Councillors discussed the lack of physical dwelling at the site which contained rubble of a building only and was now within the green belt. The landowner had erected a new fence, carried out some drainage work and cleared shrubs and small trees ahead of planning permission being granted. It was agreed that should Dorset Council grant planning permission the remaining trees on site should be protected along with a query in respect of the length of time allowed for rebuilding derelict properties given the dwelling had not existed for over 40 years.

RESOLVED to object to the proposed planning permission as follows:

• The length of time since the dwelling had been inhabited was possibly more than 40 years. • The property is situated within green belt area. • Remaining trees should be protected.

Councillors noted the application was not materially different to the previously declined application.

RESOLVED to object to the proposed planning permission as follows:

• The proposed planning application and material facts remained unchanged to the previous application which was declined. • The boundary fence and associated landscaping was not in keeping with the surrounding environment. • Planting of fast-growing conifers may cause damage to the pavement and highway whilst obstructing pedestrians and vehicle visibility.

PC 20/36 Matters for forthcoming agendas No decisions can be taken1

There were no matters for forthcoming agendas.

Members received an update on the position of Hope Farm and Members expressed their concerns with enforcement and in their opinion the barn construction was in the wrong place. It was noted how the development may potentially impact the future of the Green Belt around the village and the Clerk noted there was an update to be given on the Dorset Local Plan at the Chief Executives and Clerks meeting the following week and she would report back any information relevant at the next Full Council Meeting.

Berkeley, Newton Lane Refused: The proposed development lies within the South East Green Belt. Within this area it is intended that only particular types of development set out in the National Planning Policy Framework will be permitted. The proposed extensions to the dwelling, when considered together with other previous extensions to the property, are judged to exceed that which could be reasonably regarded as proportionate additions to the size of the original building. The proposal therefore represents inappropriate development in the Green Belt, contrary to the provisions of the National Planning Policy Framework, in particular paragraphs 133-134 and 143-145. No very special circumstances have been demonstrated which would outweigh the harm to the Green Belt by reasons of inappropriateness and impact on the openness of the Green Belt. PC: No Objection
