1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Procurement Specialist
2. The services to be provided under the Assignment include: a) Support Task Managers at all stages of project cycle activities for Bank financed projects, namely identification, preparation, appraisal, launching, implementation and supervisions ; b) Review and/or draft, procurement chapters/sections for a variety of project lending documents; c) Conduct capacity assessment of implementing units d) Support for preparation and review all procurement related documents. e) Participate in preparation and appraisal missions for specific projects; f) Carry out supervision work to ensure that projects procurement management systems are functioning appropriately; g) Participate in project discussions and contribute to the preparation and revision of procurement plans and implementation schedules or monitoring systems; h) Assist Bank staff in various procurement capacities building programmes for the Executing Agencies and staff of Government Department. i) Assist Bank staff in engaging with Government to hold dialogue on Public Procurement Reforms j) Undertake other procurement related activities that may be assigned by the Director General, RDGS, Pretoria and/or Chief Regional Procurement Coordinator/RDGS
3. The Regional Development, Integration and Business Delivery - South (RDGS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.). Since the Procurement consultant will assist the Bank portfolio for Portuguese speaking countries (Angola, Sao Tome, Mozambique), the Consultant should be fluent in Portuguese and in English in all forms of communications (read, write and speak).
4. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. It is expected that interested individual consultants shall already be registered or register in the Bank’s DACON System for consultants. ESTABLISHMENT OF THE SHORT LIST 5. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume; level of education in general, educational level compared to the field of assignment, years of experience in general, number of years of experience relevant to the assignment, and knowledge of the working environment.
