EPA MODIFIES UREA GUIDANCE DOCUMENT IN RESPONSE TO LAWSUIT BY ENGINE MFG The U.S. Environmental Protection Agency has revised its 2010 engine selective catalytic reduction (SCR) guidance to remove a requirement limiting the hours and miles a truck can operate after its urea tank runs dry. The revised document was sent to engine manufacturers earlier this month because parts of the EPA's February 2009 UREA guidance created confusion over whether the agency was mandating new requirements or simply providing guidance with respect to running on an empty UREA tank. In fact, one engine manufacturer sued over the issue last year. The earlier guidance, the focal point of the lawsuit, specifically required engine performance to be severely degraded after a truck travels 2,000 miles or 40 hours after the tank is urea empty. However, the final UREA rulemaking include no such requirement. The new guidance document eliminates the suggested limits on the hours and miles trucks can operate without sufficient levels of the urea solution before the trucks begin to lose power and eventually become inoperable.

EPA CONSIDERS BANNING LEAD IN AVIATION GASOLINE The EPA is considering a petition filed by an environmental group that seeks to ban lead from aviation gasoline. According to EPA, the agency is planning to issue an advance notice of proposed rulemaking to address the petition. The agency also is talking with the Federal Aviation Administration about the issue. Before it can remove lead from aviation gasoline, the EPA must first issue a finding that lead emissions from aviation gasoline endanger public health or welfare. Leaded gasoline is used in aircraft, primarily small planes, with piston engines. EPA said in 2007 that leaded aviation gasoline results in 491 tons of lead emissions annually. Leaded aviation gasoline is the last remaining mobile source of lead air emissions, and comprises 13% of all lead emissions currently emitted by stationary sources such as manufacturing facilities. According to the petition filed by Friends of the Earth, leaded gasoline is no longer necessary since many aircraft are designed to use regular unleaded gasoline. Airplane manufacturers disagree saying the while some aircraft can run on premium unleaded, many high performance aircraft with high compression engines require leaded gasoline. Aviation gasoline typically has an octane rating of 100 while premium gasoline contains only 93 octane. One major hurdle for the petitioners is that most automotive gasoline now contains ethanol. Federal Aviation Administration regulations prohibit the use of ethanol in aviation.

LOUIS EHRICH JR - 93, passed away on Jan. 5, 2010, after decades of service and recognition in the home heating oil industry and its associations. Ehrich was born in New Rochelle, N.Y., and graduated from the University of Virginia with a degree in engineering. After World War II, he joined Webster Electric Co., and worked on the "Q" and "T" pumps, which were the state-of-the-art pumps at the time. During his time at Webster he started the service department for the company, visiting his customers in the U.S. and Canada. He was known as "The Man from Webster" to many throughout his career. He later helped develop and introduce the "R" series pump, a pump with a rotary filter. After leaving Webster in 1970, Ehrich worked as an independent manufacturer representative with Monarch and Skuttle. Ehrich received the first National Association of Oil Heating Service managers (NAOHSM) Manufacturer of the Year award and was active in the Connecticut Valley, New Haven, Fairfield County, Eastern Connecticut, , Boston, Central Massachusetts, Pioneer Valley, Southeast Massachusetts, Northeast Massachusetts, /Vermont, Twin State, Pine Tree and Westchester, New York chapters.
