CHAPTER – IV PROFILE OF STUDY AREA , DISTRICTS AND IDENTIFIED TALUKAS FROM EACH DISTRICT

4.1 INTRODUCTION The researcher has identified Pune and as its research universe. Therefore, in order to correctly understand the observations and findings of this research one must have a broad idea of the study area, the researcher has brought out a brief profile of both the district under study. This profile mainly focuses on the infrastructural facilities available in the rural area of the districts under study. The researcher would like to state here that the data relating to the expenditure incurred in every Taluka of the district on its development on the broad aspects of development was not available in both the districts. Therefore, the researcher has presented the data relating to the developmental aspects and the infrastructural development carried out by the government during the study period has been presented in this chapter taluka wise so that it gives broad idea about the development in each of the Taluka on certain infrastructural development aspects. In order to understand the development in the Talukas during the study period the researcher has presented detailed statistics for the first year of the study i.e. F.Y. 2009-10 and the last year of the study i.e. F.Y. 2013- 14. This provides the details of infrastructural developmental activities taken place during the study period.

4.2 PROFILE OF AHMEDNAGAR DISTRICT Ahmednagar District is the Largest District in the State of having 5.66% of the area of the state. This district is also known for the town of associated with Sai Baba. District name come from the name of the founder of the town Ahmednagar by Ahmed Shah Nizam Shah.Ahmednagar district has the historical importance including .

Geography of Ahmednagar Ahmednagar district covers the 1741271 Hector area of the Maharashtra state. Ahmednagar district is bounded by and district to the north side, south side is bounded by and , east side is bounded by and district and the west side is bounded by and Pune district. The location of this district is almost at the centre of the state.

Ahmadnagar District Urban Population 2011 Out of the total Ahmadnagar population for 2011 census, 20.09 percent lives in urban regions of district. In total 912,617 people lives in urban areas of which males are 469,918 and females are 442,699. Sex Ratio in urban region of Ahmadnagar district is 942 as per 2011 census data. Similarly child sex ratio in Ahmadnagar district was 866 in 2011 census. Child population (0-6) in urban region was 105,541 of which males and females were 56,573 and 48,968. This child population figure of Ahmadnagar district is 12.04 % of total urban population. Average literacy rate in Ahmadnagar district as per census 2011 is 87.57 % of which males and females are 92.05 % and 82.87 % literates respectively. In actual number 706,743 people are literate in urban region of which males and females are 380,464 and 326,279 respectively.

Ahmadnagar District Rural Population 2011 5 As per 2011 census, 79.91 % population of Ahmadnagar districts lives in rural areas of villages. The total Ahmadnagar district population living in rural areas is 3,630,542 of which males and females are 1,872,907 and 1,757,635 respectively. In rural areas of Ahmadnagar district, sex ratio is 938 females per 1000 males. If child sex ratio data of Ahmadnagar district is considered, figure is 849 girls per 1000 boys. Child population in the age 0-6 is 450,473 in rural areas of which males were 243,665 and females were 206,808. The child population comprises 13.01 % of total rural population of Ahmadnagar district. Literacy rate in rural areas of Ahmadnagar district is 76.89 % as per census data 2011. Gender wise, male and female literacy stood at 85.49 and 67.85 percent respectively. In total, 2,445,147 people were literate of which males and females were 1,392,891 and 1,052,256 respectively.

Main Rivers : In this district Godavari and the Bhima a tributary of the Krishna are the main rivers .Paravara, Mula, Sina and Dhora are also other rivers flowing through this district.

Forests : Forests of Ahmednagar district has the Teak, babul, dhavada, haldu and neem trees. Fruit trees like Mango, Tamrind, Amala, Bor are also found in the district.

Ahmednagar is home to 19 sugar factories and is also the birthplace of the cooperative movement.

Economy of Ahmednagar District The composition of the small industries in Ahmednagar district includes bidi rolling, medicinal plants collection, jiggery making etc. Manufacturing of mopeds, T. V. sets, production of Ayurvedic medicines, sugar industry are some of the large scale industries in this district.

Banking facilities: Central Bank of India is the lead bank of this district. There are 520 bank offices in the district by March 2010 end. Ahmednagar D.C.C. Bank has 302 branches in the district.

Agriculture University: The first agriculture university in the state of Maharashtra has been established at Rahuri.

Transport & Communication : Central railway’s 197 Kms. distance railway route passes through the district. All types of 12832 Kms. distance roads have connected 1506 villages. Maharashtra State Road Transport Corporation has a well knit network of passenger transport. S.T. Route distance is 54246 kms. and over 688 S.T. Busses are plied on the road.

Ralegan Siddhi – Ideal Village in the country is in of this district. Besides this Shri Saibaba’s Shirdi and Meherbaba’s Meharabad, Shri ’s temple at Newasa and Shri Shani Shinganapur, Shri Siddhi Vinayak Temple at Siddhtek are the famous religious centres located in Ahmednagar District.

