EN EN EN COMMISSION OF THE EUROPEAN COMMUNITIES Brussels, XXX C(2009) XXX final COMMISSION REGULATION (EC) No xxx/2009 of on the list of aircraft operators which performed an aviation activity listed in Annex I to Directive 2003/87/EC on or after 1 January 2006 specifying the administering Member State for each aircraft operator (Text with EEA relevance) EN EN COMMISSION REGULATION (EC) No xxx/2009 of on the list of aircraft operators which performed an aviation activity listed in Annex I to Directive 2003/87/EC on or after 1 January 2006 specifying the administering Member State for each aircraft operator (Text with EEA relevance) THE COMMISSION OF THE EUROPEAN COMMUNITIES, Having regard to the Treaty establishing the European Community, Having regard to Directive 2003/87/EC of the European Parliament and of the Council of 13 October 2003 establishing a system for greenhouse gas emission allowance trading within the Community and amending Council Directive 96/61/EC1, and in particular Article 18a(3)(a) thereof, Whereas: (1) Directive 2003/87/EC, as amended by Directive 2008/101/EC2, includes aviation activities within the scheme for greenhouse gas emission allowance trading within the Community (hereinafter the "Community scheme"). (2) In order to reduce the administrative burden on aircraft operators, Directive 2003/87/EC provides for one Member State to be responsible for each aircraft operator. Article 18a(1) and (2) of Directive 2003/87/EC contains the provisions governing the assignment of each aircraft operator to its administering Member State. The list of aircraft operators and their administering Member States (hereinafter "the list") should ensure that each operator knows which Member State it will be regulated by and that Member States are clear on which operators they should regulate. -

27.6.2015 EN Official Journal of the European Union L 162/65 COMMISSION IMPLEMENTING REGULATION (EU) 2015/1014 of 25 June 2015 amending Regulation (EC) No 474/2006 establishing the Community list of air carriers which are subject to an operating ban within the Community (Text with EEA relevance) THE EUROPEAN COMMISSION Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EC) No 2111/2005 of the European Parliament and the Council of 14 December 2005 on the establishment of a Community list of air carriers subject to an operating ban within the Community and on informing air passengers of the identity of the operating carrier, and repealing Article 9 of Directive 2004/36/CE (1), and in particular Article 4(2) thereof, Whereas: (1) Commission Regulation (EC) No 474/2006 (2) established the list of air carriers which are subject to an operating ban within the Union, referred to in Chapter II of Regulation (EC) No 2111/2005. (2) In accordance with Article 4(3) of Regulation (EC) No 2111/2005, some Member States and the European Aviation Safety Agency (‘EASA’) communicated to the Commission information that is relevant in the context of updating that Union list. Relevant information was also communicated by certain third countries. On the basis of that information and the verifications carried out by the Commission, the Union list should now be updated. (3) The Commission informed all air carriers concerned, either directly or through the authorities responsible for their regulatory oversight, about the essential facts and considerations which would form the basis for a decision to impose on them an operating ban within the Union or to modify the conditions of an operating ban imposed on an air carrier which is included in the Union list. -

The University of Texas at Arlington, 2008 Supervising Professor: Douglas Richmond The universality of the cross image within the transatlantic confrontation meant not only a hegemony of culture, but of symbolism. The symbol of the cross existed in both European and American societies hundreds of years before Columbus. In both cultures, the cross was integral in religious ceremony, priestly decoration, and cosmic maps. As a symbol of life and death, of human and divine suffering, of religious and political acquiescence, no other image in transatlantic history has held such a perennial, powerful message as the cross. For colonial Mexico, which felt the brunt of Spanish initiative, the symbol of the cross penetrated the autochthonous culture out of which the independent nation and indigenous church were born. -

La base de trabajo ha sido el análisis de la prensa especializada, a partir de la cual se han identificado los casos innovadores. Gracias al análisis de su origen (tecnológico, geo- político, aero-político, corporativo, de producto y en la infraestructura) y a su contextualización, hemos podido trazar la historia de la aviación comercial desde su origen en 1919 hasta nuestros días. We have identified all innovations with a structural impact on the industry through specialised press, considering the changes on technology, geopolitics, aeropolitics, business models, product and services, and infrastructure. This methodology has allowed us to write the history of the commercial aviation since its origin in 1919. -

WCTR AVIATION SAFETY AND THE INCREASE IN INTER-AIRLINE OPERATING AGREEMENTS KENNETH BUTTON The Institute of Public Policy George Mason University, VA 22030-4444, FAIRFAX, USA Abstract Air transport is becoming increasingly internationalized. This is not only in terms of rapid growth in international traffic flows but is also pronounced on the supply-side as airlines are beginning to lose their national identity as cross-equity holdings expand and as airline alliances grow. Alliances are also becoming a significant feature of many domestic markets. These structural developments interact with the commercial and the regulatory environment in which air transport is provided and also have potential implications for air transport safety. Although safety is generally treated as part of public policy, the commercial interests of the airlines themselves also influence it. The new market structure has brought forth considerable public debate on the economic implications of globalization and strategic alliances but less assessment has been made of the safety dimension. Even more lacking is a full consideration of the implications of the new situation for the way airlines view safety matters. This paper focuses on the changes in the private incentives that the growth in airline alliances in there various forms may have on safety. The number of major aircraft accidents in 1996 began a trend of heighten concern. This was reinforced by views expressed by the aircraft manufacturer Boeing, that, while in statistical terms civil aviation may be slowly getting safer or, at worst.
