And why was his July 1971 announcement of that trip the subject of such public euphoria, particularly given the intense antipathy towards the Chinese communists during the previous two decades? To answer these questions, this dissertation travels on two interconnected paths. First, it is the backstage story of a diplomatic revolution, chronicling how initially mid-level and then upper-level Executive Branch officials sought to change first the preconceptions which supported existing China policy, and then the policy itself. Second, it details how first the informed public and then the mass public reversed their once-steadfast positions on this issue, making change not only possible but profitable. The efforts of these officials inspired pundits and academics to call for change, which in turn altered the opinions of prominent senators and congressmen, who went from enforcing the status quo to calling for its upending. Underlying everything, particularly after 1960, was growing fear of a rising China. Now that a hostile communist regime ruling the world’s most populous nation was no longer “a passing phase,” the question of how to come to terms with Chinese power became pressing. A new policy of “Containment Without Isolation” became increasingly popular as a means of taming a powerful China and incorporating it into a U.S.-led global order. ii DEDICATION To my mother and father iii ACKNOWLEDGEMENTS Similar to the events discussed within it, this dissertation began with an idea, before gestating very slowly, and finally concluding with a flourish of activity built upon previous plans, assumptions, and efforts. Its inspiration was an observation of two seemingly contradictory pieces of early 1960s polling data discovered in a book of old Gallup results in the fall of 2008. Everything which followed grew out my initial hypothesis – as encapsulated in this dissertation’s title – that what was seemingly counterintuitive in fact fit together perfectly. Eight years, eighteen archives, and many shelves of books later, this is the result. First and foremost, I would like to thank my adviser Jason Parker, who guided me along the path of turning a scattershot social science notion into a completed work of historical scholarship. Early on in the writing process, he greatly assisted my efforts to organize my voluminous and often disparate evidence and arguments into something coherent. David Villar, John Huntington, Ian Abbey, and Matthew Yokell assisted me in discovering and acquiring relevant cultural sources from the historical period under consideration. Thanks to them, there is more in this work than the fruits of my archival findings, and I believe that is something the reader can appreciate. U.S. nation building efforts in Vietnam focused on the countryside by securing hamlets or promoting the growth of more hearty rice crops, but the practice of side-stepping urban problems, where the majority of U.S. troops serving in- country lived and worked among civilians, allowed economic inflation, corruption, and the sex trade to flourish. Westmoreland’s comment came during Senator J. William Fulbright’s Senate Foreign Relations Committee Hearings on the legitimacy of the war in Vietnam, and only days after the titillating accusation from the Senator that Saigon was “both figuratively and literally an American brothel.”2 The Whitehouse quickly swept the issue aside as an irrelevant distraction. Sex, they felt along with many other Americans, was just a part of war. They failed to recognize in those early days, however, that sexual politics wove into many aspects of society upsetting traditional social and power boundaries, as well as disrupting political relations.

Ungarn. Die Heimat meiner Großeltern. Die Vorfahren sind vermutlich um 1785 nach Ungarn ausgewandert. Donauschwaben. Die zwischen Donau und Neckar, auf der Schwäbischen Alb liegenden Dörfer litten damals unter Verheerungen der andauernden Kriegszüge. Auch das Anerbrecht (Ahnenerbe) – welches ein Kind als Alleinerben vorsieht – trug dazu bei, dass für viele Dorfbewohner die Auswanderung als einziger Ausweg übrigblieb. Die verlockenden Angebote des Ansiedlungspatents: Völlige Glaubensfreiheit, Haus, Feld und die dazugehörenden Wirtschaftsgeräte wie Zuchttiere. Für Handwerker 50 Gulden zur Einrichtung ihrer Werkstatt und vor allem die 10- jährige Steuer- und Abgabenfreiheit stimmten die letzten Zweifelnden positiv. Und so siedelten sie sich im Dorf Kirwa (Mariahalom), ca. 40 Kilometer nordöstlich vor Budapest an und arbeiteten. Sie betrieben überwiegend Landwirtschaft und bildeten kleine deutsche Enklaven im Österreich-Ungarischen Reich. Arm, aber nicht unglücklich. Altdeutsche Traditionen und Gewohnheiten überlebten wie die Sprache, wie die Menschen. Im 2. Weltkrieg kämpfte mein Opa für Ungarn in Russland. Sicherlich wichtig! Das kostete ihn ein kugelgroßes Loch im Zeh, aber noch schmerzhafter: Der Krieg kostete ihn seine Heimat. Wer deutsche Wurzeln hatte, sollte den neuen politischen Warschauer Pakt verlassen. Vertreibung. Flucht. Also musste die Familie Schäffer im April 1946 mit ihren bald drei kleinen Kindern – mein Vater ist 1947 geboren – von vorne beginnen. In Deutschland. In einem Land, einer Umgebung, unter Menschen, denen 12 Jahre lang einindoktriniert worden war, dass alles Fremde schlecht ist.

