Strengthening of Panchayats in India: Comparing Devolution across States Empirical Assessment - 2012-13 April 2013 Sponsored by Ministry of Panchayati Raj Government of India The Indian Institute of Public Administration New Delhi Strengthening of Panchayats in India: Comparing Devolution across States Empirical Assessment - 2012-13 V N Alok The Indian Institute of Public Administration New Delhi Foreword It is the twentieth anniversary of the 73rd Amendment of the Constitution, whereby Panchayats were given constitu- tional status.While the mandatory provisions of the Constitution regarding elections and reservations are adhered to in all States, the devolution of powers and resources to Panchayats from the States has been highly uneven across States. To motivate States to devolve powers and responsibilities to Panchayats and put in place an accountability frame- work, the Ministry of Panchayati Raj, Government of India, ranks States and provides incentives under the Panchayat Empowerment and Accountability Scheme (PEAIS) in accordance with their performance as measured on a Devo- lution Index computed by an independent institution. The Indian Institute of Public Administration (IIPA) has been conducting the study and constructing the index while continuously refining the same for the last four years. In addition to indices on the cumulative performance of States with respect to the devolution of powers and resources to Panchayats, an index on their incremental performance,i.e. initiatives taken during the year, was introduced in the year 2010-11. Since then, States have been awarded for their recent exemplary initiatives in strengthening Panchayats. CHAPTER SIX EPILOGUE 230 Shivaji fought Mughals in the north and Bijapuri Sultans in the south and carved out an independent kingdom of his own out of his small Jagir of Poona. He had rare gifted qualities of winning the heart of common people, who became the basis of his Swarajya i.e., kingdom. He was a great military genius and a diplomat and above all a man of creative ability. He coronated himself on the 6th June, 1674 and declared to the world that he became independent sovereign ruler. He also declared to the world that he was no longer a jahagirdar but an independent sovereign ruler. Shivaji also founded his own administrative institutions such as Ashta Pradhan Mandal'*', a new system of military and civil administration etc. This system was based on regular payment to the officers and soldiers. They were also not hereditary. They continued in their respective position as long as they carried on their duties well. He discontinued the practice of giving lands, jagirs, saranjams to the officers including his ministers. His ministers were advisers, and remained in their offices as long as they enjoyed his confidence. The function of Shivaji*s council was merely advisory. All decision-making authority finally rested in him. Chhatrapati represented sovereign power both in theory and practice. Thus in Shivaji's time Chhatrapati was the fountain of final authority and of all sources of power. After the death of Chhatrapati Shivaji on 5th April 1680, 231 Shivaji's elder son Sambhaji became Chhatrapati in the circumstances of stresses and strains. -

The Maratha scholars and historians had worked hard to construct the history of the land and people of Maharashtra. Among such scholars people like Kashinath Sane, Rajwade, Khare and Parasnis were well known luminaries in this field of history writing of Maratha. Kashinath Sane published a mass of original material like Bakhars, Sanads, letters and other state papers in his journal Kavyetihas Samgraha for more eleven years during the nineteenth century. There is much more them contribution of the Bharat Itihas Sanshodhan Mandal, Pune to this regard. -

It is the language of Newar, mostly local inhabitant of Kathmandu. The once administrative language, Nepal Bhasa has been replaced by Nepali (Khas) language and has a limited area where it can be used. The language has faced almost 100 years of suppression and now is listed in the definitely endangered language list of UNESCO. Various revitalization programs have been brought up, but with limited success. This main goal of this thesis on Nepal Bhasa is to find the actual reason behind the fall of this language and hesitation of the people who know Nepal Bhasa to use it. -

