitate the transition to the Green Economy model. Under the joint leadership of ONEC and MZFO, this Roadmap will be the first official initiative the Bank is supporting on the Green Economy agenda, already as part of the Bank’s new Long-Term Strategy that will provide valuable insights that can be showcased widely across the region and the African continent.

Under the supervision of the Directors of the Energy, Environment and Climate Change (ONEC) and Regional Operations South B (ORSB) Departments, as well as the relevant sector and task managers, the consultant will assist in the following areas: (i) stocktaking of analytical and project work carried out and on-going in the country with a bearing on the green economy; (ii) revise the existing green economy roadmap report, for shortcomings and potential areas of improvement; (iii) assist the government prepare the roadmap’s action plan and activities matrix; (iv) source and coordinate stakeholders contributions to the documents; (v) organize consultation events and promote knowledge sharing; (vi) identify potential areas for the Bank’s continued support to the Green Economy transition of Mozambique. The consultant, supported by a local consultant and the Bank’s technical teams, in close collaboration with other development partners, will be based in Mozambique for a contract period of up to 5 months and will be supported by a local expert in his various tasks.

The African Development Bank now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services in the form of a short cover letter and updated Curriculum Vitae (CV).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Presidential Directive No. 02/2012 concerning the procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget of the Bank Group”. The Bank is under no obligation to shortlist any consultant who expresses interest.
