Executed on behalf of navAero by Saab Aerotech,Aircraft Services in cooperation with SAS Scandinavian Airlines, this marks the first EASA Approved STC for the txBagC22 System as an EFB and marks yet another certification achieved by navAero. The STC EASA.A.S.03259 for the B737-NG and Classic Series aircraft was issued on February 22, 2008 by the European Aviation Safety Agency. The installation was executed as a part of the NUP II+ Project VDLM4 and CPDLC Operational trials at Stockholm-Arlanda. navAero spokesperson and Chief Operating Officer, Lars Eriksson, stated “We are tremendously excited about this landmark event of achieving the very first EASA approval for the txBagC22 EFB System. En este sentido, el Plan Director es una herramienta de planificación estrictamente aeroportuaria y no urbanística, que permite establecer las directrices de desarrollo futuro de cada aeropuerto. En él se plantean las actuaciones a realizar para: - Garantizar la funcionalidad e interdependencia de los diferentes subsistemas aeroportuarios que integran la Zona de Servicio del aeropuerto. - Conseguir el nivel de calidad de servicio estipulado por Aena para cada uno de ellos y las zonas que los componen. El R.D. 2591/98 de 4 de diciembre, sobre la Ordenación de los Aeropuertos de Interés General y su Zona de Servicio reconoce su especial singularidad, debida no sólo a su vinculación con la organización del espacio aéreo, sino también a la complejidad de su estructura funcional, los requerimientos de infraestructuras de enlace con la ciudad, y la necesidad de armonizar las actividades del entorno con sus impactos y servidumbres. -

WCTR AVIATION SAFETY AND THE INCREASE IN INTER-AIRLINE OPERATING AGREEMENTS KENNETH BUTTON The Institute of Public Policy George Mason University, VA 22030-4444, FAIRFAX, USA Abstract Air transport is becoming increasingly internationalized. This is not only in terms of rapid growth in international traffic flows but is also pronounced on the supply-side as airlines are beginning to lose their national identity as cross-equity holdings expand and as airline alliances grow. Alliances are also becoming a significant feature of many domestic markets. These structural developments interact with the commercial and the regulatory environment in which air transport is provided and also have potential implications for air transport safety. Although safety is generally treated as part of public policy, the commercial interests of the airlines themselves also influence it. The new market structure has brought forth considerable public debate on the economic implications of globalization and strategic alliances but less assessment has been made of the safety dimension. Even more lacking is a full consideration of the implications of the new situation for the way airlines view safety matters. This paper focuses on the changes in the private incentives that the growth in airline alliances in there various forms may have on safety.