From the above tables No. 4.10 & 4.11 it is observed that during the study period the Number of villages increased from 1578 to 1584, number of grampanchanyat increased by 1 number, drinking water availability increased from 1579 to 1584 and the number of villages having all weather road increased from 1577 to 1584.

In the above four tables the taluka wise vital statistics related to the study period have been presented. It gives information about the various important institutional organization such as grampanchayats (class wise), Municipalities (class wise), availability of drinking water facilities, villages having all weather roads, villages benefitted by the Pradhan Mantri Gram Sadak Yojana, villages electrified, ST Bus routes, branches of commercial banks, villages having primary schools, villages having health care facilities as well as post offices in each of the taluka has been covered. It has been observed that there is a development in the various infrastructural facilities provided but it cannot be compared with the amount of expenditure incurred. It is also observed that in certain talukas the development is lope sided e.g. Akole, Shevagaon, Pathardi, Parner etc. This is due to the fact that lack of local initiative as well as the local leadership is also partly responsible for it.

The above Table No. 4.11 and Table No. 4.12 reveal that during the study period the number of electrified villages rose from 1578 to 1584, the all weather ST Bus routes increased from 1464 to 1484, Number of commercial bank’s branches increased from 323 to 362, number of villages having primary schools increased from 1578 to 1584 means all the villages have the primary schools, number of post offices reduced from 1580 to 1539. The number of post offices declined due to closure of the post offices due to non viability.

In the above two statement one can compare the development in respect of rural beneficiaries assisted under by various self employment schemes implemented by various agencies such as District Industries Centre (DIC), District Rural Development Agency (DRDA), Lead Bank of the District (Central Bank of India), the local corporations. It is observed that during the study period there was growth in the

number of beneficiaries assisted by the various developmental agencies working in the district.

The table No. 4.13 and 4.14 reveal that during the period under study the number of beneficiaries assisted by DRDA increased from 618 to 3897, while the beneficiaries assisted by the lead bank as well as local finance corporations decreased marginally. Similarly in the above two tables one can see the development that has taken place in assisting the beneficiaries of various social security schemes like Sanjay Gandhi Niradhar Yojana, Shravanbal Service scheme, Indira Gandhi Rashtriy Pension scheme, and national family benefits. It is observed that there is steady growth in the number of beneficiaries and the amount disbursed to them by the govt. in the form of subsidy.

The table Nos. 4.15 and 4.16 reveal that the beneficiaries assisted by the Revenue Dept. under Social Security schemes increased substantially: Under Sanjay

Gandhi Niradhar Yojana the number rose from 10842 to 19808 and subsidy amount rose from Rs.7750.70 to 1385.04 lakhs, under Shravanbal Service scheme number of beneficiaries rose from 31973 to 68621 and the subsidy amount increased from Rs.1014.76 lakhs to 1502.02 lakhs, under Indira Gandhi Old age pension beneficiaries increased from 37772 to 51574 and the pension amount increased from Rs.428.84 lakhs to Rs.1141.33 lakhs. The above two tables provide data relating to the number of Govt. hospitals, dispensaries, primary health centers, sub centers, number of doctors and nurses etc. which is a vital data so far as health care provided by the government. It is observed that during the study period there was no development at all so far as institutions are concerned, however there was significant development in the number of doctors (90.8 per cent increase) and in respect of number of nurses the increase was from 865 to 1490 i.e. increase of 72.25 per cent.

According to the 2011 census Pune District has a population of 9,426,959, roughly equal to the nation of Benin or the US state of North Carolina. Rivers and lakes and Dams Major rivers of the district are: Pushpavati, Krushnavati, Kukadi, Meena, Ghod, Bhima, Bhama, Andhra, Indryani, Pavna, Mula, Mutha, Ambi, Mose, Shivganga, Kanandi, Gunjavni, Velvandi, Neera, Karha etc.

Lonavla region (Wadgaon-Maval Taluka) In this region there are number of lakes. To name a few Bhushi, The Lonavala lake, Valvahan, Tungarli etc. These are the tourists centres. Especially the younger generation from the nearby urban/metropolitan cities crowd these centres on weekends

Agriculture and Cropping Pattern Agriculture is the main land use in all tahsils except Pune where the area not available for cultivation constitutes the major land use category covering about 60% of the total area. The western tahsils of Velhe, Mulshi and Mawal have more forest cover than the other tahsils.

Cereals dominate the crops in all tahsils except Bhor, Velhe, Mulshi and Mawal.