The official activities were carried out by the Chinese News Service and its branch offices in various American cities under the direction of the Ministry of Information's International Department in Chungking. The unofficial activities Were carried out by both Chinese and Americans, including missionaries, business people, and newspaper reporters, and the activities ditected toward the overseas Chinese in the United States were undertaken for the purpose of collecting money and arousing patriotism. The propaganda program fell four phases, the first beginning with the outbreak of the Sino-Japanese War in 1937 and directed at exposing Japanese atrocities. The second phase began with the withdrawal of the Chinese central government to inner China in late 1937, continued until the beginning of the European war in 1939, and concentrated on economic and political interests.

The thesis contributes to the broad body of literature which examines the role of Great Britain in the origins of the Cold War. In particular it focuses on the Foreign Office attitude towards the course of the Chinese Civil War, and ultimately the establishment of a Communist government in China between 1945 and 1950. It is a revisionist interpretation of cold war history drawn from a study of Anglo-American relations with regard to Chinese politics during this period. Traditional interpretations have emphasised the unchallenged nature of American involvement in China after the war. The thesis argues that during this period Britain actively sought to compete for such a predominant position, and specifically that the Foreign Office sought to replace the United States with Britain as the pre­ eminent Western influence in post-war Chinese politics. To this end, Britain gradually moved its policy from one of co­ operation with the United States to one of competition. Whilst originally seeking collaboration with Washington, the Foreign Office became increasingly frustrated with the problems within the American policy­ making machinery, and ultimately pursued a unilateral position in China. This was most evident after 1948 when the rapid collapse of the Kuomintang position forced Western states to closely consider their relationship with the Chinese communists.

Indeed, after 1945, the Soviet Union did not take over any country where it did not already have troops. Soviet attempts Ato detach Berlin from the West, to infiltrate into Greece, to capture control of Italy and France through communist party victories at the polls, all failed. The Marshall Plan put Europe back on its feet economically; the Truman Doctrine gave Greece and Turkey the help they needed to resist Soviet advances; the airlift saved Berlin; and NATO provided a guarantee of American military aid if needed. Americans had good reasons to be proud of their successes in this vitally important area of the globe. Unfortunately, success among the relatively established industrialized states of Europe could not be duplicated in the shifting, agricultural societies of Asia. Here, and most particularly in China, Americans were confronted with a far more complex situation than in Europe -and it is to this part of the globe that our attention now must turn. Forty Years of Revolution in China There is an old saying known to people who knew Chinese history and culture that no revolution could succeed there without the support of its scholars and its peasants. Unfortunately, most Americans who evaluated policy decisions about China knew little about either its history or its culture. Chinese civilization has a recorded history of some 4,000 years. These can be divided into a series of dynasties or empires, one following another as internal collapse was triggered by strong pressure from the outside.

This thesis, in contrast, attempts a departure from this scholarship, joining the handful of other works that chart the history of the Zionist-Maronite relationship in its earliest incarnation. From its inception to its abeyance beginning in 1948, this almost thirty-year relationship was marked by a search of a formal alliance. This thesis, by presenting a panoptical survey of early Zionist-Maronite relations, explores the many dimensions of this pursuit. It details the Zionists and Maronites’ numerous commonalities that made an alliance desirable and apparently possible; it profiles the specific elements among the Zionists and Maronites who sought an entente; it examines each of the measures the two peoples took to this end; and it analyzes why this protracted pursuit ultimately failed.
