Romanian Political Science Review vol. XXI, no. 1 2021 The end of the Cold War, and the extinction of communism both as an ideology and a practice of government, not only have made possible an unparalleled experiment in building a democratic order in Central and Eastern Europe, but have opened up a most extraordinary intellectual opportunity: to understand, compare and eventually appraise what had previously been neither understandable nor comparable. Studia Politica. Romanian Political Science Review was established in the realization that the problems and concerns of both new and old democracies are beginning to converge. The journal fosters the work of the first generations of Romanian political scientists permeated by a sense of critical engagement with European and American intellectual and political traditions that inspired and explained the modern notions of democracy, pluralism, political liberty, individual freedom, and civil rights. Believing that ideas do matter, the Editors share a common commitment as intellectuals and scholars to try to shed light on the major political problems facing Romania, a country that has recently undergone unprecedented political and social changes. They think of Studia Politica. Romanian Political Science Review as a challenge and a mandate to be involved in scholarly issues of fundamental importance, related not only to the democratization of Romanian polity and politics, to the “great transformation” that is taking place in Central and Eastern Europe, but also to the make-over of the assumptions and prospects of their discipline. They hope to be joined in by those scholars in other countries who feel that the demise of communism calls for a new political science able to reassess the very foundations of democratic ideals and procedures. -

Helbig 1 Robert Helbig NATO-Brazil relations: Limits of a partnership policy Professor Michelle Egan, School of International Service University Honors in International Studies Fall 2012 Helbig 2 Abstract The purpose of this capstone project is to assess the potential of a partnership between NATO and Brazil, based on interviews with over twenty high-level experts on Brazilian foreign policy and the application of international relations theory. Because building international partnership has become a vital task of NATO and Brazil is trying to increase its influence in global politics, senior NATO officials have called for the Alliance to reach out to Brazil. The paper argues that Brazil, as a regional middle power, has taken on a soft-balancing approach towards the US, thereby following adversary strategies to NATO, including global governance reform and South- South cooperation. The theoretical debate on alliance formation and international regimes leads to the conclusion that NATO is unlikely to succeed in reaching out to Brazil, which is why NATO should develop different approaches of increasing its influence in South America and the South Atlantic. We accept the necessity to hand over intimate details about ourselves to proper authorities and presume they will keep this information secure- only to be used under the most egregious cases with legal justifications. Parents provide governments with information about their children to obtain necessary services, such as health care. We reciprocate the forfeiture of our intimate details by accepting the fine print on every form we sign- or button we press. In doing so, we enable second-hand trading of our personal information, exponentially increasing the likelihood that our data will be utilized for illegitimate purposes. Often without our awareness or consent, detection devices track our movements, our preferences, and any information they are capable of mining from our digital existence. This data is used to manipulate us, rob from us, and engage in prejudice against us- at times legally. We are stalked by algorithms that profile all of us. This is not a dystopian outlook on the future or paranoia. This is present day reality, whereby we live in a data-driven society with ubiquitous corruption that enables a small number of individuals to transgress a destitute mass of phone and internet media users. In this paper we present a few examples from around the world of both violations of privacy and accomplishments to protect privacy in online environments. -

