Introduction The African Development Bank Country Office in Maputo (COMZ), Objects to strengthen dialogue between the Bank and the concerned governments, development partners, the private sector, and the civil society, in the design of its development policy and programs, as well as on implementation, monitoring and evaluation of the poverty reduction strategy. The Office also seeks to assist the operational functions of the Bank Group in portfolio management in Mozambique. The major functions of the Office fall under the following key areas: country programming, improved portfolio management, policy dialogue, facilitation of procurement and disbursement, capacity building, promotion of regional integration, technical and advisory assistance to the government, and enhanced coordination and harmonization with development partners. COMZ’s deliverables include, among other things: economic analyses, economic and sector work, analyses of sectorial development issues, data collection and analysis of impact and development effectiveness, tracking of reports on technical support to operations management teams, written requirements for donor coordination, communications on COMZ activities to the local press and HQ, etc. The Banks medium term strategy for Mozambique, defined by the new Country Strategy 2018-22, focuses on two areas of priority: (1) Development of infrastructure to enable transformative inclusive growth and job creation; and (2) Support to agricultural transformation and value chain development. The strategy aims to address the country’s overarching development challenge of pervasive poverty and inequality, particularly in rural areas where most of the population live, dependent on subsistence agriculture and disconnected from the centers of growth. The Bank has built a solid reputation as a partner of choice for the Government of Mozambique, development partners and private sector entities, and aims to strengthen these ties. Therefore, the Agriculture and Rural Development Consultant will focus on supporting the programmes and project, providing additional support to the Senior Agriculture and Rural Development Specialist in supervision and implementation support to projects, coordination with partners, participation in working groups, and produce other relevant documents as needed. 2. Tasks and Responsibilities The Consultant will work under the general supervision and guidance of the Senior Agriculture and Rural Development Specialist and the Country Manager, in Maputo. The Consultant shall be assigned tasks related to operations being designed, implemented, and monitored. His/her core duties will include the following: 1 • Participate in the development, implementation support and evaluation of assigned programmes/projects, within the Agriculture, Climate Resilience and Rural Development Sectors; monitor and analyse programme/project development and implementation; in Mozambique, and where required. • Support the Bank in the Establishment and Management of the Multisector Platform for Northern Mozambique • Support the Bank in the implementation of the Multinational Recovery Program Post-Idai and Keneth Cyclones • Review relevant documents and reports; identify problems and issues to be addressed and proposes corrective actions; liaise with relevant parties; identify and track follow-up actions; • Assist in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.; • Prepare various written outputs, e.g. analysis, sections of reports and studies, inputs to supervision missions and project designs, etc.; • Undertake outreach activities; make presentations on assigned topics/activities; • Participate actively in all relevant Donor Working Group, representing AfDB’s interests and liaising with key partners and stakeholder; this with the intent of creating further synergies with other ongoing efforts and operations, maintaining the AfDB Mozambique’s partnership development in the sectors assigned to; • Consult and coordinate with the different relevant teams within AfDB Mozambique and within the broader scoped of AfDB’s activities; this to collect and advise management on best practices for policies and procedures. 3. Qualifications and Requirements: The Qualifications and Experience required include: • Hold a minimum of a Master’s degree in Agriculture, Rural Development, Environment, or other relevant fields and related disciplines; • Have a minimum of Six (6) years of relevant experience in an international organization, research organisation, think tank or consultancy working on development issues preferably in Africa; • Demonstrated knowledge of rural development challenges, both in Mozambique and in Africa, with cross- sectoral experience in agriculture, natural resource management and climate change • Proven track record of project design formulation, project evaluation and supervision, and technical-on field assistance to both Government and project partners. • Policy dialogue skills, exposure to business development and experience with public presentations is desirable; • Demonstrated strong analytical and organizational skills, with the ability to deliver results on time; • Excellent verbal and written communication skills in Portuguese and English; • Competence in the use of standard Microsoft Office Suite applications. 2 4. Expected Outputs and Key deliverables At the end of the mission, you will contribute to the following reports: • Policy and analytical documents including needs and beneficiary assessments; preparation of Tors: Meeting Reports; Preparation of Presentation; Sectoral Status Report; Short Assignments Paper of pertinent subjects in the sector • Project Aide-memoire: to be signed with the Government covering issues discussed and agreements reached during missions; • Communication to the Government and partner Letters; • Any analytical study that is required 5. Duration of Assignment: • The assignment shall be carried out over a total of 12 months from 01st of September 2019. Weekends in the field visiting project sites are considered as working days. The working days will be broken down as follows. • The Consultant will report to the Senior Agriculture and Rural Development Specialist e and will be under the guidance of the Country Manager responsible for Mozambique, who will adequately guide the consultant. 3 .
