Apologies Tim Deeble (CC) 2. Minutes The Minutes of the meeting of 10th March 2014 were read and agreed. 3. Matters Arising 3. Minutes and Matters arising The request that Cornish spoken at minutes are properly recorded bilingually had now been logged with Democratic Services. 4. Forward Planning 4.1 Funding It was reported that following a recent meeting with a DCLG (Department for Communities and Local Government) minister, the representatives were notified that further funding for the CLP (Cornish Language Partnership) would be a matter for the new government. DCLG was subsequently contacted after that meeting and upon their advice, a new bid was being prepared; this would take the form of a two-page letter instead of the planned document. The document was planned to be sent on Friday 5th December; management board members would be 1 contacted during that week for feedback. There had also been a meeting with Philip Johnson in DCLG, where he was informed that no other core funding was available for languages and that lack of support would result in the closure of the office. Advocacy would be handled by the MAGA office during December, but it was noted that an emergency Partnership may be required for the New Year. CC (Cornwall Council) will be handling discussions with MPs. It was queried whether CC funding would continue if no support came from central government; this was in response to the knowledge that the previous CC input was match funded. It was understood that the council’s financial support would continue regardless. 4.2 Re-structure The partnership was informed about the proposed CC restructures, which would directly affect the MAGA office. A consultancy process had been proposed by CC, which would look at the strategic direction, governance and staffing requirements. The partnership was also notified that the consultancy process would require meetings with all of them. There would be an interim report at the end of January with a final report at the end of February. CC would be providing £10k in extra support to fund the consultancy. In response to concerns raised that the restructuring would affect MAGA officers, it was confirmed that there was a special extension for MAGA until after the consultancy was completed in Jan/Feb 2015. The management board also emphasised that rom their point of view any reorganisation needed to demonstrate an improvement to the service provision by MAGA. 5. Reports 5.1 Financial report End of month reports were currently with finance; this report JL would go out to the partnership members when ready. For the first time, DCLG had requested a broad overview of JL general budgets for the partnership. 5.2 General report Use/Projects It was noted that there had been significant difficulty in SR collecting the 2014 class surveys. A reminder would be sent out to people who hadn’t returned a survey for their class. A 2 2015 survey would also be prepared shortly. There had also been a poor response to the 2014 user survey, which only had approximately 300 responses. This was down considerably from the 800 received during 2013. Partnership representatives were asked to let their members know about the survey. It was queried how the Reviving Cornish project submitted to the HLF would archive physical materials; it was noted that the project was focussing on digitising content, but Kresen Kernow could be consulted to investigate the possibility for archiving the physical materials correctly. 5.3.1 Management board report The management board minutes had been well received as regular communiques to partnership members. Any queries regarding the agreements should be addressed to N Meek. 5.3.2 Signage panel report Jan Edmondson had recently joined the signage panel. 5.4 Member organisation reports Kesva report M Pierce requested that groups submit any word lists they have relating to grammatical terms for an upcoming ‘Yeth ha Gerva’ meeting on the subject. Kowethas an Yeth Kernewek report The Kowethas website redesign was now completed and featured an online store to order a small amount of Cornish language publications. The Taves an Tir project was going well, but there was a problem with one of the schools putting part of the project delivery on hold. Events would be starting in Heamoor after Christmas. The next Kowethas AGM would be held in early February after poor weather in recent years. Federation of Old Cornwall Societies report With the support of the local parish plaques were being installed in St Columb in recognition of Henry Jenner. Agan Tavas The Ordinalia had been recently republished in Unified Cornish, with more books in the pipeline. Cussel an Tavas Kernuak 3 A Cussel blog was now online; the website details would be disseminated by the Cussel soon. 6. Any Other Business Mount Edgcumbe House was preparing a ceremony for the chartered palisades. It was suggested that MAGA could provide some language input, such as place names in the area. 7.
