V teoretické části jsem se zaměřil na základní pojmy spojené s terorismem, jeho vývoj a teroristické organizace. Součástí teoretické části je také protiteroristická politika Evropské unie. V rámci analýze jsem sepsal dosud proběhlé útoky v členských zemích od roku 2005. V praktické části bakalářské práce jsem detailněji popsal proběhlý útok v Paříži, Bruselu a Berlíně. Díky získání dat a údajů jsem útoky po podrobnější analýze porovnal. Část dále obsahuje bezpečnostní opatření. Cílem práce je uvést pohled na proběhlé útoky a působení terorismu na území Evropské unie. -

These were the words that resonated in the halls of the French satirical weekly newspaper, Charlie Hebdo, on January 7, 2015 around 11:30 local time in Paris. These same words were later heard by hundreds of innocent people again on the evening of Friday 13, November 2015, when terrorists coordinated a series of attacks targeted at mass crowds. Terrorism has never been a top threat to France in the past few decades. However, terrorism will haunt every single French citizen for years to come after witnessing what true terror can cause to a country. -

Om deze reden werd besloten een kwalitatieve inhoudsanalyse uit te voeren van twee kranten, De Standaard (66 artikels) en Al Arabiya (33 artikels), aangevuld met enkele grafieken gebaseerd op een kwantitatieve analyse. Op deze manier zou het mogelijk worden om een beter begrip te krijgen van tenminste twee verschillende perspectieven op de aanslag op Charlie Hebdo, waarbij De Standaard een Westers perspectief reflecteert en Al Arabiya een Arabisch perspectief. Er werd gekozen voor een vergelijkende aanpak met als doel te zoeken naar gelijkenissen en verschillen tussen beide kranten. -

UNDERSTANDING THE PRINCIPLES OF TERRORISM RISK MODELING FROM THE CHARLIE HEBDO ATTACK IN PARIS Dr. Gordon Woo, catastrophist and terrorism risk expert, RMS January 26, 2015 INTRODUCTION The principles of natural hazard modeling are based on the laws of physics, and may be learned through academic studies or professional training. However, there are no academic programs or professional seminars where the principles of terrorism risk modeling may be learned. Academic discourse on terrorism is centred on humanities departments, where political risk briefings are prepared but there is no quantitative risk analysis. It is hardly surprising that, with the U.S. Terrorism Risk Insurance Act renewed until 2020, there remains a widespread view that terrorism risk cannot be modeled. Indeed, testimony was given to Congress in September 2013 that terrorism risk cannot be modeled. Many in the insurance community assume, particularly those unfamiliar with terrorism risk, that the best that can be done is to ask the subjective opinions of a panel of terrorism experts. Excessive reliance on subjective opinion, however formally elicited using the Delphi method or any other, would never be acceptable for insurance risk modeling of meteorological or geological hazards. Robust and resilient risk modeling requires underlying conceptual structure, and this must come not from opinion, but from principles that have a mathematical representation. For example, for seismic risk modeling in California, these principles involve seismotectonics, power-law scaling of earthquake magnitudes, etc. To avoid abstraction, one of the best ways of learning the principles of any subject is through an exposition using illustrative real examples. Outside the classroom, the basic principles of hurricane, earthquake, and flood risk analysis can be learned and comprehended from the study of any notable event. -

QUEEN’S UNIVERSITY BELFAST European Master’s Degree in Human Rights and Democratisation A.Y. 2014/2015 FEAR, HATRED, AND THE LIMITS OF LAW A Critical Analysis of French Political Discourse Following Terrorist Attacks Author: Moana Genevey Supervisor: Natasa Mavronicola 1 Abstract Regarding counter-terrorism and Islamophobia, many scholars highlight the law- makers’ responsibility in the creation and implementation of laws negatively affecting Muslim communities. Few, however, provide an in-depth analysis on how political discourse on terrorism can, by itself, create, convey and reproduce anti-Muslim prejudices. Being key actors of liberal democracies, politicians are expected to exercise their right to free speech for discussing socially valuable issues, such as terrorism. Nevertheless, when political discourses create prejudices and misconceptions about entire communities, they become potentially harmful for society. In this case, law can appear as a necessary tool for restricting dangerous speech. This thesis seeks to determine how political discourses on terrorism can create Islamophobia, and whether the law is an appropriate instrument to tackle this phenomenon. It is based on the elaboration of a Critical Discourse Analysis framework, rooted on the link between terrorism, Islamophobia and the notion of engineered moral panic. The framework is then applied to a selection of discourses, delivered by politicians from extreme-right and mainstream parties in France, following the two major terrorist attacks of 2012 and 2015. The findings of this analysis suggest that, while the political discourses selected are instilling fear regarding terrorist events and fueling hostility towards a wide spectrum of people held responsible for it, they are delivered in a cautious manner and do not constitute, per se, blatant examples of hateful speech directed towards national, ethnic and religious minorities. -

Financing of the Terror Attacks in France Introduction
Financing of the terror attacks in France Introduction France became a more targeted country for Islamic terror in the past 6 years. From a single individual terror attack to a major multi-targeted attacks. In four reports we made a comparative study on four major attacks which took place from 2012 to 2016 in Toulouse, Paris and Nice. The main target of this report is to unravel the financing scheme of these attacks. We divided the financing into two main aspects, financing the recruiting and radicalization of the terrorists, and funding the specific terror attacks. As far as we see there is luck of information, in the overt media regarding the financial activity, yet, the few info available show the following: Financing of the recruitment in mosques and imams is generated mostly out of the Muslim Brotherhood entities, as UOIF, Qatar (directly and through Qaradawi and his foundation) and the French government. The actual funding for the attacks was made mostly by local assistance and the attackers themselves, yet, we do not know mostly what the source of the finances was (the finances to the Bataclan attack was given probably by ISIS representative in Europe). The terror attacks The Toulouse Attack [1] [2] The Toulouse and Montauban shootings were a series of three guns attacks committed by Mohammed Merah from March 11 to 19, 2012, targeting first French Army soldiers, later children and a teacher from a Jewish school in the cities of Montauban and Toulouse in the Midi-Pyrenees region of France. In total, the shooter killed seven people and wounded five, four seriously.
