To impose a 50 mph Speed Limit on parts of A606 Melton Road, Burton and Dalby and Oakham Road, Somerby A copy of the proposed Order, together with a plan illustrating the proposals and an explanatory statement giving the Council's reasons for proposing to make the Order may be inspected during normal office hours at my offices, Room 200, County Hall, Glenfield, Leicester LE3 8RA, at the offices of Melton Borough Council, Parkside, Station Approach, Burton Street, Melton Mowbray, LE13 1GH and on the notice boards of Burton and Dalby and Somerby Parish Councils. Those that are shown to have the worst collision history are being included in a batch of roads on which we will look to reduce the speed limit to 50mph. Following this review a section of the length of road known as Melton Road, Burton and Dalby and Oakham Road, Somerby have been identified as having a total number of accidents significantly above the national average. Therefore to assist in increasing general safety and to help reduce the accident rate, the County Council proposes to reduce the speed limit on this road from 60mph to 50mph as shown in plan P643/T1/1/A. We have serious concerns about the proposals of Leicestershire County Council as they affect Melton Town and adjacent rural communities. It is easy to be critical but we have put considerable effort into working up a positive alternative that: Ensures, as far as reasonably possible, equality of representation, keeping within the Local Boundary Commission’s tolerance of 10% Recognises the interests, identities and needs of rural and urban communities, including the need for the recognisable community of Melton Town to be suitably represented Promotes effective and convenient local government by creating divisions that are an appropriate size so as to be easily manageable in terms of representation, and have clear boundaries. 1. Proposals a. Melton Town to have two Divisions: Melton East with 10,5101 voters (variance +5.33%) Melton West with 10,384 voters (variance +4.65%) b. Rural areas to have two divisions: Asfordby with 9,319 voters (variance -6.35%) Belvoir with 9,590 voters (variance -3.63%) 2. Urban & Rural Community Interests We set out to address the importance of the diverse interests and community identities of the town and villages across the Borough of Melton Mowbray. Daniel Rotariu sustained burns to 32% of his body and lost the sight in both eyes as a result of the incident. The woman he had been in a relationship with – Katie Leong – was found guilty of trying to kill Daniel and was given a 34-year life sentence for attempted murder following a trial in March last year. The judge presiding over case publicly commended the actions of the investigating team, particularly highlighting the “measured and careful judgment, combined with enormous commitment and tireless efforts”. Superintendent Richard Ward, DS Anna Burton, DC Kim Welford, DS Sarah Walker and CSI Christian Georg all received their commendation at an awards ceremony held at Leicestershire Police Headquarters yesterday (Friday 27 April).

    LEESTHORPE & PICKWELL Pickwell lies about thirteen miles north-east of Leicester on the northern edge of the uplands of East Leicestershire and adjoins the county boundary with Rutland. The ancient parish included the hamlet of Leesthorpe and had an area of 2,378 a., of which Leesthorpe accounted for about 750 a. (fn. 1) Pickwell became part of Somerby civil parish in 1936 (fn. 2) and was united with Somerby for ecclesiastical purposes in 1959. (fn. 3) Though on the edge of the uplands, much of the southern part of the parish, including the site of the village of Pickwell, is above 500 ft. and several hills exceed 600 ft. The ground falls to just over 300 ft. on the northern margin of the parish, in Leesthorpe, and the slope of the hills is dissected by several small streams which feed a tributary of the River Eye, in the vale to the north. One stream rises in Pickwell village and flows north to the site of Leesthorpe hamlet where it joins another which has crossed Pickwell from Somerby; further north the combined stream formed the eastern boundary of the parish. A third stream rises in Pickwell and flows into Whissendine (Rut.). The boundary of Pickwell parish was formed by a minor road on the north, by field boundaries and the streams already referred to on the east, and mainly by field boundaries on the south and west. The southern boundary ran only a little over 100 yds. north of Somerby village. The soil is partly light, partly clayey, overlying clay and Jurassic marlstone and limestone.