Celebration of the International Africa Day The Financial Services Commission, Mauritius (FSC Mauritius) celebrated the International Africa Day on 23rd May 2014 at the FSC House. The event was held in the presence of Mr. Rajeshsharma Ramloll, Board Member of the FSC Mauritius, Ms. Clairette Ah-Hen, the Chief Executive and the FSC staff. Representatives of African Embassies and Consulates, expatriates from the African Continent (working in the financial services industry in Ebène) including FSC licensees whose major client base is in Africa, as well as, expatriate students from other African Countries who are currently studying Finance at Masters level at the University of Mauritius were also invited. As an integral part of the African continent, the FSC Mauritius plays a vital role in policy making through its active membership and participation in a number of regional organisations, namely the Southern African Development Community (SADC) Committee for Insurance, Securities and Non-Bank Authorities (CISNA), the International Organisation of Securities Commission (IOSCO) Africa Middle East Regional Committee (AMERC) and the Financial Stability Board's Regional Consultative Group (FSB-RCG) for Sub Saharan Africa. The function was officially opened with the National Anthems of Mauritius and of the African Union. In her welcoming address, the FSC Chief Executive spoke on the strong cultural, economic and bilateral ties between Mauritius and mainland Africa. Ms. Clairette Ah-Hen said that Mauritius holds a high respect for the African continent, and reiterated the commitment of the FSC to contribute further towards reinforcing Mauritius’ partnership with Africa. The event was followed by presentations and testimonies from African students on their respective countries namely Congo Brazaville, Eritrea, Nigeria, Kingdom of Lesotho, Sierra Leone and Zambia. -

The Green Recovery: Renewable Energy, Digitalization and Nature-based Solutions for Inclusion and Resilience in Africa Africa Day at the HLPF Side Event during the 2021 High-level Political Forum on Sustainable Development Virtual Meeting Date: Thursday, 15 July 2021 Time: 8:00 AM - 11:00 AM New York time Background In July 2018, at the margins of the High-level Political Forum on Sustainable Development (HLPF), the United Nations Office of the Special Adviser on Africa (UN-OSAA), African Union Commission (AUC), Economic Commission for Africa (ECA) and United Nations Development Programme (UNDP) launched the first “Africa Day at the HLPF”, an annual Ministerial event designed to share good practices and lessons learned in meeting challenges facing African countries, focusing on a specific theme, in their efforts to implement the Sustainable Development Goals (SDGs) and the AU Agenda 2063. The annual Africa Day at the HLPF aims to popularize and promote the outcomes of the Africa Regional Forum on Sustainable Development (ARFSD), which was established to follow up on and review the implementation of the 2030 Agenda for Sustainable Development in Africa and feed into to the work of the HLPF. The Seventh Session of the Africa Regional Forum on Sustainable Development (ARFSD-7) was held from 1 to 4 March 2021 in Brazzaville, Republic of the Congo, on the theme “Building forward better: towards a resilient and green Africa to achieve the 2030 Agenda and Agenda 2063”. Key messages from the ARFSD-7 Discussions held during ARFSD-7 took place against the backdrop of unprecedented challenges to global development due to the COVID-19 pandemic, which had exposed severe vulnerabilities and structural inequities in Africa that had been prevailing even prior to the pandemic. -

MINISTERAL DIALOGUE ON THE GREAT GREEN WALL VP Kevin Kariuki I would like, first, to thank you for your kind invitation and the honor thus extended to the African Development Bank to participate in this Virtual Ministerial Conference on the Great Green Wall. Allow me to also extend my congratulations to the Pan-African Agency of the Great Green Wall (APGMV) and its eleven member countries on the laudable efforts with regard to the Great Green Wall Initiative. Let me also express my huge appreciation to UNCCD for spearheading this process. The GGW implementation status and way ahead to 2030 report has highlighted the huge progress being made on the Great Green Wall. Millions of hectares of land have been restored, thousands of jobs created, and livelihoods and dignity of millions of people have been enhanced in the Sahel through diversification of economic activities and revenue regeneration. We need now to scale up. With regard to the subject of today’s meeting, let me first note that The African Development Bank's vision for the Sahel aligns strongly with that of the Great Green Wall initiative. - Since 2015, The African Development Bank has been a part of the Great Green Wall and intends to reaffirm its commitment to continue to support this bold and transformative programme. The Bank's vision for the Sahel is that of green growth and prosperity based on clean, reliable and affordable energy systems, the restoration of degraded ecosystems and land, and agriculture that is resilient in the face of climate change. This approach fits perfectly with the Ten-Year Strategy of the African Development Bank Group, the High 5s, the Bank’s Climate Change and Green Growth Action Plans, and includes commitment to mobilize $25 billion for climate finance by 2025. -
