We had a remarkable performance this afternoon from the president of the state. To me it was remarkable for another reason. He made four or five of the main points which I intend to make tonight. So I was glad to know in my own soul that I was not crazy and that I was not too far off the track. "Wars of the past, Wars of the future" was an attempt to induce futuristic thought on your part. I want to cover three topics this evening. First, I want to compare Israel and the United States during two periods: the first 40 or 50 years of each country and the second 40 or 50 years of each place. There is an uncanny symmetry of the experiences, indicating that what was taking place here in Israel for the first 50 years and what I think will take place in the next 50 are not unusual. Countries are born and grow just as children do and there are certain ineluctable rules that apparently control growth and formation. Second, I want to outline the details of Israel's next wars, obviously using the word "war" as a metaphorical word.

    Vetoing Peace: Israeli Coalition Dynamics and the Peace Process, 1992-2005 By Rebecca Farley Carleton College Faculty Adviser: Professor Al Montero In the 1990s, the Oslo Accords offered a series of unprecedented opportunities for peace in the Arab-Israeli-Palestinian conflict. However, by the end of the decade, a second Palestinian uprising had broken out, and as of today, a comprehensive peace settlement still has not been achieved. Much of the blame for this has been focused on the political failure of the Palestinians both to control anti-Israeli violence and to pursue a coherent peace agenda. While the Palestinians have certainly failed on these and other fronts, insufficient attention has been paid to the intricacies of the Israeli political system as a factor in the failure of peace negotiations. I argue that Israel’s complex coalition politics explain a great deal of its inability to generate consistent political support for peace. To evaluate how coalition dynamics affect the formulation of peace policy in Israel, I apply George Tsebelis’ veto player theory to the government decision-making process. I find that large coalitions, ideological polarization within coalitions, and low cohesion in the dominant coalition partner impair the government’s ability to reach a consensus on peace legislation. Though this analysis offers valuable insights into Israeli coalition politics, Tsebelis’ variables cannot fully explain the empirical complexities of the Israeli case. To fill these gaps, I move beyond the veto player theory to propose a new model of government decision-making. I identify two additional variables that affect the government’s ability to reach a consensus on the implementation of a peace agreement: coalition volatility and level of system competition.

It is to serve as an historical reference to the conventions of the Rabbinical Assembly and to the statements, thoughts, and dreams of the leaders of the Conser- vative movement. It is also to provide newer members of the Rabbinical Assembly, and all readers, with insights into questions, problems, and situations today that are often reminiscent of or have a basis in the past. The entries are arranged chronologically within each author’s listing. The authors are arranged alphabetically. I’ve tried to incorporate as many individuals who spoke on a subject as possible, as well as included prefaces, content notes, and appendices. Indices generally do not contain page references to these entries, and I readily admit that it isn’t the professional form. However, because these indices are cumulative, I felt that they were, in a sense, an historical set of records of the growth of the Conservative movement through the twentieth century, and that pro- fessional indexers will forgive these lapses.

    ISRAEL AND THE GOLAN HEIGHTS 2017 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary A report on the West Bank and Gaza, including areas subject to the jurisdiction of the Palestinian Authority (PA), is appended at the end of this report. This section includes Israel, the Golan Heights, and issues primarily related to Israeli residents of Jerusalem. Issues primarily related to Palestinian residents of Jerusalem are covered in the “West Bank and Gaza” section. On December 6, the United States recognized Jerusalem as the capital of Israel. It is the position of the United States that the specific boundaries of Israeli sovereignty in Jerusalem are subject to final status negotiations between the parties. The Basic Law describes the country as a Jewish state and protects the freedom of conscience, faith, religion, and worship, regardless of an individual’s religious affiliation. Some Members of the Knesset (MKs) and government officials called for reversing the policy of banning non-Muslim prayer and the government’s ban on MKs at the Temple Mount (the foundation of the first and second Jewish temples) and the Haram al-Sharif (containing the Dome of the Rock and the Al- Aqsa Mosque), but Prime Minister Benjamin Netanyahu publicly repeated his support for both bans. The prime minister, however, allowed MKs, including two Jewish MKs, to enter the compound for one day in August, and one Jewish MK entered on October 25. One Muslim MK visited without permission from Prime Minister Netanyahu on July 27. The government permitted persons of all faiths to pray at the main Western Wall plaza in separate gender sections, but continued to enforce a prohibition on mixed gender Jewish prayer services.