Articles Pradhan 2 | Next | Section Menu | Main Menu | Pradhan From Wikipedia, the free encyclopedia Jump to: navigation, search Pradhan (Devanagari: धान) is a ministerial title used in regions of Hindu cultural tradition that equates to the more popular term Vizier in rank and function.[1][2] The Sanskrit pradhan translates to "major" or "prime";[3] however, the more modern Hindi definitions provided by the Oxford Hindi-English Dictionary also include "chief" and "leader".[4] The precise interpretation can differ significantly by region. The style was abandoned by many Indian princely states during the Mughal era in favor of Persian styles such as Wasir and Diwan. Pradhan is also commonly employed as a high-caste surname in the Newāh/Newār (Newar: नेवा) community of Nepal and is also currently used by the Kshatriya and Kayastha people of northern and western India. It is a surname used by Khandayat and Bhanayat (or Kshatriya) castes of eastern Indian state of Orissa. "Khanda" means sword and "Ayata" means control, hence "Khandayat" means "the master of sword" and same as Bhanayat which means the worshiper and having a control of Bow and Arrow, a powerful and most honored warrior castes. Examples[edit] Pradhan Mantri: Prime Minister (Mantri is the root of Mandarin). Pradhan Senadhipati: Chief of Staff ("Senadhipati" is an old Sanskrit style for a military leader, also used in Nepal for Commander-in-Chief). Pradhan Senapati: Grand General (also translated as Chief of 3 Staff). Pradhan was the title of a Minister who sat on the Council of 8 (Ashta Pradhan) in the early Maratha Empire prior to Peshwa administration. -

The present study has brought out successful experiences of PRIs in Kerala for the consideration of other Indian states in the formulation of action plan for strengthening public health delivery system. For instance, Hospital Management Committee (HMC) under the leadership of the elected head of the concerned local government plays a vital role in the management of a public health institution in Kerala. While the chairperson of HMC is elected head of the local government, Medical Officer of the respective Public Health Institution is its convener. HMC is a democratically constituted body that provides a platform for elected representatives and officials of PRIs/ Municipalities and health officials to work jointly for the efficient functioning of PHIs. This experience can be shared with some of the Indian States where Rogi Kalyan Samities are not functioning as democratically run system. Similarly, there is a good scope for mobilizing local resources for the implementation of public health projects under the initiatives of Panchayati Raj Institutions in Indian States. -

Political, trade and dynastic relations with both neighbours – NIndia and Tibet, have been intense for hundreds of years. The most important of the smaller states existing in the current territorial borders of Nepal is that of the Kathmandu Valley. This valley has been one of the most important points on the main trade route between India and Tibet. Until the late 18t century, the wealth of the Kathmandu Valley reflected in the golden roofs of numerous temples and the monastic structures adorned by artistic bronze and stone sculptures, woodcarving and paintings was mainly gained from commerce. Being the point of intersection of significant trans-Himalaya trade routes, the Kathmandu Valley was a centre for cultural exchange and a place often frequented by Hindu and Buddhist teachers, scientists, poets, architects and sculptors.1) The Kathmandu Valley with its main cities of Kathmandu, Patan and Bhak- tapur is situated in the northeast of Nepal at an average height of 1350 metres above sea level. Today it is still the administrative, cultural and historical centre of Nepal. Email: [email protected] Abstract: Rituals have been an important factor in human development of since primitive times, not only as support in the struggle for survival but also for entertainment and education. Rituals have also been used to acknowledge the supremacy of feudal lords, kings, and emperors. Rajasthan, because of its feudalistic character and a very specific geographical condition, have been dependent on the imaginary and superhuman powers of rituals. In the course of time, performers of rituals emerged into groups having expertise in their art and developed specific form and style of performance. This paper explains and analyzes the anthropological interrelation of the rituals, social communication, and folk theatre of Rajasthan through the performance study of the popular folk play Jagdev Kankaali. This study underlines the theoretical aspects of social communication as well as analyzes the performance of the above play along with its ritualistic environment. Keywords: Rituals, social communication, folk theatre, mythology. Anthropology of Rituals The life of the human has always been full of rituals since ages, which cannot be overlooked. Rituals exist in various stages of life, whether it is business, profession, politics or the systems of judiciary.
