    A historical review of land and water use in the Orange-Fish River Basin, Namibia Wolfgang Werner September 2009 About the Author Wolfgang Werner was born in Outjo, Namibia. After completing his schooling in Windhoek, he obtained an MA in Rural Social Development from the University of Reading, UK, and a PhD from the University of Cape Town. His PhD thesis, which traced the socio-economic history of the Herero in Namibia from 1915 to 1945, was published in 1998. After a brief spell as Researcher at the Namibia Institute of Social and Economic Research at the University of Namibia (1989-1990), he became Director of Lands in the Ministry of Lands, Resettlement and Rehabilitation. In August 1995, he joined the Namibian Economic Policy and Research Unit as Senior Researcher, a post he held until the end of 2002. Since 2003 he has been working as an independent development consultant. His research and consultancy work include several assignments on land reform and resettlement, land tenure, rural development, and livelihoods and participatory poverty assessments. As an Associate of the Desert Research Foundation of Namibia, he participated in Namibia’s Programme to Combat Desertification and has conducted several socio-economic investigations and consultancies.
