The Legalist Approach to the Informal Economy: An Affirmation of Universality Part One Page | 1 Introduction Scholars, politicians, and economists alike are devoting increasing attention to the informal economy. For better or for worse, its sheer magnitude evidences that the informal economy is a significant determinant in the economies of the developing world. Statistically, informal employment constitutes approximately one half to three quarters of employment in developing nations; more specifically, 48% of employment in North Africa, 51% in Latin America, 65% in Asia, and 72% in Sub-Saharan Africa. 1 Additionally, the large majority of all new jobs are generated in the informal economy. In 2002, the International Labour Organization (ILO) reported that “over the next decade, the world’s labor force is projected to increase by 500 million workers, 97% of whom will be in developing countries.” 2 Based on these statistics, more workers will enter the informal economy than the formal. Thus, the informal economy is an integral factor in devising development solutions. Some economists conceive the informal economy as a culture produce feature. Others see it as safety valve that filters workers into alternative employment when the formal economy cannot produce sufficient employment to support them. This view treats the informal economy as a kind of insurance against poor economic climates. Both of these perspectives are generally positive. However, a majority of development economists believe that the informal economy is an exploitative system that needs to be eliminated or reduced in some way. Tilly Goes to Church: The Religious and Medieval Roots of State Formation in Europe Anna Grzymala-Busse Stanford University August 31, 2020 Abstract How did the state arise in Europe? Canonical accounts argue that war made the state: inter state conflict led to taxation and state formation. These accounts focus on the early modern period and start with the territorial fragmentation as a given. Yet once we move back the analysis to the Middle Ages, a powerful actor appears: the Roman Catholic Church. The Medieval Church was a powerful rival to monarchs and rulers, challenging their sovereignty and the authority of nascent states, and deliberately fragmenting medieval Europe. It was also a rich source of human capital and administrative solutions, the building blocks of state institutions. Religious rivalry and emulation in the middle ages fundamentally shaped state formation in Europe. Proper Names 250 Preface The belief that Simon de Cramaud was a key figure in the story of how the Great Schism in the Western church came to be ended imposed itself upon me rather slowly, about fifteen years ago, when I was looking through the Libti de Schismate of the Vatican Ar- chives for a quite different reason. Frequent references to "the Pa- triarch" suggested his leading role in Paris, and a cursory reading of his major treatise led first to grateful appreciation of its clarity and vigor, then to gradual realization of its importance. Others had no doubt read it before but I had the advantage of coming to it by way of Brian Tierney's Foundations of the Condliar Theory, so that I could not only recognize the nature of the treatise as an essay in corporatist ecclesiology, but also appreciate how it gave the French union program a depth and inner consistency that had not always been perceived. -

Formation after first profession for non-clerical religious is an innovation of Vatican II. The document Renovationis causam recognizes the necessity and significance of post-novitiate formation in helping the temporarily professed religious attain the required growth towards maturity necessary for permanent commitment. With the promulgation of the 1983 Code of Canon Law, post-novitiate formation is accorded formal legislation and recognized as an intrinsic aspect of religious life. The Code specifies its aims, dimensions and pedagogy, leaving its structure and duration to be designed by individual institutes. The Church requires that each institute draw up a ratio which is structured according to the provisions of universal norms at the same time allowing some latitude for necessary adaptations of aspects which may require revision. Despite the provisions specified in the universal law, together with further directives given in subsequent Holy See documents, formation of religious continues to be a constant challenge to the Church as well as religious institutes. -

The portrait miniature of Cardinal Zbigniew Oleśnicki on a Letter of Indulgence issued in 1449 for the Church of All Saints in Cracow Marek Walczak Illuminations in medieval documents have never been a subject of extensive research, because only a small number of them survived, and they are generally of poor artistic quality. For the same reason almost unknown are portrait miniatures in such carrier. The relatively greatest attention of researchers has been focussed on indulgence documents1, which had had a broad sphere of influence, owing to their wide dissemination among large audiences of the faithful.2 In Poland, a particularly interesting example is a document granting indulgences to all who would visit the parish church of All Saints in Cracow on the major feasts of the liturgical year, issued by the Cracow Bishop, Cardinal Zbigniew Oleśnicki (1423–1450) in 1449 [Figs 1, 2].3 A piece of parchment of substantial size (75 × 44 cm) is adorned with a 1 Nikolaus Paulus Geschichte des Ablasses im Mittelalter vol.
