If it is reproduced, the JIPA requests a courtesy line. here’s a few things I’ve been thinking about since I’ve taken command— and I have been in command about six months now—in terms of operating concepts, logistics, and authorities. It really goes across the full spectrum Tfrom competition—the full spectrum of competition, from cooperation and con- flict—it’s over the past couple years PACAF has really worked at how to rethink about the Pacific. I owe a debt of gratitude to my good friend Shags [Gen Terrence J. O’Shaughnessy], who actually, just before he gave up command, signed out the PACAF strategy and left it for me to execute. This senior-leader perspective is extracted from comments by Gen Charles Q. Brown, commander, Pacific Air Forces; air component commander, US Indo-Pacific Command; and executive director, Pacific Air Combat Operations Staff, at the Air Force Association’s Combat Air Forces Commanders panel at the 2019 Air Warfare Symposium (Orlando, Florida, 28 February 2019), https://www.youtube .com/watch?time_continue=2293&v=sKRGzMPOTY4. The other panelists were Gen James M. Holmes, commander, Air Combat Command; and Gen Tod D. Wolters, commander, US Air Forces in Europe, US Air Forces Africa, and Allied Air Command. Retired Air Force lieutenant general David Deptula served as the panel moderator. JOURNAL OF INDO-PACIFIC AFFAIRS SUMMER 2019 3 Brown And, so part of that is how do we actually look at that, and he did a really good job of building it upon the National Defense Strategy. And, so we are looking at great-power competition. As a matter of fact, I was just in Micronesia, went to Pala, where there’s obviously a little bit of competition there with China. And, it was, you know, you can see it firsthand. It’s not just what we do in uniform, but it’s what we do throughout the whole of government to do that. What I also believe, as we look at that, is we need commanders that really articulate intent, very clearly—looking long term. We need to trust our subordinate commanders, and we to trust our Airmen to be able to do their job and that we need our Airmen to be able to take the initiative and to contest the environment. Within our strategy, just like the National Defense Strategy, we look at strengthening our allies and partners. Matter of fact, I just got in from Melbourne last night. Not Melbourne, Florida, but Melbourne, Australia, where I had a chance to go to Avalon and meet up with about 12 different air chiefs from the Pacific region as well as the UK. We want to continue to look to how we enhance lethality in our interoperabil- ity in the look at new operational concepts. And in that new international opera- tional concept, it’s really looking at how we do agile combat employment, but, well, I could talk more about details but the thing I am really concerned about with agile combat employment is having agile combat logistics to support the employment aspect of it; so, I think that’s important. I think also tied to that is how we provide authorities, and I really look at conditions-based authorities, where I’ve got to be able to articulate my intent, give mission-type orders, and allow our Airmen to be able to do their job and just re- port back to me what they’re doing. And, they’ve got to be able to take the initia- tive; they’ve got to be able to take some measured risks, because I really believe our comms will be contested, and so the way I look at it is almost like ADAs. I just gotta keep transmitting, and then people will pick up on pieces and parts. They will execute what they need to, and they just need to report back and let me know what they did. That’s the way we’ve got to be thinking about it in the future. So, I’ve got to be able to delegate down the lowest-capable and competent level to do the job, and I’ve got to depend on my squadron commanders, group and wing commanders to do that. Thank you.     Downloaded by [New York University] at 19:57 02 December 2016 India–US Relations in the Age of Uncertainty In the initial phase of the Obama administration, India’s ruling class and strategic community formed a perception that the spirit of strategic partnership between the two countries might be diluted on account of China looming large in the priorities of this administration. Despite occasional hiccups in their relationship, this perception was overshadowed by the administration’s recognition of India’s role as counterweight to China in the Asia-Pacific region. This book addresses and re-evaluates the perceptions, policies and perspectives of public policy makers and bureaucratic elites in both India and the US in setting and articulating the tone, tenor and substance of the multi-faceted ties between the two countries. The scope of the book is not exclusively limited to the bilateral relationship in the critical areas such as the Indo-US nuclear deal, defence, security, and strategic partnership. Its concerns and ramifications are much wider in global and regional contexts, covering security architecture in the Asia-Pacific region, the interface between terrorism and weapons of mass destruction (WMDs), China as a factor in India-US relations, and the fallout of the New Delhi-Washington partnership on South Asia. B.M. Jain is a former Senior Fellow at the Indian Council of Social Sciences Research (ICSSR, New Delhi) in India, and was Visiting Professor in the Departments of Political Science at both Cleveland State University and Binghamton University, USA. Previously he was Professor of Political Science at the University of Rajasthan at Jaipur, India, and Editor-in-Chief of the Indian Journal of Asian Affairs.

Madanjeet Singh narrates an account of these events, providing insights into age-old links between the music and art of South Asia and the pluralist culture and legacy of Kashmiriyat. KASHMIRIYAT Madanjeet Singh was born on 16 April 1924 in Lahore, present-day Pakistan. A well-known painter and a distinguished photographer, he is an internationally known author of several books on art and other subjects, closely interwoven with UNESCO’s programmes, principles and ideals. During Mahatma Gandhi’s ‘Quit India’ movement in 1942 against colonial rule, Madanjeet Singh was imprisoned. He later migrated to newly partitioned India in 1947 and worked in a refugee camp. He joined the Indian Foreign Service in 1953 and served as Ambassador of India in Asia, South America, Africa and Europe before joining UNESCO in1982, based in Paris. South Asia Foundation At the inaugural ceremony of the Institute of Kashmir Studies on 26 May 2008, Madanjeet Singh presented President Pratibha In 1995, in recognition of his lifelong devotion to the cause of Patil with a copy of his book, This My People, to which Prime communal harmony and peace, the UNESCO Executive Board Minister Jawaharlal Nehru handwrote a preface, shortly after created the biennial ‘UNESCO-Madanjeet Singh Prize for the India’s Partition in 1947.
