1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Country Economist Consultant – Mozambique Country Office (Medium-Term).

2. The services to be provided under the Assignment include:

The Mozambique Country Office ("COMZ" or the "Office") will require the services of an economist consultant (the Consultant) to assist in the economic and advisory work of the Office.

The African Development Bank Country Office in Maputo (COMZ), inaugurated in February 2006, was established to strengthen dialogue between the Bank and the concerned governments, development partners, the private sector, and the civil society, in the design of its development policy and programs, as well as on implementation, monitoring and evaluation of the strategy. The Office also seeks to assist the operational functions of the Bank Group in portfolio management in Mozambique.

The major functions of the Office fall under the following key areas: country programming, improved portfolio management, policy dialogue, facilitation of procurement and disbursement, capacity building, promotion of regional integration, technical and advisory assistance to the government, and enhanced coordination and harmonization with development partners. COMZ’s deliverables include, among other things: economic analyses, economic and sector work, analyses of sectorial development issues, data collection and analysis of impact and development effectiveness, tracking of reports on technical support to operations management teams, written requirements for donor coordination, communications on COMZ activities to the local press and HQ, etc..

The Country Economist Consultant will focus on country strategic analysis and macroeconomic work to deepen country knowledge, preparation of Economic Sector Works and knowledge advisory to clients, support aid coordination efforts, and produce other relevant documents to inform managerial decisions.

The Objectives and Tasks of the Assignment include:

▪ Analyse the economic and financial situation of Mozambique, using internal and external information sources, and determine the implications for the country dialogue, as well as the programming and updating of Bank Group operations such as defined in the Country Strategy Paper. ▪ Undertake assigned Economic and Sector Work, focusing mainly on issues of private sector development, macroeconomic management, economics of agriculture or infrastructure and other on relevant economic and financial issues in the development process. ▪ Support business development and preparation of the pipeline of operations by providing relevant economic inputs to inform identification and design of programmes, especially in the field of infrastructure and agriculture transformation; ▪ Prepare the Country Performance and Institutional Assessment (CPIA) based on Mozambique’s development programs, sector strategies and the Governments’ development agenda, as well partners’ research analysis. ▪ Prepare the African Economic Outlook 2020 for Mozambique in close collaboration with sector departments and guidance from Lead Economist. ▪ Contribute to the AfDB’s Country Risk Assessment and prepare the necessary supporting knowledge work for special credit and macroeconomic management assessments. ▪ Maintain effective communication with the sector departments and other relevant units in the Bank to ensure a coordinated approach in the implementation of the Bank’s Strategy and lending operations in assigned countries and participate in Country Portfolio Reviews. ▪ Participate in aid coordination activities with bilateral and multilateral donors, with emphasis on promoting the co-financing of projects and programmes. Participate in the relevant donor working groups (e.g. Economist Working Group, GBS management Group, Private Sector Working Group). ▪ Prepare country analysis briefs, meeting briefs and other management reporting documents to inform managerial decision, and support country dialogue. ▪ Serve as focal point and spokesperson on economic issues to external constituencies and expert groups. ▪ Develop and build client relations at all levels and play a proactive role in generating new business for the Bank, both through sovereign and non-sovereign operations, with a focus on crowding-in resources for development projects.

The consultant will report to the Country Manager of the Office and will be under the technical guidance of the Regional Lead Economist responsible for Mozambique, who will adequately brief and guide the consultant.

3. The COMZ invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).

The Qualifications and Experience required include:

• Hold a minimum of a Master’s Degree in Economics or other relevant fields and related disciplines; • Have a minimum of six (6) years of relevant experience in an international organization, research organisation, or consultancy working on development issues preferably in Africa; • Demonstrated knowledge of development economics and analytical skills, experience in macroeconomic management issues and the economics of development; experience in fiscal policy analysis and/or economics of energy/agriculture an advantage; • Good grasp of current key economic and political issues in Africa, as well as major development challenges of Mozambique is distinctive advantage; • Knowledge of and experience with Mozambique aid development framework is highly desirable; • Policy dialogue skills, exposure to business development and experience with public presentations is desirable; • Demonstrated strong analytical and organizational skills, with the ability to deliver results on time; • Excellent verbal and written communication skills in Portuguese and English; • Competence in the use of standard Microsoft Office Suite applications.

4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedures for the Use of Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

5. The estimated duration of services is (5) months, starting as soon as the process is completed. The consultant will be based in the AfDB Country Office of Mozambique in Maputo, Mozambique.
