Prepared for the Antler Lake Stewardship Committee (ALSC) Antler Lake State of the Watershed Report Executive Summary The Antler Lake Stewardship Committee (ALSC) formed in 2015 to address issues related to lake health. Residents at the lake expressed concerns about deteriorating water quality, blue‐green algal (cyanobacteria1) blooms, proliferation of aquatic vegetation, and low lake levels. In 2016, the Antler Lake Stewardship Committee approached the North Saskatchewan Watershed Alliance (NSWA) to prepare a State of the Watershed report. -

Analysis of these two periods has indicated that streamflow in the month of April has remained constant while mean flows in the other months have significantly decreased in the more recent period. -

North Saskatchewan Region Surface Water Quality Management Framework
North Saskatchewan Region Surface Water Quality Management Framework A surface water quality management framework (framework) is being developed for the North Saskatchewan Region. The framework establishes an approach for monitoring and managing the cumulative impacts of human activities on water quality in the North Saskatchewan and Battle rivers. Cumulative effects management was first introduced in the North Saskatchewan Region with the Water Management Framework for the Industrial Heartland and Capital Region, which was developed in 2008 to address anticipated development in the Capital Region. At that time, government and stakeholders committed to maintaining or improving surface water quality in the stretch of the North Saskatchewan River from Devon to Pakan. Stakeholder and indigenous engagement on a Surface Water Quality Management Framework began in 2015 as a component of the North Saskatchewan Regional Plan, and continued in 2018. The current engagement will build on these initiatives and processes. Sport fish in the lake include northern pike, yellow perch, and lake whitefish. There are a unique mix of land uses in the lake watershed, which include undisturbed bush and forest, agriculture, two coal mines with active and reclaimed areas, three coal-fired power plants, major transportation (road and rail) corridors, residences, and recreation. The mines supply fuel for the power plants, operated by the TransAlta Utilities Corporation (TAU). Industrial wastewaters, runoff and cooling water from the Whitewood mine and Wabamun power plant are discharged to the lake. Over time, TAU operations associated with the mines and power plants in the watershed have caused cumulative and ongoing impacts on the lake level. -

Accumulation rates of spheroidal carbonaceous particles (SCPs), an 4 unambiguous marker of high-temperature fossil-fuel combustion, in the early part of the sediment 5 record (pre-1955) compared well with historical emissions from one of North America’s earliest 6 coal-fired power plants (Rossdale) located ~43 km to the east in the city of Edmonton.