The eastern part of Pune district has more area under cultivation than the western part. Large patches under Kharif crops have been delineated in Baramati, Shirur and Junner tahsils. Availability of good irrigation facilities in the area has enabled widespread practice of double cropping along the Nira river forming the Southern boundary of the district, as well as along the Bhima, Mula and Indrayani rivers.

The bovine population is highest in Khed (1,17,782) followed by Junner (95,547) and is lowest in Pune (12,859). The cattle population is highest in Baramati tahsil with 1,93,844 cattle, closely followed by Indapur, with 1,90,891 cattle and is lowest in Pune with only 24,353 heads of cattle.

Economy of Pune City Pune is the district head quarter and the metropolitan city. The brief economy of is covered here. Pune has a booming economy. There are two industrial estates in the outskirts of Pune developed by the Maharashtra Industrial Development Corporation (MIDC). This is besides the already bustling industrial hub of - . A large number of Indian industry majors and MNC's have set up base in Pune and its suburbs. These include companies like Bajaj Auto, TELCO, Philips India, Kirloskar Cummins, Kalyani Sharp, Bharat Forge, Mahindra And Mahindra, Hindustan Antibiotics, Mercedes Benz India Ltd, Wakefield India, Serum India, Duro Shocks, Kinetic Honda, Whirlpool, LG, Frito Lay, Coca Cola etc. Suburbs of Pune like Baramati, Khed, Mundhwa, Loni, Yerwada, Talegaon, Alandi, Warje, Wadgaon etc. account for a majority of Pune's agricultural produce, though Pune is not an agricultural city. Pune has also emerged as a software industry hub. Many of the leading Indian software companies have their presence in Pune. These include companies like Infosys, Tech Mahindra, Wipro, Patni, Satyam, Persistent Systems, Geometric Software Solutions Private Limited and others besides many global players. The BPO industry is also booming with many leading Indian names and MNC's registering their presence in Pune.

Pune is considered as the Oxford of India with it many educational and research institutions apart from other institutions for sports, Yoga, Ayurveda, culture and social services. In Balewadi of Pune city a big stadium is built up for Asian Games (Shri Chhatrapati Stadium).  Pune is also famous for Ganesh Festival  Osho Ashram: This is the famous institute of Rajneesh, the guru of Meditation. The institute is located at 17, Park and spread over a huge area.  : The historic palace built by Bajirao .  Shind Chhatri: An architectural excellence, this is a memorial built and dedicated to Mahadji Shinde. It is located at a small distance from the racecourse in Pune. If we compare both the tables given above it will be observed that the government has increased availability of drinking water in almost all talukas. In the beginning this facility was available in all together 1322 villages while at the end of the study period it was raised to 1783. Similarly in respect all weather roads initially n 2009-10 it was available in 1774 villages and at the end of the study period 2013-14 it was available in 1859 villages. Here again, if we compare both the tables given above (table No. 4.28 & 4.29) it reveals that so far as electrification of the villages is concerned during the study period number of electrified villages increased from 1820 to 1866, there was no change in the availability of the bus route, number of bank branches of commercial banks increased from 937 to 1385,Number of primary schools were available in all the villages during the study period, Health care facilities increased from 632 to 1866 it means this facility was available in all the villages, number of post offices increased from 644 to 660 villages. The above two table’s comparison reveals that the number of beneficiaries assisted in 2010 was 32821 while in 2014 the number of beneficiaries assisted were 35118, the beneficiaries from DRDA recorded decrease from 4539 to 1491. There was marginal decrease in the beneficiaries assisted by the local corporation i.e. from 816 to 723.

The above two tables bearing No. 4.32 & 4.33 reveal that the number of beneficiaries who received aid / subsidy/pension support from the State Govt. under Social Security has considerably increased during the study period. Under Sanjay Gandhi Niradhar scheme in 2010 the number of beneficiaries was hardly 8365 while

in the year 2014 the number rose to 30047 and the amount of subsidy increased from Rs.661.02 lakhs to Rs.2132.31 lakhs during the same period. Similarly under Shravanbal Seva Yojana the number of beneficiaries rose to 7868 from 17259 and the amount rose to Rs.249.29 from Rs.846.11 lakhs in the same period. The beneficiary no. under Indira Gandhi old page pension has decreased from 16703 to 12132 and the pension amount recorded marginal decrease from Rs.243.29 to Rs.237.38 lakhs. The study period witnessed the rise of hospitals from 48 to 57. There were no special hospitals (like cancer / TB etc) in 2010 and in 2014 there is addition of 3 such hospitals, There was marginal growth/decrease in rest of the aspects covered by the statement.

4.4 SUMMARY In this chapter the researcher has given brief profile of the districts understudy with special reference to the expenditure incurred by the respective talukas on the various developmental schemes during the study period, as well as expenditure incurred on various social security schemes implemented by the State Revenue Department. This helps the reader to understand the observations and suggestions of the researcher in right perspective.
