The Legalist Approach to the Informal Economy: An Affirmation of Universality Part One Page | 1 Introduction Scholars, politicians, and economists alike are devoting increasing attention to the informal economy. For better or for worse, its sheer magnitude evidences that the informal economy is a significant determinant in the economies of the developing world. Statistically, informal employment constitutes approximately one half to three quarters of employment in developing nations; more specifically, 48% of employment in North Africa, 51% in Latin America, 65% in Asia, and 72% in Sub-Saharan Africa. 1 Additionally, the large majority of all new jobs are generated in the informal economy. In 2002, the International Labour Organization (ILO) reported that “over the next decade, the world’s labor force is projected to increase by 500 million workers, 97% of whom will be in developing countries.” 2 Based on these statistics, more workers will enter the informal economy than the formal. Thus, the informal economy is an integral factor in devising development solutions. Some economists conceive the informal economy as a culture produce feature. Others see it as safety valve that filters workers into alternative employment when the formal economy cannot produce sufficient employment to support them. This view treats the informal economy as a kind of insurance against poor economic climates. Both of these perspectives are generally positive. However, a majority of development economists believe that the informal economy is an exploitative system that needs to be eliminated or reduced in some way. Proper Names 250 Preface The belief that Simon de Cramaud was a key figure in the story of how the Great Schism in the Western church came to be ended imposed itself upon me rather slowly, about fifteen years ago, when I was looking through the Libti de Schismate of the Vatican Ar- chives for a quite different reason. Frequent references to "the Pa- triarch" suggested his leading role in Paris, and a cursory reading of his major treatise led first to grateful appreciation of its clarity and vigor, then to gradual realization of its importance. Others had no doubt read it before but I had the advantage of coming to it by way of Brian Tierney's Foundations of the Condliar Theory, so that I could not only recognize the nature of the treatise as an essay in corporatist ecclesiology, but also appreciate how it gave the French union program a depth and inner consistency that had not always been perceived. -

This reality has always provoked philosophy, the sciences, and also theology. But how does theological thinking reflect on this eco-human diversity? What about religious diversity? Are diversity and pluralism the same phenomenon? These questions express the aim of this article: to reflect on theology in the face of diversity and pluralism. With the methodology of bibliographic analysis, the article begins by discussing the challenges of this reality. Then it deals with how theology confronts diversity and pluralism. In the end, it reflects on the possibility of Latin American Liberation Theology being conceived as pluralist, articulating itself with the Theology of Religious Pluralism—especially from the 1990s. One of the exponents of the Latin American Liberation Theology that justifies such a paradigm shift is the theologian Leonardo Boff. With his outputs, Latin American theology starts to realize, from the ecological paradigm, the articulation between liberation and dialogue, then being called pluralistic liberation theology. The conclusions of the article point out that cultural change, the ecological paradigm and, recently, the questions of decolonial theology, have led theological thinking to transform more, facing the socio- environmental challenges of diversity, conflicts, and interreligious dialogue, accepting even more the awareness of pluralism. -
